About this file

This is an Amendment to a Previous Combined Solicitation providing answers to industry questions regarding a Request for Quote (RFQ) for Online Clinical Drug Information services. The solicitation, numbered 36C25026Q0379, is issued by the Department of Veterans Affairs Veterans Health Administration (VHA) VISN 10 Network Contracting Office located in Kettering, Ohio. The requirement is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) and uses NAICS code 513210 (Software Publishers) with a small business size standard of $47.0 million. The response deadline is April 1, 2026 at 1:30 PM Eastern Time, with a question and answer period that closed on March 25, 2026.

The amendment addresses a specific vendor question regarding trial license agreements required for 45-day temporary system access to evaluate the Comprehensive Drug Reference Database. The Contracting Officer, Joshua Kovar (Joshua.Kovar@va.gov, 937-268-6511), clarified that any trial license agreements must be provided directly to the Contracting Officer and must explicitly state that trial access is provided at no cost to the Government for evaluation purposes. Trial license agreements must be submitted prior to the solicitation deadline to enable the evaluating panel to access the database immediately following the deadline. The place of performance encompasses VA Medical Centers and VA facilities across Indiana, Michigan, and Ohio within VISN 10.

DESCRIPTION

The purpose of this solicitation amendment is to provide answers to questions from industry.

Question #1 Our manufacturer requires a Trial License Agreement to be signed to satisfy the 45-day Temporary System Access. The person who signs this will be granted a trial username and password, which will allow them and any other evaluating members the access required by the SOW.

Could we please have a point of contact to coordinate this Trial License Agreement with?

Answer #1:

Any trial license agreement for the 45‑day system access must be provided directly to the Contracting Officer. The agreement must clearly state that the trial access is provided at no cost to the Government for the purpose of evaluating the Comprehensive Drug Reference Database response.

Please send any trial license agreements to Joshua.Kovar@VA.gov prior to the solicitation deadline so the evaluating panel can access the database immediately after the deadline.
