Questions Response In the boiler specification 23 52 39 indicates the gas pressure supplied to the boiler is 11 psig. In the boilers schedule calls out that is is 5 psig. Please confirm the gas pressure being supplied at the boiler. Confirmed that the gas pressure supplied to the boilers is 11 psig.
If alternate 1 and 2 are taken, are the existing boilers remaining to get new controls installed on them to integrate them into the new master control? Or are their existing controls receive a 4‐20 mA signal for modulation control and be integrated as best as they can?
Per page M703 the new master control panel will send a analog signal for modulation of the existing boilers that would remain under acceptance of Bid Item 2 or acceptance of B Item 3.
Is draft control required and to be included with each new boiler?
Yes, boiler outlet draft control is required for each new boiler. Refer to 23 51 00 section 2.2A; 23 09 11 section 2.1K5; steam control schematic on sheet M702; note 25 on sheet M604.
Is opacity monitoring required and to be included with each new boiler? Yes opacity monitoring is to be included with each new boiler, as requested by the VA.
Is the new boiler master control to be used to control the existing fuel oil transfer pumps? Existing controls are to remain. Master panel is only monitoring fuel oil pump status and common alarm, refer to sheet M702.
One drawing of the boiler indicate that the control panel is mounted on the left side of the boilers. All other drawings of the boiler reflect it being on the right side of the boilers. Please confirm that the panel is to be mounted on the right side of the boiler. Unit control panel shall be unit mounted all on the same side of the boiler, right side.
Please clarify what is meant by "OHSA‐approved railing alongside top of Boiler." Section 23 52 39, paragraph 1.2F7c. Is that referring to a standard railing along the outside of the platform, or an additional railing (in lieu of the standard chains) for access to the header and safety valves?
A platform is required above each boiler to provide access to valves and manways which are located on top of the boiler. A platform is required for access to economizer valves and service panels. Refer to boiler access platform detail 4 on sheet M502. The design of ladders and platforms shall conform to OSHA requirements.
8 Can a site visit list please be provided? Will be posted Spec 01 35 26 ‐ 1.7.C ‐ Specifications state that the SSHO cannot also be the designated Superintendent or Quality Control Manager. Please confirm if this can be revised to allow an appropriately qualified Superintendent to also serve as and perform the duties outlined for the SSHO? No ‐ spec is written per VA expectation and guidance. (VA to revise/adjust response). This is common.
Spec Section 01 45 00 ‐ Quality Control ‐ Can the Government confirm whether or not the Contractor is required to provide a dedicated Quality Control Manager (or CSC System Manager), or can the Superintendent and/or SSHO "dual hat" and perform the responsibilities outlined for the QCM/CSC System Manager? Provide per written spec. This requirement is per VA expectation and guidance. (VA to revise/adjust response). "Dual hat" is common.
How deep are existing coal shafts that are called out to be infilled? These are large (12'x2'‐6" and 2'‐6"x6')[Shown in plan on sheet 11, SF401}. Shafts are approx. 6.5' deep. Cross section of pit is approx. 30 sf. (to be multiplied by longer length dimension)
Have any of these boilers been rebuilt or re‐cased since 1976? No, we have no record of a boiler re‐build or re‐casing since 1976.
What shoring, if any, is required when the longspan steel beam gets demolished during phased operations? Existing conduit will require support if not already removed at time of beam demo.
Please confirm that the drawings listing "existing units" are not going to be replaced. The specs make it sound like the CRU and DA and FW need replaced, and they are only keeping the pumps. The drawings say we're only replacing the major operating components, water level controllers, Gems Suresites, and controls. Only the major operating components/controls are being replaced as noted on the drawings.
Please confirm the contract does not require a dedicated CQC‐Systems Manager and SSHO and the Project Superintendent can fulfill these roles. Provide per written spec. This requirement is per VA expectation and guidance. (VA to revise/adjust response). "Dual hat" is common.
Please confirm opacity monitors as outlined in 230911 are required. Yes opacity monitoring is to be included with each new boiler, as requested by the VA.
Please confirm all training shall be videotaped as outlined in SECTION 019100. Provide per written spec. This requirement is per VA expectation and guidance. (VA to revise/adjust response). This is common.
Is Photographic Documentation (indexing and navigation system) as outlined in SECTION 010000 required? Provide per written spec. This requirement is per VA expectation and guidance. (VA to revise/adjust response). This is common.
Please confirm delegated design/calculations for the hanger system as outlined in 232111 is required. Yes, delegated design for pipe supports and pipe stress analysis is required as outlined in 232111.
