VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C252-19-AP-2921
1. Contracting Activity: Department of Veterans Affairs, VISN 12 Zablocki Medical
NCO 12 Construction Team 2237# 695-19-3-6922-0013
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Johnson Controls (JCI) Metasys Building Automation and HVAC Control System (BAS) is being modified and in some locations being replaced as part of this MCC project. JCI technicians will be required as part of the construction team to provide survey and investigative functions as well as shop drawings for new and relocated (active) components.
The estimated expected cost of JCI BAS materials, labor and equipment on this contract is
$46,500.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The JCI BAS is the only product that allows for a single HVAC control system for the Milwaukee facility. The JCI BAS is the single campus-wide building and HVAC control System. It is comprised of thousands of terminal devices and controllers. Additionally, the JCI BAS has numerous remote monitoring workstations strategically located to facilitate timely troubleshooting and system adjustments by engineering staff. The signals from the various locations on this project will be sent back to Building 113 where the BAS is monitored. The system will only recognize “like” sensors and cannot be integrated with other manufacturers.
4. Description of market research conducted and results or statement why it was not conducted:
VAMC Milwaukee has established a single source integrator (JCI) as our standard for HVAC controls and BAS. A different system would be incompatible with existing infrastructure and make upgrades superfluous. An incompatible system may require installation of new “front-end” and remote workstations as well as new software and programming. Additionally, installation of components that match the existing building automation system minimizes maintenance costs and bench stock requirements.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
