About this file

This document is a Request for Information (RFI) Amendment from the Department of Veterans Affairs Network Contracting Office (NCO) 10 in Cincinnati, Ohio, related to a chiller replacement project. The amendment provides detailed answers to eight technical questions about chiller installation, including confirmation that both chillers have dedicated outdoor disconnects, crane parking instructions using turf protection mats, building automation system details (Niagara protocol), and specific technical requirements like louvered side panels and heat trace needs. The RFQ remains due on September 5th, 2025, and a bid guarantee of 20% of the quote price is required. The key technical specifications indicate the new chillers must be connected to the existing Building Automation System without modifications to current hardware or control strategies, and existing pumps in the building's basement will be utilized.

RFI Questions and Answers

1. On the 40 Ton Chiller, Does It Have Its Own Dedicated Outdoor Disconnect?

Answer: Yes, both chillers have their own disconnect.

2. Where Do We Park the Crane for Removal and Installation of a New Chiller?

Answer: You can park the crane on the grass as long as turf protection mats are used to avoid extensive damage from a crane.

3. Does The Chiller Need a Hail Guard Condenser Protector?

Answer: Whatever standard comes from the manufacturer.

4. Do They Have an Automation Bldg. System and Protocol?

Answer: Yes, we use Niagra building automation

5. Freeze Protection Plan for Glycol Heat Trace Drain System Etc.?

Answer: Non glycol system, heat trace is needed

6. Does The Replacement Chiller Need a Buffer or Pump?

Answer: No, pumps are currently installed in the basement of the building.

7. Does The Customer Need Louvers on Chiller Side Panels or Sound Reduction?

Answer: The chiller should have louvered side panels.

8. The Scope of Work states the new chillers shall be “properly connected to our Building Automation System.” Can the government confirm that it is the intent of this project to connect the new chillers to the existing BAS in the exact same configuration as the existing chillers and, therefore, no modifications to BAS sequences, hardware, or control strategies are required?

Answer: The current chillers are connected to our existing Building Automation System (BAS), which is Niagra protocol, so the new chillers need to be connected to our current system.

9. A bid guarantee is indicated as required on the Standard Form. However, I was unable to locate specific details regarding the amount requirements for the bid guarantee. Could you please provide clarification on these requirements?

Answer: Bid guarantee is 20% of the value of the quote price.
