About this file
This is an Amendment to a Solicitation issued by the Department of Veterans Affairs for Moving, Storage, Inventory, and Installation Services at the Ann Arbor Healthcare System (Solicitation 36C25026Q0717). The amendment was issued on August 4, 2026, by Contracting Officer Elizabeth Koses and consists primarily of government responses to sixteen questions submitted by offerors.
Key clarifications provided include: companies with no federal prime contract experience will receive neutral past performance ratings; subcontractor experience and certifications may be evaluated if clearly attributed and subcontracting limitations are followed; emergency response time is three hours with typical response being two days; both the prime contractor and any subcontractor must hold manufacturer certifications for Herman Miller, Steelcase, Knoll, and Haworth systems furniture; this is a new requirement with no incumbent contractor; the government anticipates approximately 12 moving and installation jobs annually, with pricing on a per-job basis for moving/installation services and fixed monthly pricing for storage; storage pricing will be based on a fixed monthly rate rather than per-square-foot; the estimated storage requirement is approximately 1,800 square feet; maximum order limitations are $1,000 for single items and $25,000 for combinations of items; and SDVOSB subcontractors' work may be treated as similarly situated performance regardless of their NAICS code size classification. The solicitation is set-aside for Service-Disabled Veteran-Owned Small Businesses with NAICS code 484210 (Used Household and Office Goods Moving) and a $34 million size standard. All amendments must be signed in addition to Standard Form 1449 to be considered for award.

QUESTIONS AND RESPONSES
1. Our company currently has zero completed federal prime contracts. Will an offeror with no corporate past performance receive neutral treatment, or will the absence of recent similar contracts make the quotation technically unacceptable?
Response: An offeror with no relevant past performance will receive a neutral rating.
2. May the Government evaluate clearly attributed recent experience, past performance, manufacturer certifications, and key personnel of a committed first-tier similarly situated SDVOSB subcontractor or team member without treating that experience as prime contractor corporate past performance?
Response: Yes, as long as limitations of subcontracting are adhered to.
3. The PWS requires the contractor to begin urgent off-duty work within approximately three hours, while another provision states that urgent requests must be available within two days. Please clarify the controlling emergency-response requirement and how the response time will be measured.
Response: Emergency response time is be as soon as 3 hours. Typical response is 2 days.
4. Please identify the minimum required warehouse location, distance from the Ann Arbor VA, usable square footage, dock capability, security, insurance, environmental controls, inventory-system features, and operating hours.
Response: Noted in PWS. Sections 3,4 and 5.
5. May our company satisfy the storage and web-based inventory requirements through a committed local subcontract warehouse and inventory platform while our company remains fully responsible as prime contractor?
Response: Yes, as long as limitations of subcontracting are adhered to.
6. Please provide historical or estimated annual workload data, including average and peak storage volume, number of moves, emergency requests, furniture-installation hours, delivery volume, and typical project size.
Response: This is a new requirement with no previous history to review. We anticipate between 8-12 moving jobs and furniture installation jobs per year. Installation hours are during normal business hours, 8-4:00 pm as outlined in PWS.
7. The PWS requires certification to maintain manufacturer warranties for Herman Miller, Steelcase, Knoll, and Haworth systems furniture.
Must our company itself hold each manufacturer certification, or may the required certifications be held by the proposed certified SDVOSB field-performance subcontractor and its installers?
Response: Both companies must hold the manufacturer certifications. Contractor must adhere to limitations of subcontracting.
8. Is there an incumbent contractor, collective-bargaining agreement, successor wage obligation, or current staffing structure that must be considered in pricing?
Response: This is a new requirement, there is no incumbent.
9. Please confirm whether subcontracted performance by a certified SDVOSB that is small under the assigned subcontract NAICS may count as similarly situated for the applicable limitation on subcontracting.
Response: We do not evaluate subcontractors NAICS code.
10. Can the Government provide the actual anticipated annual volume of moving and installation service calls, given the Estimated Quantity of 12.00 shown for both line items appears to mirror the monthly quantity used for the Storage and Inventory Keeping lines?
Response: The Government anticipates approximately 12 moving and installation jobs per year under this contract. Offerors should price the Moving and Installation line items on a per-job basis, understanding that the “12.00” quantity is an estimated quantity. Actual volume will vary based on mission requirements.
The storage and Inventory Keeping line items are structured as 12 monthly line items to correspond to each month of the contract year and will be invoiced monthly based on actual usage.
11. Who is the current incumbent/contract holder for this?
Response: This is a new requirement. There is no incumbent.
12. Attachment D.4 permits the evaluator to identify performance as Prime Contractor, Subcontractor, or Key Personnel, while the evaluation language refers to the quoter's record. May our company submit clearly attributed past performance for a proposed certified SDVOSB first-tier subcontractor and/or key personnel for evaluation? Our company will not represent another company's experience as our own corporate past performance.
Response: Yes, however the prime contractor needs to provide clear evidence that they follow the limitations of subcontracting.
14. Please confirm that work performed by a certified SDVOSB/VOSB first-tier subcontractor that is small under the assigned subcontract NAICS may be treated as similarly situated under FAR 52.219-14 and VAAR 852.219-75 for the applicable order.
Response: We do not evaluate subcontractors NAICS code.
15. Please clarify the intended pricing unit for each CLIN. The schedule uses units such as MO and JB, while the PWS also refers to lump-sum requirements per hour. Please identify which services are priced monthly, per job, hourly, or by another unit.
16. For storage, is the quotation intended to be a total fixed monthly price, a price per square foot per month, or another basis? Please provide the estimated monthly square footage for evaluation if it differs from the stated average of approximately 1,800 square feet.
Response: Storage will be a fixed monthly price.
17. Please provide available historical or estimated annual workload information, including approximate task orders/projects, labor hours, urgent moves, installation projects, and current inventory quantity to be transferred and inventoried after award.
Response: This is a new requirement. No available historical data. See section B.3 of RFQ. Estimated 12 jobs for moving and installation per year.
18. Please confirm whether the stated maximum order limitations of $1,000 for a single item and $25,000 for a combination of items are correct for this IDIQ requirement, or whether corrected order limitations will be issued.
Response: Yes, that is correct.
