About this file
This is a Justification and Approval (J&A) document for a sole source procurement by the Department of Veterans Affairs, VISN 10, Louis Stokes Cleveland Medical Center.
The contracting activity seeks to procure Schneider Electric Andover direct digital control (DDC) system components valued at approximately $80,000 for the "Address Retro Commissioning Items" construction project (Purchase Request 541-26-2-5986-0069, Acquisition ID 36C250-26-AP-2900). The project will renovate HVAC items within the Ambulatory Care building to address failed and mis-mapped AHU sensors, replace heat exchanger isolation valves, and repair failed VAV reheat valves. Specific components required include the Schneider Electric Automation Server SPACELOGIC AS-P and two Room VAV Controllers (SPACELOGIC RP-V-4A and RP-V-5A). The justification cites 41 USC §3304(a)(1)—only one responsible source and no other supplies or services will satisfy agency requirements—as the statutory authority for bypassing full and open competition. The acquisition is set aside for Service-Disabled Veteran-Owned small businesses and will be competed under FAR Part 14. The J&A emphasizes that Andover Controls, now owned by Schneider Electric, comprises over 95 percent of the medical center's existing control systems, and replacing individual proprietary components rather than the entire system is the most cost-effective approach. No market research was conducted beyond investigating existing facility systems. The Contracting Officer certifies the foregoing justification as accurate and complete.

DEPARTMENT OF VETERANS AFFAIRS
Justification and Approval (J&A) For
Other Than Full and Open Competition (>SAT)
Acquisition Plan Action ID: 36C250-26-AP-2900
1. Contracting Activity: Department of Veterans Affairs, VISN 10, Louis Stokes Cleveland Medical Center will enter into a construction contract that requires the procurement of this item which requires justification for other than full and open competition. The zero-dollar 2237 purchase request number for the “Address Retro Commissioning Items” construction project is 541-26-2-5986- 0069.
2. Nature and/or Description of the Action Being Approved: This construction project is named “Address Retro Commissioning” which will renovate HVAC items within specified Energy Conservation Measures outlined by the facilities energy manager located at the Ambulatory Care building at the Cleveland VA Medical Center. The Energy Conservation Measures include Repair All Failed and Mis-Mapped AHU Sensors, Heat Exchanger Isolation Valve Replacement, and Repair Failed VAV Reheat Valves. The goal of this project is to upgrade systems to reduce the amount of energy consumed by the Cleveland Ohio VA Medical Center
3. Description of Supplies/Services Required to Meet the Agency’s Needs:
The Andover direct digital control (DDC) system is required to provide electronic positioning of valves and dampers in the medical facility’s HVAC system.
Schneider Electric materials work within the Andover system. The system is programmable and the program code can be customized to control time schedules, set points, controllers, logic, timers, trend logs, and alarms. The system, when properly integrated, can administer controls for the HVAC systems for the entire medical center. The estimated value for the Andover DDC system materials is $80,000. This acquisition requires Brand Name only Scheider Electric Andover DDC system components. The specific components needed are:
a. Schneider Electric – Automation Server SPACELOGIC AS-P, Specification
Section 01 91 00 General Commissioning Requirements (Paragraph 1.7) and 23 09 23 Direct Digital Control System for HVAC (Paragraph 2.4)
b. Schneider Electric – Room VAV Controller SPACELOGIC RP-V-4A, Specification Section 23 09 23 Direct Digital Control System for HVAC (Paragraph 1.1)
c. Schneider Electric – Room VAV Controller SPACELOGIC RP-V-5A , Specification Section 23 09 23 Direct Digital Control System for HVAC (Paragraph 1.1)
Revision: 04 Effective Date: 12/15/25
4. Statutory Authority Permitting Other than Full and Open Competition:
(X) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per 41 USC §3304(a)(1) as implemented by RFO 6.103-1;
( ) (2) Unusual and Compelling Urgency per 41 USC §3304(a)(2) as implemented by RFO 6.103-2;

RFO 6.103-7;
5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
This acquisition requires Brand Name only for the Andover DDC system components, manufactured solely by Schneider Electric . This project has identified nonfunctional components within the Schneider system that need to be replaced. These components are being replaced to address ongoing building management system (DDC) issues that will allow our HVAC systems to function more efficiently and provide the facility with a more energy-efficient reliable system. It would not be cost effective to replace the entire system so replacing these individual proprietary components is the most financially effective option.
Currently the Andover DDC system, which Schneider Electric parts work with, is used for a vast amount of the facility’s existing control systems. The medical center is in need of replacing components of a proprietary system and replacing the entire system with new DDC’s would not be cost effective and would not allow us to implement this project.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as possible (including whether a notice was or will be publicized as required by RFO Part 5 and, if not, which exception under RFO Part 5 applies): This acquisition is a construction project that is set aside for Service-Disable Veteran-Owned small business. This J&A is a Brand Name restriction only for the components of Schneider Electric Andover DDC System components, in which the contractor will provide.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The anticipated cost will be fair and reasonable to the government based on the overall project is being competed as an SDVOSB set aside, in accordance with FAR Part 14.

Revision: 04 Effective Date: 12/15/25
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: The existing HVAC controls and components have been investigated at the Cleveland VA Medical Center facility. The existing systems in place are able to control the equipment; however, they are incapable of properly communicating back to the existing Andover systems which have been installed in over 95% of the medical center. Andover Controls was acquired by Schneider Electric, which both are effectively compatible with each other.
