1. Please clarify what year version of the National Electrical Code must be followed for this project.

The National Electric Code year 2020 is the version that shall be followed.

2. Who is the Authority Having Jurisdiction (AHJ) over this property for code and permitting purposes?

For the purposes of this construction project the Department of Veterans Affairs site specific is the AHJ for code and permitting purposes.

3. What area can be used for a material and equipment laydown to include the storage of containers and vehicles?

The area located at the southwest end of the Chillicothe Paints baseball stadium parking lot where these can be located just off the parking lot. The VA and Contractor would need to agree to the amount of parking lot space that could be allotted.

4. Is a job trailer allowed? If so, where could it be located? What are the procedures to connect power to a job trailer?

A contractor-maintained job trailer can be placed in an area by engineering buildings, or at the location provided for the dumpster crane placement. VAMC Chillicothe cannot provide electric utilities to the location provided for the dumpster and crane. If there is usable readily available access to electric at the engineering building’s location, electric can be provided at no cost to the A with Electric Shop supervisors’ approval of tie-in/hook-up.

5. Will spoils be allowed to be disposed of onsite?

Spoils will not be permitted to be disposed of on site.

6. What location will be able to be used for: dumpster location and crane location to move materials?

There is an area at the southwest end of the Chillicothe Paints baseball stadium parking lot were these can be located just off the parking lot.

7. Could the asphalt transition between the existing asphalt road and the new exterior concrete generator pad be concrete, if feasible?

Changing this transition to concrete is acceptable.

8. Contractor requests to extend the bid due date to September 9, 2022, due to the current lead times on equipment pricing.

Bid opening date/time shall remain unchanged. Contractors are to submit bids by the date/time indicated in the solicitation.

Project Title: Increase Back-Up Electrical Generation and Site Distribution Capacity

Synopsis: For project 538-18-102, Increase Back-Up Electrical Generation and Site Distribution

Capacity at VAMC Chillicothe, Ohio the contractor shall completely prepare the site for building operations, including demolition and removal of existing items, and furnish labor, materials and equipment necessary to complete all new construction which includes, but is not limited to, architectural, mechanical, electrical, and plumbing as shown on drawings and specifications. The work shall include infection control and dust prevention measures as well as noise and vibration from construction reduction measures. The work will include phasing to accommodate the Medical Centers on-going operations. Multiple outages that must be pre-coordinated with the medical center will be required.

BID ITEM I, BASE BID: Work includes general construction, alterations, roads, walks, grading, drainage, necessary removal of existing structures, a new medium voltage generator, replacement of automatic transfer switches, panelboards and pad-mount transformers, new

HVAC systems and replacement low-voltage emergency generators, and certain other items.

Period of performance is 540 calendar days.

BID ITEM II, DEDUCT ALTERNATE 1: Work includes all labor, material, equipment and supervision to perform the required construction work on this project in BID ITEM I except delete NEW 225A

480V bypass automatic transfer switch in Building 7 and relocate Government furnished 400A bypass ATS instead. ATS is located in conex near electric shop. Contractor will not be responsible for warranty of Government furnished ATS. Period of performance is 510 calendar days.

BID ITEM III, DEDUCT ALTERNATE 2: Work includes all labor, material, equipment and supervision to perform the required construction work on this project in BID ITEM II except all work associated with replacement of PMT-3 and Building 23 panel replacement. New bollards shall be provided around existing Building 23 panel. Period of performance is 480 calendar days.

BID ITEM IV, DEDUCT ALTERNATE 3: Work includes all labor, material, equipment and supervision to perform the required construction work on this project in BID ITEM III except all work associated with addition of HVAC system in Building 218. Period of performance is 480 calendar days.

This Addendum supplements and amends the original Drawings and Specifications for the above referenced project. This Addendum shall be forwarded to all Prime Bidders and all appropriate building code authorities. This Addendum shall be taken into account in the preparation of bids and shall become a part of the Contract

Documents.

Receipt of this Addendum must be acknowledged on the Form of Proposal.

2. For the ASCO paralleling switchgear in Building 218, provide a new

15” HMI, installation, verify system operation with existing hardware/software, update HMI hardware and software as necessary, verify communications and mapping is correct and provide owner training on the new HMI. This work shall be performed by Buckeye Power Sales and be included in the base bid.
