About this file

This is an amendment to a previous combined solicitation addressing industry questions regarding quality control and support requirements for online clinical drug information services. The Department of Veterans Affairs Veterans Health Administration (VHA) VISN 10 is seeking a commercial online drug information resource for pharmacy staff across VA Medical Centers in Indiana, Michigan, and Ohio. The solicitation is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSBC) with a response deadline of April 1, 2026 at 1:30 PM Eastern Time. The NAICS code is 513210 (software publishers) with a small business size standard of $47.0 million, and the PSC is L076 (Technical Representative Books/Maps/Publications).

The amendment clarifies that all training will be conducted virtually with no on-site training required, and up to four virtual training sessions per year may be held at the direction of the VISN Point of Contact, available to any VISN 10 users who wish to participate. All costs for training and deliverables must be included in the firm-fixed price quote. Vendors must provide a quality control plan describing processes for identifying and remediating performance, content, or accessibility issues; 24/7 customer support and training (self-paced materials and live sessions); and monthly usage reports (sessions, searches, document retrievals) to the VISN POC. The contracting office is located at the Department of Veterans Affairs Network Contracting Office 10 in Kettering, Ohio, with the point of contact being Contracting Officer Josh Kovar. VISN 10 encompasses 10 facilities across the three-state region with a total of 1,063 authorized staffed beds.
