DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106‐1 For

Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:_____36C252-18-AP-1904___

1. Contracting Activity: Department of Veterans Affairs, VISN 12, Oscar G Johnson VA Medical Center, Iron Mountain, MI. PR # 585-19-1-6985-0004.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This solicitation requires Fire Alarm System components (smoke detectors, alarm pull stations, alarm/strobe lights, annunciators, and power supplies) by Simplex-Grinnell, which will connect and interface with the Medical Campus’ existing Simplex 4100 ES Fire Alarm System, ensuring a single alarm system to meet applicable codes. This solicitation specifies seven new devices at an estimated value of $35,000.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Simplex 4100 ES Fire Alarm System supplied by Simplex-Grinnell is the current Fire Alarm System currently in place at the Oscar Johnson VA Medical Center. It is necessary to match the existing system to ensure no interface problems and meet NFPA 72 Code requirements. All of the automatic fire door closers, magnetic hold opens that de-energize during an alarm event, run through the Simplex software system. This is the only product that has the features or capabilities identified in the NFPA 72 Code section on Fire Alarm Systems and must be a single alarm system; no mixing of alarm systems is permitted.

4. Description of market research conducted and results or statement why it was not conducted:

No additional market research was conducted as it is necessary to match the existing system in order to meet NFPA code.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
