About this file
This is an Amendment to a Request for Quotation (RFQ) issued by the Department of Veterans Affairs Network Contracting Office for the Chalmers P. Wylie Ambulatory Care Center in Columbus, Ohio. The amendment provides answers to industry questions regarding solicitation 36C25026Q0704 for preventative maintenance and support services for floor cleaning equipment (38 machines).
Key details include: the procurement is set aside for small businesses under NAICS code 811310 with a $12.5 million size standard; the FSC/PSC code is J605; this is a commercial items procurement under FAR subpart 12.6; the previous incumbent contractor was Jordan Power & Equipment Co. INC under contract 36C25020P1460. Regarding scope, contractors must include all preventative maintenance parts, consumables, labor, and routine diagnostic work as firm-fixed-price offerings. Emergency callbacks must be provided at no additional charge with contractors required to arrive onsite and begin corrective action within 24 hours of notification, though completion within 24 hours is not required if parts must be ordered or circumstances prevent timely completion. All travel, diagnostic labor, repair labor, and ordinary-wear replacement parts are included in the fixed price. The VA will not conduct pre-quote site visits. Repairs resulting from negligence, misuse, accidental damage, or catastrophic failure outside normal wear and tear are excluded from the contractor's fixed price, with the government covering parts through purchase card authority or issuing purchase orders for higher-value items.

Joshua Kovar Contracting Officer Questions – EMS Maintenance Questions:
1. Will the VA permit a pre-quote site visit so prospective contractors can inspect the equipment? If so, please provide the available date, time, and coordination instructions.
A. At this time, the VA will not be conducting a pre‑quote site visit.
1. Please provide the current operating condition of the 38 listed machines, including any known deficiencies, equipment-hour readings, outstanding repairs, and available maintenance or repair history.
A. Condition of Equipment. Please see attached list.
1. The PWS states that preventive-maintenance parts and parts necessitated by general wear and tear are included in the contractor’s proposal. Please confirm whether this requires the contractor to include all parts and repair labor resulting from ordinary wear and tear without a monetary limitation throughout each contract year.
A. The PWS requires contractors to include all preventive‑maintenance parts and consumables associated with normal wear and tear as part of the firm‑fixed-price quote. This includes all labor and parts necessary to perform routine PM in accordance with manufacturer specifications. This does not include repairs due to negligence, misuse, accidental damage, or catastrophic failure outside normal wear and tear. Per the PWS, if any parts are required due to repairs outside of normal wear and tear the government will pay for these parts up to the allowable purchase card levels. If the parts exceed purchase card authority then the Government shall issue a purchase order for the parts.
1. For emergency and nonemergency callbacks provided at no additional charge, please clarify whether the fixed price must include all travel, diagnostic labor, repair labor, and ordinary-wear replacement parts. Please also confirm whether the 24-hour emergency requirement means the contractor must arrive and begin corrective action within 24 hours or fully complete the repair within 24 hours, including when replacement parts must be ordered.
A. The fixed price shall include all travel, diagnostic labor, repair labor, and parts associated with ordinary wear and tear for emergency and non‑emergency callbacks, as stated in the PWS.
Regarding the 24‑hour emergency requirement: the contractor must arrive onsite and begin corrective action within 24 hours of notification. Completion of the repair within 24 hours is not required when parts must be ordered or when circumstances reasonably prevent completed correction within that timeframe.
5. Is this a brand new contract OR if there is (was) an incumbent performing these services?
A. The previous incumbent was Jordan Power & Equipment Co. INC
6. If not brand new, could you please provide the current / previous contract number?
A. The previous contract number is 36C25020P1460.
