Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:_____36C252-18-AP-1904___

1. Contracting Activity: Department of Veterans Affairs, VISN 12, Oscar G Johnson VA Medical Center, Iron Mountain, MI. PR # 585-19-1-6985-0004.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This solicitation specifies Medeco Security Keying System to be installed on five new doors. All cylinders shall be Medeco M3 large format interchangeable Cores to match existing facility. This keying system is needed to properly secure the Facility per the VA Physical Security Manual. The keying systems are $600 each and will be installed on 5 new doors with a total estimated value is $3,000.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This high-security keying system is a facility standard and cannot be mixed with other systems, per the VA Physical Security Manual. The facility locksmith has the necessary equipment to key the Medeco system. This is a highly complex keying system which will allow individual keys to open several different types of locks (such as engineering, mechanical, housekeeping storage, surgical suite, etc.) while excluding other types (such as Logistics and Pharmacy).

4. Description of market research conducted and results or statement why it was not conducted:

No additional market research was conducted as it is necessary to match the existing keying system.

The hardware selected is compatible and will completely interface with the existing campus-wide door locking security system. Standardization reduces costs for service and maintenance in addition it ensures safety of patients and employees.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
