VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1
For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C252-19-AP-2498
1. Contracting Activity:
Great Lakes Acquisition Center
Department of Veterans Affairs, VISN 12
This procurement will be for the Milwaukee VA Medical Center, Milwaukee, WI.
Project 695-19-102, 695-19-2-6985-0043
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount:
The Guldmann GH3+HD Ceiling Lift system is used throughout the Milwaukee VAMC for patient lifting and transportation to bathrooms or wheel chairs. These are rail or track mounted ceiling lift/sling systems to ensure patient and staff safety.
The estimated expected cost of Guldmann GH3+ Ceiling Lift systems on this contract is
$56,742.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Guldmann is the product that is compatible with our current ceiling lifts and slings. In addition, Guldmann offers slings types for purposes such as the amputee, turning, limb, and repositioning slings. Each ceiling lift company uses proprietary slings and accessories that are not compatible with other ceiling lifts. The introduction of a new ceiling lift model would require purchase of additional slings and would require additional training by medical staff.
In addition to more training, having more than one patient lifting system in the Milwaukee
VAMC would also increase costs and reduce efficiency. With one model/type of patient lifting system, medical providers and facility management can move renovate and remodel areas without changing out the patient lift system involved. Therefore, it is in the
Government’s best interest to match existing standardized products. With one system in use, the individual components can be moved, transferred, and repaired to meet the demands of patient work flow and safety. These changes or adjustments are easy and can be quickly https://www.acquisition.gov/?q=/browse/far/13
VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
VHAPM Part 813.106 Page 2 of 2 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018 accomplished. The ability to adjust or modify these units expedites maintenance, repairs, easy reconfigurations, moves, changes in components or storage requirements.
4. Description of market research conducted and results or statement why it was not conducted:
We investigated the Arjo MaxiSky and Liko Likorail products and found that we could not use the same slings that are currently is use at the Milwaukee VAMC. In addition, Arjo does not offer the specialized slings. Finally, investigating pricing revealed Guldmann was the lowest price.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-
1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
