About this file
This document is an amendment to a Request for Lease Proposals (RLP) issued by the Department of Veterans Affairs Network Contracting Office 10. The amendment responds to requests for information from interested parties regarding RLP 36C25024R0053 for the lease of approximately 15,000 ABOA square feet of medical office space and 100 surface/outside parking spaces in the Ravenna, Ohio area. The RLP is an SDVOSB set-aside procurement, and the VA is seeking space that meets detailed requirements, including proximity to amenities, transportation, and emergency services. The amendment provides clarification on the submission of the TICS pricing form and the overall RLP response submission process. It also confirms that the pricing factor will be evaluated based on the tenant improvement allowance stated in the RLP, not the TICS pricing submitted by offerors.

RLP 36C25024R0053- Amendment 0002- RFI Responses
36C25024R0053 RFI Responses‐dated June 20, 2024:
1. Is this (Request for Lease Proposals) only open to Veteran owned developers?
Per RLP Section 4.04(B)- RLP 36C25024R0053 is an active SDVOSB set-aside procurement action.
Offerors submitting a timely proposal are required to ensure their SDVOSB status is verifiable as recited under RLP Section 4.04(B)(1) and 4.04(B)(2).
2. Please Clarify: Does Exhibit K, TICS need to be completed and submitted with the RLP Response or only after award/during design?
Per RLP Section 3.07 Tenant Improvements included in the Offer:
“3.07 TENANT IMPROVEMENTS INCLUDED IN OFFER (OCT 2020)
A. Tenant Improvement Allowance Pricing.
1. The TI Allowance is $435 per ABOA SF (TIs are the finishes and fixtures that typically take Space from the shell condition to a finished, usable condition.) The TI Allowance shall be used for the build-out of the Space in accordance with the Government approved design intent drawings. All TIs required by the Government for occupancy shall be performed by the successful Offeror as part of the rental consideration, and all improvements shall meet the quality standards and requirements of this RLP package and its attachments.
B. The Tenant Improvements shall include all the Offeror’s administrative costs, general contractor fees, subcontractor’s profit and overhead costs, Offeror's Project Management fee, design costs, and other associated project fees necessary to prepare construction documents and to complete the TIs. It is the successful Offeror’s responsibility to prepare all documentation (working/construction drawings, etc.)
required to receive construction permits. NO COSTS ASSOCIATED WITH THE
BUILDING SHELL SHALL BE INCLUDED IN THE TI PRICING.”
Per RLP Section 4.07-Factor 6- The pricing factor will be evaluated under the PRESENT VALUE PRICE EVALUATION of Section 4.09.
Per RLP Section 4.07- Factor 6-Submission Instructions- Offerors are required to submit as follows:
“The Offeror shall:
i. Complete the GSA 1217 -The Offeror must submit a signed copy of GSA Form 1217, Lessor's Annual Cost Statement, with the offer; and
ii. Complete the GSA 1364-The Offeror must submit a signed copy of GSA Form 1364, Proposal to Lease Space, with the offer; and
iii. Complete the TICS Pricing- The Offeror must submit a completed estimated TICS table with their original proposal submission; however, tenant improvements costs for each offer will be evaluated under the allowance recited within
RLP.
Price will be evaluated based on the Present Value Price Evaluation score, as recited under RLP 36C25024R0053, Section 4.09.”
Exhibit K, TICS is a required submission under RLP Section 4.07-Factor 6, under a timely submission by any Offeror. However, while estimated TICS submissions are required at the time of Offeror responses; the pricing factor will be evaluated under the tenant improvement allowance recited under RLP Section 3.07; in accordance with the present value price evaluation of Section 4.09.
3. Please Clarify: Can the VA please clarify how the response is to be submitted? (eg. Everything as one PDF, or exhibits submitted separately, etc.)
Per RLP Section 3.02(A)(3)(a) thru (e):
“3. VA currently anticipates award on or before 09-30-2024. Offers must remain open and pricing must remain valid, until award date.
a. Offers shall be submitted to the VA, at the above referenced emails.
b. Offers shall be properly signed, initialed, converted to a .PDF file and indexed with bookmarks.
c. The technical proposal shall not contain any pricing information.
d. Forms are applicable to your proposal. The Matrix is a guideline only. Please fully read the RLP to make sure you are submitting all required documents.
e. To the extent items are missing, not adequately addressed, the Contracting Officer may determine the proposal to be non-responsive and therefore excluded from the competition, at the sole discretion of the Contracting Officer.”
Per RLP Section 3.02(A)(7):
“7. Offeror must limit email attachments to less than 20 megabytes (MB), per email. Emails transmitted with attachments exceeding this 20 MB limit will not be deemed in receipt by the Contracting office. Offerors are required to send separate emails with attachments conforming to the 20 MB limit.”
In the event compliance with RLP Section 3.02(A)(7) precludes the recited “Everything as one PDF” submission; Offerors are encouraged to submit any reasonable variation/combination of PDF attachments and/or emails, which would enable that Offeror successful submission of a comprehensive RLP package to the VA.
VA would offer the following framework as an example only (noting that attachment(s) under any email would need to mee the 20 MB requirement of Section 3.02(7):
*EXAMPLE RLP EMAIL SUBMISSION FRAMEWORK:
**EMAIL 1: Factor 1 PDF submission;
**EMAIL 2: Factor 2 PDF submission;
**EMAIL 3: Factor 3 PDF submission;
**EMAIL 4: Factor 4 PDF submission;
**EMAIL 5: Factor 5 PDF submission;
**EMAIL 6: Factor 6 PDF submission;
**EMAIL 7:RLP Section 3.06 Additional submittals etl al. (including (a) All required submittals under RLP Section 3.06; (b) all Offeror executed documentation under RLP Section 1.06; (c) required SDVOSB verification documentation under RLP Section 4.04(B), and (d) any other required documentation).
* Offerors are not required to submit under the VA example framework provided. All Offerors may deviate as would allow for successful transmission of their offer to the VA,-under the terms of the RLP.
** Offerors are encouraged to combine any submission emails, as long as compliance with the 20 MB attachment limit is not exceeded in this effort.
