About this file
This asbestos survey report documents the results of an inspection conducted at the Ann Arbor VA Medical Center to identify asbestos-containing materials in areas designated for renovation. The survey identified several homogeneous sampling areas containing asbestos, including transite paneling and boards, brown fiber boards, floor tiles and mastic. No new suspect materials were found in Building 8. Analytical testing showed that samples collected from three materials in Building 28, including floor tiles, mastic and spray-on insulation, did not contain asbestos. The report provides the location and estimated quantities of previously identified asbestos-containing materials and concludes with limitations of the survey.
This pre-solicitation notice announces the Department of Veterans Affairs' intent to issue an invitation for bids for a project to renovate the acute inpatient and outpatient mental health units at the Ann Arbor VA Medical Center. The project scope includes demolition, installation and commissioning to provide a complete and usable mental health unit. The estimated cost range is $5-10 million. The contract type will be firm fixed price with award planned within 120 days of bid opening. The solicitation is designated as 100% set-aside for verified service-disabled veteran-owned small businesses. The solicitation will be issued on or around May 30, 2022 and available through SAM.gov. Questions should be directed to the specified contracting officer by email only.

EXECUTIVE SUMMARY
TTL Associates, Inc. (TTL) conducted a NESHAP Asbestos survey to assess the existing materials in selected areas of the 8th floor in Building 1 and 1st floor of Building 28 in the Ann Arbor VA Medical Center located in Ann Arbor, Michigan. The purpose of the survey was to identify asbestos-containing materials (ACM) in renovation areas of the Ann Arbor VA Medical Center identified by RDC. The survey was conducted on January 14, 2020, by Mr. Harjot Singh of TTL.
TTL’s scope of work included the following:
• Surveying the renovation area for suspect ACM.
• Collection of suspect ACM bulk samples for analysis by Polarized Light Microscopy (PLM) to determine asbestos content.
Asbestos Survey
TTL used the previous ACM data report provided by RDC and the Ann Arbor VAMC to assess if previously identified ACM was present in the renovation areas. Any suspect materials that were not identified and sampled in the previous data report were identified, quantified and samples were collected.
A total of 11 samples were collected and 13 sample layers were analyzed from three suspect materials from Building 28. None of the sampled materials were found to be asbestos-containing based upon laboratory analysis. No new suspect materials were identified in Building 8.

1.0 INTRODUCTION
TTL Associates, Inc. (TTL) conducted a NESHAP Asbestos Survey to assess the existing materials in selected areas of the 8th floor in Building 1 and 1st floor of Building 28 on January 14, 2020 in the Ann Arbor VA Medical Center located in Ann Arbor, Michigan.
1.1 Project Purpose and Objectives
TTL conducted the survey in the areas designated for renovation on the 8th floor in Building 1 and on the 1st floor in Building 28 to determine the presence of asbestos-containing materials (ACM) which may require removal prior to renovation activities.
1.2 Personnel
The non-destructive asbestos survey was conducted by Mr. Harjot Singh. Mr. Singh is certified by the State of Michigan Department of Licensing and Regulatory Affairs (LARA) as an asbestos inspector. A copy of his certification is located in Appendix A.
TTL Project No. 1860101 Page 2
2.0 ASBESTOS SURVEY
This section documents the methodology and results of the asbestos survey.
2.1 Homogenous Areas
Each accessible area within the renovation area of the Ann Arbor VA Medical Center was surveyed, which included the identification of suspect materials and the definition of homogeneous sampling areas (HSA), assessment of the condition of each material, estimation of the approximate quantity of the suspect ACM, and collection and analysis of representative bulk samples from each identified HSA. An HSA is defined as a material that exhibits similar physical characteristics (e.g., texture, surface color, and appearance) and was applied or installed during the same construction period (if known) as determined by TTL’s inspector utilizing professional judgment, experience, and historical building information.
2.2 Sampling and Analysis Methods
TTL provided a State of Michigan Department of Licensing and Regulatory Affairs (LARA) asbestos inspector to conduct an inspection of the renovation area.
The samples were collected using a coring device or other means, as appropriate, to collect a cross-section of the suspect material. The samples were placed into clean and unused sealable bags marked with a unique sample identification number. The samples of suspect ACM were analyzed by polarized light microscopy (PLM) using U.S. EPA Method 600/R-93/116 by an independent asbestos laboratory. The laboratory is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) which is administered by the National Institute of Standards and Technology (NIST).
2.3 Survey Analytical Results
A total of 11 samples were collected and 13 sample layers were analyzed from three suspect materials from Building 28. None of the sampled materials were found to be asbestos-containing based upon laboratory analysis. No new suspect materials were identified in Building 8.
Refer to the Asbestos Survey Summary Table in Appendix B for a listing of the materials identified and the analytical results. The laboratory analytical report is located in Appendix C. The sampling location map is included in Appendix D.

3.0 CONCLUSIONS AND RECOMMENDATIONS
This section summarizes the results of the asbestos survey and provides conclusions and recommendations.
3.1 Asbestos Survey
The U.S. EPA defines regulated asbestos-containing material (RACM) as: (a) Friable asbestos material, (b) Category I non-friable ACM that has become friable, (c) Category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or (d) Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations. The following materials were identified or assumed as ACM as defined by the U.S. EPA:
• Approximately 144 square feet (s.f.) of Transite panel/board material (HSA 237)*
• Approximately 144 s.f. of Brown fibrous board material (HSA 238)*
• Approximately 4 s.f. White sink undercoating (HSA 242)*
• Approximately 37 s.f. of 1’x1’ Olive with brown and white flecks floor tile(HSA 181)*
• Approximately 37 s.f. of Mastic associated with HSA #182 (HSA 182)*
• Approximately 129 s.f. of 1’x1’ Olive with green and white streaks floor tile(HSA 184)*
• Approximately 129 s.f. of Mastic associated with HSA #184 (HSA 185)*
*materials identified to be ACM during previous survey.
3.2 Limitations
TTL has made reasonable efforts to identify and quantify suspect ACM based upon the standard of care in the environmental industry existing at the time of the survey. This survey only summarizes the potential presence and estimated quantities of visually observed ACM within the designated areas.
Additional material disturbed during renovation or demolition activities should be evaluated on a case-by-case basis, especially materials that were previously hidden, obscured or inaccessible, to determine if the material is included in this survey. If a given material is not described in this survey or cannot be identified as a non-suspect material, the material should be assumed to contain asbestos and renovation and/or demolition activities should be halted until sampling and analysis can be accomplished. Parties conducting renovation and/or demolition activities should follow all applicable federal, state, and local regulations in handling identified and suspect ACM.
The information contained in the report was based upon specific parameters and regulations in force at the time of the survey. The information herein is only for the specific use of RDC and TTL, unless written authorization is obtained from TTL. TTL accepts no responsibility for the use, interpretation, or reliance by other parties on the information contained herein, nor does this report represent an instrument of regulatory compliance or an asbestos abatement specification.
Veronica Winkeljohn Did we verify these materials still exist and the quantities are correct?
Harry Singh Yes, these were checked and quantities verified.
