About this file

This Statement of Work (SOW) details a medical gas and equipment replacement project for the Dayton VA Medical Center. The project involves replacing and upgrading medical air compressors, vacuum pumps, nitrous oxide and nitrogen manifolds, and master alarm panels in buildings 310, 320, and 330. Specific requirements include installing NFPA 99-2024 compliant units with precise technical specifications, such as oil-less scroll medical air units with dual desiccant air dryers, pressure ratings of 120 PSIG, and specific filtration requirements.

The project is structured with a 120-day performance period, with work to be completed Monday-Friday from 8:00am-4:00pm, excluding federal holidays. Contractors must provide third-party ASSE certified inspectors, have OSHA safety certifications, and follow strict VA medical facility protocols. Deliverables include product submittals, daily status reports, certification documents, shop drawings, and waste manifests. The contractor must provide a one-year warranty on workmanship and materials, coordinate minimal service interruptions, and ensure all replacements meet the most recent medical gas system standards.

2. Contract Title:

552-25-505 Repair/Upgrade Medical Air, Gas, and Vacuum Units.

3. Background:

The annual medical gas inspection has revealed components of the Dayton VA Medical Center’s Medical Air/Gas Systems in buildings 310, 320, and 310, have exceeded their operating life expectancy and have numerous deficiencies requiring replacement and repairs. Many of the equipment items are obsolete and replacement parts are no longer available. Due to a failure in the medical air units in Building 320, the VA has installed temporary dryer components that require ongoing maintenance. Additionally, several compressors and pumps for B320 and B330, are exhibiting signs of imminent failure, such as loud motor operations and pump cylinder knocking. These system components are essential for the delivery of modern medical care. They provide patients with vital gases needed for respiratory support, pain management, anesthesia, and other treatments, ensuring patient safety, effective treatment, and comfort.

4. Scope:

The contractor shall provide all necessary material, labor, and supervision for the fallowing tasks:

Certifications: The contractor shall provide a third party ASSE 6020 certified inspector and a third party ASSE 6030 ASSE certified verifier per VA Directive 7515(1) for the inspections, and commissioning. All installers shall possess an ASSE 6010 certificate. The contractor shall provide a copy of all certifications to the COR.

Medical Air Compressors: Replace medical air compressor units in buildings 320-1A131, 320-1B131, and 330-BC120. (Refer to exhibits 2, 3, and 4). Temporary units of minimum equivalent capacity of the existing units must be provided to ensure minimal interruptions during the replacement process.

Medical Vacuum Pump: Replace the medical vacuum pump unit in building 320-1B131. (Refer to exhibit 3). The contractor shall provide temporary unit of minimum equivalent capacity of the existing units to ensure minimal interruptions during the replacement process.

N2O & N2 Manifolds: Replace the Nitrous Oxide gas manifold and the Nitrogen gas manifold in building 310-1F148 and 149. (Refer to exhibit 1).

Replace 4 Master Alarm Panels. The alarm panel located in Bio-Med room -B330-BC123 shall be removed and replaced with new panel and relocated to room B330-BB102 for install as indicated on exhibit 4 drawings. (Refer to Exhibits 1, 3, 4, and 5).

Replace medical air compressor unit and corresponding components in B320-1A131 and B320-1B131, with equivalent skid mounted, NFPA 99, 2024 compliant duplex oil-less scroll Medical Air unit, (460V-3 PH- 3 HP compressor). The Medical Air Unit shall have a minimum pressure rating of 120 PSIG discharge pressure. Dual desiccant air dryers with an integral demand‐based purge saving control. Each dryer individually sized per unit for peak demand and capable of producing a 10° F pressure dew point. High efficiency coalescing pre‐filter rated for 0.01 micron on each dryer with automatic drain and element change indicator. Particulate final line filters rated 0.01 micron on each dryer with element change indicator. The entire skid mounted unit will need to pass through the, approximately 34.75” clear span of frame, mechanical room door without removal of door frames. (Refer to Exhibits 2 and 3).

1. Correct piping materials shall be used to connect all components (copper, brass, or stainless steel). Remove all associated threaded fittings and nipples with NFPA 99, 2024 fittings.

2. A DN8 (NPS 1/4”) valve sample port shall be installed downstream of the main source shutoff valve to allow for sampling of medical air. (NFPA 99, 24 ED., 5.1.3.6.3.9(K)).

3. 1.

All pressure-sending devices and main line pressure gauges downstream of the source valves shall be provided with gas-specific demand check fitting to facilitate service testing or replacement. Pressure switch and gauge are currently on Hansen fitting and shall be replaced. (NFPA 99, 24, Ed., 5.1.8.2.3) B. Replace Medical Air Compressor Unit and corresponding components in B330-BC120 with equivalent NFPA 99 compliant triplex oil-less scroll Medical Air unit. (230/460V -3PH- 15HP).
