Questions and Responses 36C25025R0037 – Paratransit Transportation Services
Question 1: 6. SUBMISSION OF OFFER: Section 10. - The requirement that Offeror submits a list of vehicles, proof of insurance, and proof of registration limits bidders to those who have all the specific vehicles currently in their fleet. We expect to propose to furnish a fleet that will include newly purchased vehicles for this contract. While these vehicles are currently available with short notice, we may start operation with some vehicles currently in operation on other contracts and/or some vehicles that will operate short term but then be replaced with new vehicles. Will you accept a composite fleet list of vehicles, including VINs, that consists of current vehicles in our fleet plus vehicles yet to be acquired that do not have current registration and insurance?
Answer 1: The contractor shall provide all requirements requested regarding vehicles.
Question 2: ITEM INFORMATION: Base pricing for trips within 150 miles of the Medical Center is unusual. Typically, these contracts use either 20 miles or 40 miles as the base price, with mileage fees above that minimum. Can you consider adjusting as we believe this will be to the VA’s cost advantage?
Answer 2: No.
Question 3: Please explain: “once a 4-hour time limit has been reached.” Does this mean wait time will not be charged until waiting exceeds 4 hours? We acknowledge that this is specified later in the Solicitation; it is just unusual and expensive to include in base pricing. Can you provide information about the percentage of trips that include waits in excess of 15 minutes and what percentage with waits in excess of one hour?
Answer 3: Refer to the PWS, section 5 Rates, subsection a. SAMPLE SITUATIONS.
Question 4: RESPONSIBILITY OF THE CONTRACTOR: Section – 3. STANDARD AND REQUIREMENTS FOR VEHICLES AND EQUIPMENT Please clarify if the contract requires a total of 35 or 40 (35+5) assigned vehicles.
Answer 4: 35 wheelchair van-accessible vehicles, with five (5) in reserve for high-volume times
Question 5: d. How many vehicles are currently required that can accommodate 36” wide wheelchairs?
Answer 5: Vehicles shall accommodate a 31” wheelchair. Based on the estimated number of “oversized” patient trips, the Contractor shall provide a sufficient number of vehicles to accommodate a 36” wheelchair.
Question 6: g. How many vehicles are currently required to accommodate a 6’ tall individual with adequate head clearance?
Answer 6: Provide vehicles with interiors of sufficient height to ensure that an individual of 6' has adequate head clearance. RLR VAMC employees responsible for requesting service shall indicate at the time of ordering if such a vehicle is required.
Question 7: 7. STANDARDS FOR PASSENGER TRANSPORTATION: Section e. - Please explain under what circumstances that Contractor is required to furnish an Attendant in addition to the driver. Is the Contractor required to provide stairway assistance within the patient’s home?
Answer 7A: The Contractor will rarely need an attendant in addition to a driver. This may happen 1 or 2 times out the year to ensure veteran safety.
Answer 7B: The Contractor is not expected to provide stairway assistance WITHIN the patient’s home.
Question 8: D. OTHER ADMINISTRATIVE INFORMATION: Section - 5. RATES Please explain “and a four (4) hour wait time.” Does this mean that for all trips, the Contractor can be required to wait at a pickup or drop location for up to four (4) hours without an additional charge?
Answer 8: Refer to the PWS, section 5 Rates, subsection a. SAMPLE SITUATIONS.
