Upgrade Heat Exchangers and Replace Perimeter Heating - 585-17-120

Upgrade Heat Exchangers and Replace Perimeter Heating

585-17-120

Response to Contractor Questions in RED:

# Spec. Drawing / Section Question & Answer

1 01 00 00 -1 preconstruction Q: Please confirm the number of calendar days the VA and MEP Associates has to review submittals on this project.

A: 10 business days but will expedite review time as needed for long lead or critical items.

2 01 00 00 -6 phasing / room utilization

Q: A max of four rooms may be out at any time in each phase. Eight rooms total amongst all phases. Please clarify that the Prime GC can work on multiple project phases simultaneous to account for maximizing the 8 rooms.

A: Contractor may work in multiple phase areas. Phases and available rooms shall be coordinated with the VA.

3 01 00 00 -7 phasing

Q: Upon creating a Gantt Chart for the project we viewed a few discrepancies that we would like to clarify; (1) It appears that each of the

20 phases have a constraint of starting at NTP, which we believe to be a mistake. Please confirm if these phases are meant to be completed sequentially. For example, the phase spec currently reads as if all 20 phases will be completed not later than 48 days from NTP

(Phase 2 is the longest phase at 48 days).

A: Eliminate individual phasing mandates with the exception of replacement of Heat Exchangers. Phases do not need to be completed sequentially, but is intended to start from the highest floor to the lowest floor. The successful contractor will be expected to coordinate phases with the VA.

4 01 00 00-6-10 phasing

Q: Upon adding up each of the 20 phases per the plan gives us 420 days of work. The PoP for the project is 300 days total. Please confirm if the number of days provided in the phasing spec are constraints (finish to start relationships). For example, if we need to finish phase 1 first, with 40 days of work per the phasing plan, do get to start phase 2 if we finish phase 1 early, or do we need to wait due to tenant coordination? Please also confirm that We can work in simultaneous phases in order to meet the 300 day PoP.

A: It is the contractors choice to work on more than one phase or focus efforts on a single phase. Ongoing coordination with the VA will be require to ensure rooms are available as construction proceeds and to maintain project schedule.

5 01 00 00-7 phasing

Q: When the phasing plan states "provide a construction barrier to enclose the construction area", is the facility asking for a hard barrier, level III or IV at the entrance ways? Also, in addition to entrance barriers, in larger rooms, where there might be 10 people working, would we need zip walls to work around occupants in close proximity. Please confirm if occupants will be working in the same areas where we are working or if they will be asked to move to different work stations.

A: Review with VA. 01 01 10 lists the infection control requirements. Work areas adjacent to occupied areas will require zipper-door enclosures. Hard barriers are not expected.

# Spec. Drawing / Section Question & Answer

6 01 00 00 -6 COR/VA coordination

Q: During the site walk we encountered furniture, desks, rolling and non-rolling rack systems with materials, patient care equipment etc. Please confirm if the movement of these items will be accomplished by the hospital/VA or if the Prime GC will need to include movement of 'furniture and equipment' as part of their price. We assume that if it is included there would be a major variance across bids since the survey of each room location would have different conditions. Would the VA consider an alternate CLIN for a number of fixed man-hours associated with moving the furniture for the entire job. Based on previous VA experiences, it would be too large of a risk for the Prime GC to move equipment that requires electrical power or data i.e. medical equipment or desks with computers, printers, cords etc.

A: Please see attached “Convector Installation Matrix”

7 02 82 13.13-24 asbestos abatement

Q: The specs state that the contractor will employ an independent industrial hygienist (CPIH/CIH) consultation to perform services on behalf of the VA. The specs later states in 02 82 13.13-24 that the CPIH/CIH is 'responsible for and shall inspect and oversee the performance of the Contractor IH Technician. We just wanted to confirm that the VA/facility is expecting that the Prime GC contract both of these personnel under the ACM scope and that neither are a VA employee. Please advise.

A: GC is responsible for contracting for these services.

8 02 82 13.13-24

Q: Does that facility have the most recent ACM testing reports for the facility in order to familiarize ourselves with the potential environmentally impacted material at the hospital. This will help for our other trade coordination.

A: The Facility has a current asbestos survey. This survey will not be made available to bidders but was used to prepare the bidding documents.

9 06 20 00 finish carpentry

Q: This spec discusses the interior millwork for window stools. Is there a drawing detail on this item or a few sentences about the intent. Is the expectation remove and replace or salvage and replace?

A: See detail 3/A500.

10 Bid Schedule

Q: Alternate Bid Item 1 calls out to eliminate all work for the west portion of the 3rd floor. Please confirm, per A106, that the west portion is the entire area to the west noted with the vertical line in the page.

A: Correct, but also includes the entire Audiology area. Refer to documents for alternate bids.

11 Bid Schedule

Q: Alternate Bid Item states 'work includes everything in Alternate Bid Item 1". Does that mean everything in the Base Bid as well as the

'except delete: Eliminate all work shown for the West portion of the 3rd floor and the Audiology area. Then delete the 'except delete:

eliminate the work shown for the basement NESS, area, Room B201, the north center wing of the 1st floor, and room 2135. Ultimately, we are confused if "everything" means adding back the except deleted portion of Alt Bid 1. If that were the case we would think the alternate is 'Base Bid of work except delete: ...NESS...etc.

A: Base bid is the entire project as outlined in the bid documents. Provide an add or deduct to eliminate the work for each alternate; 1, 2, and 3.

12 Bid Schedule

Q: Same line of questioning on Alt 3. We are confused on the wording for the work due to the except delete and whether we add back in the except delete component. Please advise.

A: See response above.

13 Bid Schedule

Q: We view Alternate Bid Item 2, which is everything in Alternate Bid Item 1 except delete:…north center wing of the 1st floor. MD101B shows an area 'Bid Alternate #2', but this is under "First Floor East Mechanical Steam Demolition Plan". Please clarify that this alternate work on the first floor east mechanical is part of the Alternate 2 Bid Schedule. Please also clarify the "North Center Wing of the 1st floor that we delete as part of this bid item.

A: Alternate bid 2 includes area outlined on sheet MD101B.

14 MD103A and MD103B

Q: Please confirm that this should be west and then east on respective sheets as the drawing titles both show 'East Mechanical'. We are trying to ensure that we are not missing a drawing.

A: Plans should be west then east.

15 A Dwgs

Q: Note #31 states to coordinate with the owner to remove and reinstall lab equipment. Generally speaking for bidding purposes could you state if this equipment is on rollers (for 1 person to move) and how far away does this need to be moved in order to conduct work. Are there any power requirements for deinstallation of the lab equipment? We are unsure which equipment from the site walk we are looking at.

A: VA will move equipment, Contractor needs to coordinate their work with Owner removal and reinstallation of lab equipment. Refer to attached “Convector Installation Matrix”.

FP101

Q: For the fire protection scope of work we have head removal in detail 1 and head installation in detail 2. Please confirm if there is a requirement for head being in the center of ACT at the hospital. Please confirm ceiling type for B231D to understand if new ceiling is needed.

A: Heads are required to be in the center of tiles. Specifications outline requirements for head placement.

MD099A

Q: General notes of mechanical demo drawings state to 'demolish all controls and building automation systems associated with removed component. Please confirm that the controls scope of work is only that offered under Table of Contents CSI 23 09 23 and that no BAS integrator/programming needs to be included under DIV 25 BAS. We do not see a DIV 25 spec. Please clarify intent.

A: All controls work is outlined in the drawings and 23 09 23.

M501/ M502/ M601

Q: We view the detail #01 for the dual heat exchanger controls to include #04 for in-line pumps - connections, and we see the detail of the heat exchanger - steam to hot water. Please confirm the limit for demolition for these two sets of tandem heat pumps. Please also confirm the reuse of the iron support framing or if all framing must be new.

A: Provide all components outlined in details.

19 Mechanical/Architectural

Q: Please confirm that the cover removal for the convectors only includes removal, salvage, and reinstallation. Please confirm if added shop blasting of covers with associated painting or just painting is required of the covers.

A: If covers are damaged during construction they must be repaired, otherwise paint covers as required in the documents.

20 Commissioning

Q: Please confirm if the A/E, COR, or other 3rd party is the Commissioning Agent (CxA) where the Contractor team is CxM and CxR for this project?

A: The project mechanical design team is responsible for commissioning services.

21 Site Visit

Q: During the Site Visit it was noted that there were some areas where the wall panel covers were behind cabinetry. Please advise on locations and quantities. Also, what type of work will be associated with those cabinets? Plumbing, electrical, etc.

A: Areas where casework removal and reinstallation are required are noted on the floor plan drawings.

22 Site Visit

Q: It was noted that there were several areas with wall covering on the walls. Please confirm quantities, locations, wall types and product information for these areas. Are we to re-install wall covering, or are we to patch and paint at this areas?
