About this file
This document is Amendment 0002 to Solicitation 36C25026B0012 issued by the Department of Veterans Affairs Network Contracting Office 10 (Indianapolis, IN) for project 610A4-25-226, Update Patient WiFi at VA Northern Indiana Health Care Fort Wayne Campus. The amendment, effective February 9, 2026, adds clarifications and answers to contractor questions regarding the RFI (Request for Information) phase. No deadline extension is included, and all other terms and conditions remain unchanged. Contractors must acknowledge receipt of this amendment prior to the solicitation deadline.
The Q&A clarifications address technical specifications and project logistics: existing cable pathways will be available for use with J-hooks permitted as needed; racking is available in Buildings 1 and 2, with the contractor required to install new racking in Building 8; no HEPA tent is required for exterior wall penetrations, though dust control via HEPA vacuum is mandatory; CAT6A cabling must comply with manufacturer recommendations and applicable codes; the contractor must supply all materials including R650 access points, ICX 7150 switches, FortiGate 60F firewall, Ruckus equipment, and transceivers (alternative solutions require FITARA review approval); UPS units will not be provided by the VA; network management transitions to VA personnel post-completion; facility diagrams and drawings are available on SAM.gov; and all equipment must comply with the Trade Agreements Act. The site visit on February 12th is optional but recommended. The RFI end date for additional questions is February 19, 2026.

QUESTION AND ANSWER (RFI)
CORRECTION AND CLARIFICATION
Disclaimer: If questions have been submitted and not responded to, it was because they were not clear to us. Please resubmit your question prior to the RFI End Date (Feb 19, 2026)
Question #7:
For installation of access points and wiring inside the building, is the contractor responsible for providing a HEPA tent, or will the VA supply one for use?
Answer #7:
No barrier is required for component replacement through the exterior walls of buildings 1, 2, and 8. However, dust control is necessary when drilling through exterior walls. A HEPA vacuum will be used at those locations. Work in Building 8 shall be performed after normal business hours (5:00 PM – 2:00 AM) to minimize patient disruption.
Question #8:
Is it required that Cat 6A cabling be plenum-rated?
Answer #8
The SOW specifies CAT6A cabling. Ensure all communications and signal wiring comply with manufacturer recommendations and applicable codes. Refer to Scope, Section A, Paragrap1(b)(i) for detail.
Question #9:
Will existing cable pathways be available for contractor use, or should installation of conduit and J-hooks be included in the scope of work?
Answer #9:
Yes, existing cable pathways will be available. J-hooks may be used if needed.
Question #10:
Is racking available for contractor use in Buildings 1 and 2?
Answer #10:
Yes. Racking is available in Buildings 1 and 2. The contractor must install new racking in Building 8 as specified in the SOW.
Question #11:
Will Uninterrupted Power Source (UPS) power be provided for the firewalls, servers, switches, and consoles, or is the contractor expected to supply these units?
Answer #11:
No. The awardee is not expected to supply the UPS.
Question #12:
Upon completion of installation, is there an expectation for the contractor to continue managing the network for the VA, or will management be transitioned to VA personnel?
Answer #12:
No. Network management will transition to VA personnel under an existing service contract
Question #13:
Is a localized site survey possible prior to bid submission to assess existing conditions and infrastructure?
Answer #13:
Yes. Refer to the solicitation #36C25026B0012_1 front page site visit details
Question #14:
Are facility diagrams, floor plans, as-built drawings, or documentation available for Buildings 1, 2, and 8 that show existing Wi-Fi system infrastructure, cable pathways, power availability, and proposed equipment installation locations?
Answer #14:
Yes, please review the attachments posted on SAM.gov, especially the one indicated as drawings
Question #15:
What is the current condition of the existing cable pathways (conduit, cable trays, etc.)?
Can existing pathways be utilized, or will new pathways need to be installed?
Answer #15:
Yes. Refer to documents posted on SAM.gov under the solicitation attachments.
Existing cable pathways will be utilized. J-hooks may be used if necessary.
Question # 16
Is the owner set on the R650 APs or can we recommend a different solution?
Answer #16
The SOW says “or equivalent” as such, the contractor can recommend an equivalent. Contractor needs to understand that a Federal Information Technology Acquisition Reform Act (FITARA) has been completed for the above-mentioned items. If the contractor recommends another solution, those products will have to go through the FITARA process and could potentially be denied. The contractor needs to be aware of this when bidding the project.
Question # 17
Is the owner set on the ICX 7150 switches or can we recommend a different solution?
Answer #17
