PROJECT NUMBER - 610A4-25-226

QUESTION AND ANSWER (RFI)

CORRECTION AND CLARIFICATION

Disclaimer: If questions have been submitted and not responded to, it was because they were not clear to us. The RFI for this project have ended (Feb 19, 2026)

Question #28:

The Government is asking the contractor to replace a server. Identifying the server’s requested details above helps the Contractor provide a more precise server configuration.

Please describe the current and intended use of that server, and provide the specs for the current server regarding CPU, RAM, and disk space. The replacement server must be sized according to its intended use and applications. For example, a file server typically requires minimal CPU and RAM but sufficient disk capacity to accommodate data storage and growth.

Answer #28:

The server’s intended use is Syslog (network logging). Provide a configuration appropriate to that role (e.g., 4 vCPU, 8–16 GB RAM, 500 GB–1 TB RAID1, dual NICs). Final specs to be confirmed via submittal; no SQL workload anticipated under the current scope.

Question #29:

The Scope of Work requires replacing two “consoles". Please provide a more detailed description of the current console's function and configuration. For example, these could be wireless LAN controllers used to manage Wi Fi access points or PC-based kiosk systems.?

Answer #29:

* APs will be managed by Ruckus Unleashed (controller‑less). Legacy wireless controllers are to be removed. No replacement physical controller (“console”) is required under Unleashed.

* “Consoles” refers to legacy wireless controllers to be removed. APs will run under Ruckus Unleashed (controller‑less), therefore, no new physical controller model is required; management resides on the APs/Unleashed.

Question #30 Regarding installing a Rack in Building 8. Will a wall-mount rack suffice, or does the Government prefer a full-size floor-mount rack?

Answer #30:

The SOW requires a wall-mount cabinet; size 9U is sufficient.

Question #31:

Does the Rack need to be fully enclosed and lockable?

Answer #31:

The SOW requires a non-enclosed cabinet (9U).

Question #32:

Is there already AC Power at this location, and does the Government want the contractor to provide a UPS / Power surge protection device as part of this installation?

Answer #32:

UPS is not required per RFI #10. Confirm AC power availability on site during the walk-through.

Question #33 The Government Equipment List doesn't include model numbers for servers, wireless extenders (bridges), or firewalls. Will those also need to be purchased by the Contractor, or will the VA purchase and provide them?

Answer #33:

The contractor is to purchase and furnish all equipment by SOW. The preferred firewall model is FortiGate 60F with UTP license; the preferred wireless extender/repeater is the Ruckus T350 variant, as noted; the server is to serve a Syslog role—propose model/specs via submittal for approval.

Question #34 The Government is requesting a new Firewall. Please indicate the following for the correct sizing of the firewall. The speed of the internet that will be connected to the firewall.

Answer: Provide FortiGate 60F + UTP license as specified.

Approximate number of users that are expected to be connected simultaneously to the Guest Wi-Fi network.

Answer: See the quarterly utilization report.

Is the owner open to different equipment, given that the SOW calls out equipment that will soon be end-of-life? R750 versus R650 (R650 coming to the end of life).

Answer: The SOW specifies ICX 7150 & Ruckus R650 or equivalent.

Alternates may be proposed through the submittal process and may require FITARA review. New Life gear with 10 years of experience

Question #35 Is the Government requesting the Contractor provide Information Technology Services to configure the firewalls, switches, servers, access points, and other equipment to make the Guest Wi-Fi network operational? Or alternatively, is the intent only to have the contractor procure the equipment and set it in place for configuration by the VA?

Answer: The contractor is to install equipment and provide submittals, testing, and turnover. Configuration and commissioning should be included to deliver operational guest Wi-Fi in accordance with the scope intent. Handoff to VA thereafter.

a) Can the Government provide an overall campus map showing the locations of Buildings 1, 2, and 8 relative to one another? Unable to locate Building 8 on any VA website campus maps.

Answer: For campus orientation, use the Fort Wayne VA Medical Center campus map, which shows Buildings #1, #2, and #8.

Question #36 Is the placement of the Omni-Directional Antenna to go on the 3rd floor of building 1 as the main connection point for building 2 and building 8?

Answers #36 It is stated that the omnidirectional antenna will be installed on building 8.e Per the SOW, the directional antenna is on the exterior of Building #1 (outside Room #3239, third floor) serving as backhaul; the Omni antenna is installed on Building #8 (west-facing exterior wall).

Question #37 Is there a specific server model preferred for the installation? The amendment states that it will serve as a Syslog Server for network logging, but it doesn't specify a specific model or a model to use for equivalence.

Answer #37 No specific model is mandated. Provide a server suitable for Syslog and propose specs/model via submittal for VA approval (e.g., an entry-level rack server with 4 vCPU, 8–16 GB RAM, 500 GB–1 TB RAID1, dual NICs).

Question #38 How Many Transceivers (1000BASE-SX SFP optic, MMF, LC connector) are requested for the project? Or are we reusing existing?

Answer #38

Confirm transceiver quantities and locations from drawings and equipment schedules.

Question #39 Is the existing cable to the access point in the stairwell, to be reused for the antenna in building 1, verified as Cat-6a?

Answer #39 confirmed as CAT6A.

Question #40 Will the sign-in sheet from the site visit be available in the addendum?

Answer #40 Yes, posted on SAM.gov under the solicitation attachments.

Question #41 Please clarify whether a superintendent can wear a dual/triple hat to cover the requirements of SSHO and QA/QC?

Answer #41 Yes, a superintendent can serve in multiple roles, including SSHO and QA/QC, depending on the project's specific requirements. It is essential that the contractor ensure the superintendent has the necessary qualifications, training and experience to perform these roles effectively. In addition, the individual must be the primary contractor’s employee and not the sub-contractors.

Question #42 Please confirm if tax should be included in our proposal?

Answer #42 Federal projects are generally immune to state and local taxation. Contractors are responsible for sales or use tax on materials and services they use, as they are considered consumers.

Question #43 Please confirm the latest wage determination for this project’s county.

Answer #44 Use the current Davis-Bacon wage determination for Allen County, IN, as referenced in the solicitation; CO will issue the specific WD number/date via addendum.

44a) Who is responsible for contracting the commissioning agent, if required?

No. In the absence of a named agent, the contractor should include testing/validation services to deliver an operational system and coordinate with VA for any commissioning agent engagement.

44b) Is the use of temporary plastic wall panels (such as STARC panels) acceptable to meet ICRA requirements?

A barrier is not required for exterior wall component replacement. Use dust control, such as a HEPA vacuum, when drilling through exterior walls. Work in Building #8 must occur after normal business hours to minimize patient disruption.

44c) Will shutdowns be required during off-hours or on weekends?

RFI #8 work must be after hours (5:00 PM–2:00 AM) per the SOW. Other shutdowns should be scheduled after hours and coordinated with VA; weekend work only if approved by the CO/COR.

44d) Will supplemental cooling be required in TR rooms receiving new equipment?

Supplemental cooling in TR rooms is not required.

44e) Please advise which cabling manufacturer is currently in place?

specified CAT6A cabling and requires compliance with manufacturer recommendations and applicable codes (refer to Scope Section A, Paragraph 1(b)(i)). If the run is in a plenum space, install plenum-rated CAT6A per code.

44f) Who currently services and maintains the telecom system?

Post-installation, VA personnel manage under an existing service contract

Question #45 45a) Regarding the requirement in Building 8, Item 5, to “install racking for the switch”: Does the VA require a specific rack size (e.g., a 6U or 9U wall-mount cabinet) or a full-height floor rack?

1. The SOW requires a wall-mount enclosed cabinet; a 9U size is sufficient.

45b) Additionally, please confirm if the rack must provide enough Rack Units (RU) to accommodate not only the new switch and router but also a UPS (Uninterruptible Power Supply) and a horizontal cable manager?

2. Provide RU for the switch, router/L3 device (if separate), and cable manager. A UPS is not required per RFI #10; do not plan RU for UPS unless directed by an addendum.
