1. Regarding Janitorial Exhibit C please confirm or give clarifica on on the following:

a. Please confirm that the clinic will be opera ng 6 days a week, Monday through Saturday.

VA intent is to operate under a 5-day a week schedule as recited under Exhibit A- Sec on 6.01. Please reference “Amended Exhibit C- 36C25024R0053” Sec on H(a). This sec on has been amended to recite:

“The services covered by this lease shall be furnished by the Lessor as defined herein.

The Lessor will be required to furnish such services five (5) days a week excluding weekends and federal holidays. VA Space normal work hours are from 7:00a.m. to 5:00p.m. Monday through Friday. Lessor provided janitorial services, as best as practicable, can be performed during operational hours of this lease, so long as patient care is not unreasonably disrupted.”

Please reference “Amended Exhibit C- 36C25024R0053” Sec on H(a). This sec on has been amended to recite:

“Non-work Hours: Except in case of emergency, special events and jobs with the scope of work, the Facility will be closed on all Saturdays and Sundays, federal holidays and Monday through Friday from 5:00p.m. until 7:00a.m. the following workday. The following janitorial items will be scheduled by the Lessor during non-work hours:

i. Carpet care (shampooing). No dust building-up in corners, edges or under or behind furniture. (Spots /stains are to be promptly removed)

ii. Hard-surface floor care (stripping and waxing) for all vinyl composition tile and other hard surface floors that are waxed.

iii. Hard-surface floor care (scrub and recoat) for all vinyl composition tile and other hard surface floors that are waxed.”

b. During the above-referenced 6-day schedule, will both security and janitorial services will be required for the clinic?

During the above corrected recital for a 5-day schedule, both security and janitorial services will be required for the clinic.

2. Please confirm or give clarifica on:

a. Janitorial scope includes medical waste collec on and removal.

Lessor Janitorial Staff may encounter medical waste in the course of daily trash removal, however, red bag bio-hazard waste would be the responsibility of the VA staff. VA to provide receptacles and liners for red bag bio-hazard waste and will remove from site.

Please reference “Amended Exhibit C- 36C25024R0053” Sec on B(g). This sec on has been amended to recite:

“Daily: Sharps Containers. The VA cleaning staff shall remove full SHARPS containers, close the container’s tamper resistive access lid and place the container on the floor outside of their door at the close of business. The Lessor shall collect all containers that have been set out and place them in a bio-hazardous cardboard box or container.

(Lessor Janitorial Staff may encounter medical waste in the course of daily trash removal, however, red bag bio-hazard waste would be the responsibility of the VA staff.

VA to provide receptacles and liners for red bag bio-hazard waste and will remove from site).”

3. Can you please clarify the full extent of lessor’s responsibility in regards to SHARPS disposal (including, but not limited to, disposal, biohazard cardboard box and container for SHARPS).

Please also detail, as applicable, the role/responsibility of Janitorial Staff in this process.

Lessor will not be responsible for sharps waste stream. VA to provide containers, liners , boxes and removal through third-party under VA Occupational Health and Safety requirements.

Please reference “Amended Exhibit C- 36C25024R0053” Sec on B(u). This sec on has been amended to recite:

“As required: Sharps Containers. The VA cleaning staff shall remove full SHARPS containers, close the container’s tamper resis ve access lid and place the container on the floor outside of their door at the close of business. Once the bio-hazardous cardboard box or container is full, it shall be closed and placed in the metal bio-hazard container at the rear of the building. All wall dispensers where containers have been taken from shall be replaced by the Lessor with new containers. (Lessor will not be responsible for sharps waste stream. VA to provide containers, liners , boxes and removal through third-party under VA Occupa onal Health and Safety requirements.)”

4. Please confirm or give clarifica on:

a. Janitorial Scope will replace and furnish SHARPS containers OR will VA provide SHARPS containers and Lessor replaces the loca on? (VA men ons empty needle boxes in government provided supplies.)

VA clinic staff will provide SHARPS containers, liners, boxes, and be responsible for the removal of SHARPS. (Please see amended Exhibit C- Section (B)(u) under RFI response #3, above.

5. Can clarifica on be provided: Is the VA reques ng Day Porter services?

a. Exhibit C is vague in this regard “can be performed during this regard”, many of the requested services would interrupt pa ent care and would have to provided a er hours.

RLP 36C25024R0053 does not contain a Day Porter requirement.

Janitorial services may occur during business hours if it will not disrupt the functions within the building. The majority of cleaning services will likely have to occur after hours.

6. Regarding Telecommunica ons

a. Please provide how the VA would prefer Telecommunica ons Rental step down.

VA Contrac ng finds that the required Exhibit G- GSA 1364 does not appear to contemplate Offeror demonstra on of a stepped opera onal rent. (only steps for Shell and Parking are made available.)

Offerors are free to submit rent charts demonstra ng the opera onal step-down upon year 4; or to make comment under Exhibit G Sec on-D- Addi onal Remarks regarding the per RSF value applicable to Amended Exhibit B Sec on H.3.6; or to iden fy this rate reduc on as otherwise might reasonably present it to VA Contrac ng for evalua on under the terms of the RLP.

b. And also, Where would you like this informa on to be addressed in the RLP Response.

Offerors are free to submit rent charts demonstra ng the opera onal step-down upon year 4; to make comment under Exhibit G Sec on-D- Addi onal Remarks regarding the per RSF value applicable to Amended Exhibit B Sec on H.3.6; or to iden fy this rate reduc on as otherwise might reasonably iden fy it to VA Contrac ng for evalua on.

Please reference “Amended Exhibit B- 36C25024R0053” Sec on H.3.5. This sec on has been amended to recite:

“Post the three-year support technician period, VHA will assume all support obliga ons under Sec on H; unless otherwise agreed to by the par es, in wri ng, under a formal lease amendment.”

Please reference “Amended Exhibit B- 36C25024R0053” Sec on H.3.5. This sec on has been amended to recite:

“Following the comple on of the third year of VA occupancy under the lease, the Opera onal Rent shall at that me, be decreased by $_____ per RSF, as this figure represents the cost of the Lessor Support Technician (per year) under Sec on H.3.”

7. Regarding Security Members and VA Expecta ons:

a. Agency Specific Requirements states (1) one member is required, but mul ple roles implies a team is needed for entrance control post, roving patrol post, traffic control, defense and protec on roles.

b. Can the VA Clarify how many onsite security members will be required at one me.

RLP 36C25024R0053 requires only one guard on-site during the recited security hours of Exhibit B – Section (G)(6). This single guard is free to perform multiple tasks while on-site. A separate security guard is not required for each activity noted within Exhibit B- Section G.
