QUESTIONS AND ANSWERS (RFIs)

QUESTIONS AND ANSWERS

1. RFI #1 Question: Base bid states “Installation of (38) Level 2 car charging stations and (1) fast car charging station at each location as indicated on the drawings. The drawings show (11) 26.01 Level 2 car charging stations at the Cincy VA, (8) Level 2 car charging stations on Ft. Thomas VA, and )1_ 26.02 fast car charging station on the Ft. Thomas VA for a total of 21. Please confirm quantities and which is correct.

Answer: Electrical drawings indicate either a single or dual charger stations. Provide L2 chargers with 38 car plug locations as indicated on the drawings.

· 10 stations at CVAMC Building 1

· 3 stations at CVAMC Building 3

· 9 stations at CVAMC parking garage B01

· 16 stations at Fort Thomas

· One fast charging station at Ft Thomas VA

2. RFI #2 Question: Reference Drawing E101

Note 1: “New Dual Level 2 Charger” Can we get a make and specific model that we should include in our price?

Note 2: “New Single Level 2 Charger” Can we get a make and specific model that we should include in our price?

Answer: Car charging stations are not sole sourced. Refer to project specifications for characteristics.

Note 10: “Remove Existing Level 2 Charger” What are we to do with the existing charging stations after they have been removed?

Answer: Turn over existing charging stations to VA Note 12: “Exposed conduit shall be run in IMC” While onsite we seen many different types of Conduit, such as GRC, EMT and PVC. Can any of these be used inside or outside for exposed conduit in place of IMC?

Answer: GRC or IMC shall be used within the garage. EMT and PVC are not permitted.

3. RFI #3 Question: Reference Specification 26 27 29

(PG. 166) 1.3 Certified Installers A. Installers must be certified by EVSE manufacturer or a recognized certified training agency. (Is all manufacture’s or training agency’s training accepted? Does the Contractor and employee both need a certification, and can the certification be from different manufacture’s or training agency’s?)

Answer: Certification from manufacturers meeting the specifications is acceptable. Contracting agency certification only is acceptable as employees will be operating under the contracting agency responsibility (PG. 167) 1.7 Quality Control D. 1. Submit documentation certifying that pertinent personnel are qualified for EVSE installation. The documentation must include installation experience on two projects of comparable size and scope of work. (What kind of documentation are you requesting?)

Answer: Documentation of qualification per 1.3 above. Documentation of prior experience shall be completed projects including (2) projects with DC fast charger(s) and (2) projects with a minimum of (8) L2 charging stations.

4. RFI #4 Question: Reference Drawing E102

How do we go about saw cutting and excavating to cross the road from Building 64 to the pull box area? Will we be required to install a road plate to get this road reopened or will we have time to get that excavated and raceways across the road before backfilling?

As an alternative plan would it be acceptable to bore under this road and excavate on each end?

Answer: Directional boring would be acceptable as well. If saw cutting is done, roadway plates are required.

Will there be a waste dumpster or something to dispose of the cut-up asphalt or do we need to provide one?

Answer: Contractor to provide all dumpsters needed for project.

5. RFI #5 Question: Reference Drawings E102

Note 2: Shows 3-500 KCMIL, 1-#3 GRD in a 4-inch conduit. This note is for the Line side of the transformer and should be revised on the drawing as its own note.

Answer: Note 2 sheet E201 serving panel GP6 shall be changed to 2A. 2A shall read "4-500kcmil, 1-#3 grd. in 4" c.”

Note 2: Again 3-500 KCMIL, 1-#3 GRD in a 4-inch conduit. This Note is missing an additional 500 KCMIL conductor. The physical location of L2A panel is at a distance where what is shown in NOTE 2 will not be code compliant?

Answer: Note 2 serving panel L2A shall be changed to 2B. 2B shall read "2 sets of 4-400kcmil, 1-#2/0 grd. in 4" c.”

Note 7: Shows 4-3/0, 1-#4 GRD in a 2-inch conduit. The physical location of the PANEL DC FAST is at a distance where what is shown in NOTE 2 will not be code compliant?

Looking at E4 location on Drawing E201. Where does this 200A disconnect need to be located? At or near the PANEL DC FAST or in the Switching room where the Transformer will be located?

Answer: DC fast charger calculations show under 2% expected voltage drop at 400' at a design load of 120A and a service voltage of 480V-3PH. L2A voltage drop calculations with revised feeder above showed under 3% voltage drop at a max connected load of 311A at a service voltage of 208V-3PH to panel (total voltage drop from service to chargers less than 5%).

200A breaker in Nema 1 enclosure shown on the single line after the 112.5KVA transformer on Ft Thomas single line diagram is secondary-side disconnect and OCP adjacent to transformer. Refer to sheet E1-2 Note 3.

6. RFI #6 Questions: Reference Word Document 36C5021B0013 page 14-15

Answer: There will not be another site visit scheduled for this effort at this time.

8. RFI #8 Questions: Reference 36 C 25021B0013

"We see that the SOW states 'The project will install thirty-eight level 2 car changing stations and one fast car charging station at each location with associated electrical connections in electrical closets, in multiple locations at the Cincinnati and Fort Thomas campuses.'

We are seeing some discrepancies in the drawings compared to the SOW regarding quantities of station.

Can you verify a few items:

1. How many Level 2 stations are planned to be installed?

Answer: 38 Level 2 chargers (refer to addendum for location).

2. Are these Level 2 stations all dual port stations? Or are some single ports?

Answer: This is total number of chargers. Some are single on pedestal, some are 2 chargers per pedestal.

3. How many level 2 stations are wall/surface mounted? And how many are pedestal mounted?

Answer: Refer to plan notes on drawing for locations to determine quantities.

4. We see that one DC Fast Charger was deleted, but one is still required, correct?"

Answer: One DC fast charger to be located at the Ft Thomas location.
