About this file
This document is an Amendment to a Solicitation/Modification of Contract from the Department of Veterans Affairs Network Contracting Office 10, Amendment Number 0001, dated 11-12-2025. The amendment provides site visit sign-in sheet, Request for Information (RFI) responses, and conference call-in details for a public bid opening on November 19, 2025, at 11:00 am, which will be held via conference call at 205-235-3524 with access code 844 331 112#.
The RFI responses cover technical details for medical systems upgrades, including medical air, medical vacuum, and master alarm panel replacements. Key points include: allowance for brief system shutdowns (maximum 2 hours), requirements to maintain patient care during upgrades, confirmation that new master alarm panels must meet current NFPA 99 code requirements, and specifications for low voltage wiring (all new LV wire must be in conduit). The VA will provide portable suction units during system work and has noted that there is no base of design for the new equipment. The amendment emphasizes the need to coordinate all utility disruptions with the Contracting Officer (COR) at least two weeks in advance.

Questions and Answers:
Medical air system BC-120: If the existing source valve and pressure switch configuration needs to be removed, a shutdown of the system will be needed. See picture attached BC-120 MA example
It is required to maintain patient care throughout this project. All utilities disruptions shall be scheduled, approved, and coordinated with the COR. Contractor shall notify the COR, two weeks (minimum) prior to any utility disruption to allow the VA to make preparations to prevent interruption of patient care.
We believe there is enough room to remove some existing compressors and set the new system in that space, this would allow the existing system to remain in operation until the new system is up and running.
There is also an existing valve that would let us tie in without any shutdown or back feed needed. Is this plan acceptable?
Yes this is acceptable.
Both manifold rooms on the exterior of the building: We would suggest the SOW include removing the wooden supports on the wall and replacing it with a non-combustible material. The wood is a violation of the NFPA 99. See picture of N2O manifold wood on walls.
Thank you for your suggestion regarding the wood supports. However, this will not be added to the SOW, we will refer this to the maintenance shop for the removal.
For the master alarm replacements: Are we assuming all of the wiring meets the NFPA 99 code and shall be reused? If wiring replacement is needed a much more detailed SOW will be needed.
For the alarm panels that are to remain in their current location, it is assumed that the wiring meets the NFPA 99 code. Per the Scope of Work, the alarm panel that is to be moved will require new wiring.
For the master alarm relocation: In the biomedical area the old panel is to be removed, is it OK to use the existing box in biomed as a junction box to extend the wiring to the new location? This would then be covered with a metal cover. This plan does meet the NFPA 99 code. See picture of existing biomedical alarm panel.
Yes, this will be acceptable.
Medical Air system 1A-131: A brief shutdown of the system (2 hours) will be needed in order to remove all of the existing components near the source valve.
This is a small system and back feeding can be accomplished by using medical air cylinders and a regulator. Is this plan sufficient (vs a temporary system which will greatly increase costs).
This will be acceptable if any shutdown is no longer than 2 hours can be performed. It is required to maintain patient care throughout this project.
Medical Air system 1B-131: A brief shutdown of the system (2 hours) will be needed in order to remove all of the existing components near the source valve.
This is a small system and back feeding can be accomplished by using medical air cylinders and a regulator. Is this plan sufficient (vs a temporary system which will greatly increase costs.
See above response.
Medical Vacuum system 1B-131: A brief shutdown of the system (2 hours) will be needed in order to remove all of the existing components and replace the source valve. Hooking up a temporary vacuum system poses several challenges and is not the industry standard. Is it possible to provide portable suction units for each patient room? If so, do we have a count of how many patient rooms will be affected?
This will be acceptable if any shutdown is no longer than 2 hours can be performed. Portable suction units will be provided and managed by VA staffing.
The existing master alarm panels do not meet current code, shared commons for multiple signals and pressure switches wired as “abnormal” vs “low and high”. NFPA 99 says that when we breach a system, we are required to bring that system to current code. Because the new systems impact the master alarm functions are we required to bring the wiring from the replaced system to current code? This will be a large impact on pricing if new LV wire needs to be pulled.
The new Master Alarm panels shall be required to meet the current NFPA 99 code requirements.
Does the facility have a Base of Design for the new equipment?
There is no base of design.
Confirming that all new LV wire needs to be conduit for the relocation of Bio Med mater alarm panel?
Confirmed. All ne LV wire shall be in conduit.
Can the VA provide pictures of the Nitrous Oxide and Nitrogen pressure switches? They were not in manifold room.
