About this file
This is a Request for Information (RFI) Responses document for federal contract opportunity 553-21-100, containing clarifications to procurement documents for a healthcare facility construction project.
The document provides seventeen question-and-answer responses addressing technical and specification clarifications. Key clarifications include: NS-E nurse call stations at infusion chair locations (sheet E-500), Nurse Master Console location at Nurse Station #A2075, locker type confirmations (LKR1 is Phenolic per spec 10 51 29; LKR2 is Plastic Laminate per spec 10 51 23), and wall designation corrections (1X is correct, not X1). Additional clarifications confirm electrical contractor responsibility for all conduit and pathway installation from double gang boxes to existing interstitial space trays for technology data cabling, VFD location in Mechanical Room A7032, television outlet cabling requirements (one coaxial and one data cable to technology closet), and the symbol indicating a ceiling-mounted nurse call dome light rather than data/HDMI requirements. The responses address specifications for seismic restraint design (spec 13 05 41) requiring contractor-procured structural engineer services, package transfer unit specifications (section 11 17 36), and equipment schedule clarifications indicating Government-Furnished/contractor-installed designation for item OT-1. Several responses reference upcoming addenda for final clarifications on hardware specifications, product data attachments, markerboard locations, and specification revisions. Responses also confirm EHRM project telecommunications room standards requiring potential additional rack infrastructure and address the inapplicability of chalkboard specifications to the project scope.

RFI Responses 3 – 553-21-100
Question 1: Drawing Number ET102.1C. What nurse call stations are to be installed in the Infusion Bays? No symbols are shown on E-300 or on ET102.1C.
Answer: Refer to Poke-Through Fitting detail on sheet E-500, type 'A' locations are provided with a conduit and NS-E nurse call station at each infusion chair.
Question 2: Where is the Nurse Master Console that receives nurse call alarms?
Answer: Refer to Nurse Call System Riser Diagram on sheet E-500. Note 8 indicates that the Nurse Master Console is to be located at Nurse Station #A2075.
Question 3: Please confirm locker types since the Equipment schedule does not indicate what LKR1 & LKR2 are and there are two specifications: 105123 Plastic Laminate-clad lockers and 105129 Phenolic lockers
Answer: LKR1 is Phenolic, LKR2 is Laminate. This will be clarified on the drawings in an upcoming addendum.
Question 4: Spec 123200 Part 2.5 Hardware item B- The Richelieu product number listed, 7996160195, is not a contemporary metal pull. Please confirm which is correct:
the contemporary metal pull (need product number) or the modern metal pull with that product number (7996160195) in brushed nickel finish
Answer: This will be clarified in an upcoming addendum.
Question 5: Reference Amendment #1, RFI Ans. For question 7: The product data that is indicated as being attached was not attached. Can you provide information on that Bio Safety Cabinet and the Laminar Flow as stated?
Answer: VA to post product data provided by A/E on initial response.
Question 6: Reference spec section 01 45 29 – Testing – Paragraph 1.1: We would like to confirm, that all testing is by the owner as stated in this section of the specs which seems to cover all materials that normally require testing.
Answer: Provide additional information please. I am unable to find in specification section 01 45 29 – TESTING
LABORATORY SERVICES, where the owner is responsible for testing.
Question 7: Corner Guards: Coner Guards are listed both in the Division 10 Schedule on Drawing A-122.1D and in the Interior material schedule on drawing I-001. Is the nomenclature the same for both schedules? We note that CG2 has different manufactures.
Answer: Corner guard identification is the same on both schedules. Clarifications for both schedules will be updated in the upcoming addendum.
Question 8: Furniture and equipment Schedule: Item OT-1 states that the equipment is to be installed by t eh Owner and supplied by the contractor. Should this be the other way around – Owner supplied and contractor installed? If the contractor is to supply this equipment, kindly provide a specification for this highly technical medical equipment.
Answer: Furniture and Equipment Schedule: Item OT-1 indicates V C. Per the Schedule General Notes, this is Government Furnished, contractor installed.
Question 9: Furniture and equipment Schedule: The contractor is to provide and install item PPT-1. Please provide a specification or at least a product name and modle number for this pass-thru equipment.
Answer: Please refer to the specification section 11 17 36 - Package Transfer Units.
Question 10: Wall Designation: What is wall designation X1 or should it be 1X. This wall X1 appears often and on more that one (1) floor plan.
Answer: 1X is correct. This will be updated in the upcoming addendum.
Question 11: Drawing M-802 sequence of operations for EF-BSC-1 to be controlled by VFD. Electrical drawing EP102.1D does not show VFDs in the 7th floor mechanical room. Where will the VFDs for EF-BSC-1 be located. Please Advise
Answer: Locate VFD in place where starter is shown for EF-BSC-1 in Mechanical Room A7032 on sheet EP102.1D.
Question 12: The following symbol is incidated on drawing ET102.1 multiple times outside of infusion bays . Please confirm if the C is to indicate the need for two data and an HDMI cable.
Answer: No, this is a ceiling mounted nurse call dome light.
Question 13: Please confirm what low voltage cabling is required at TV locations inside of the infusion bays/rooms (ET102.1). The typical for the Television Outlet Detail (E 500) does not indicate any cabling requirements.
Answer: Provide one coaxial cable and one data cable back to the technology closet.
Question 14: Please confirm that the electrical contractor will be responsible to install all conduit from the double gang box wall location to the existing tray in the interstitial space for all technology data cabling. (Communication Box Detail, E-500)
Answer: Yes, the electrical contractor is responsible for all pathways.
Question 15: With the ongoing EHRM project, the new VA typical telecommunication room racks will hold 6 patch panels (288 cat 6A cables). This project has more than 288 cables. Will a second rack, two 6” vertical cable managers, horizontal managers, two managed horizontal PDU and a 5KW, 208 V 3-phase UPS need to be added to match the EHRM project standard?
Answer: Please confirm with the VA, if this is the new standard, then yes a new rack would need to be provided
Question 15: Reference Spec section 10 11 13 – Chalkboards and Markerboards. We are not aware that this spec applies to this project. Are there Chalkboards and Markerboards on this project?
Answer: Please refer to the equipment drawings and the enlarged plans for markerboards. No chalkboards are on this project.
Question 16: Reference Spec 13 05 41 – Seismic restraint requirements for non-structural components. This spec section seems to be basis of architectural design not one of general contracting construction. What specifically is this spec section requiring that is not already part of the design drawings and/or part of the various specs that are presented by the A/E for bidding and construction purposes. We have never seen this spec as apart of any other bid.
Answer: Specification Section 13 05 41 is not a basis of design for the A/E , it is for the construction contractors to provide seismic restraints to the items specified in the spec section. Per the specification, the contractor is to procure services of a structural engineer that meets the experience requirements set forth in the spec (refer to 1.3) to design and detail seismic restraints for non-structural elements. Please review entire spec section for complete scope of work to be included in the project.
Question 17: Reference spec section 10 51 23 – Plastic-Laminate clad lockers and spec 10 51 29 – Phenolic lockers and Drawing A-122.1B – Division 10 schedule LKR1 and LKR2. What specification applies to which type locker. There are two locker specs and two locker schedules shown but which locker number is for which licker spec.
Answer: To be included in upcoming Addendum 2. LKR1 - Phenolic, LKR2 – Plastic Laminate.
