Questions Received from Vendors on 2.24.20

1. This answer is to provide confirmation to question 5i from amendment A00006 regarding a locked medication room. The answer provided on February 26, 2020 under Amendment A00006 stated:

5i. The only space requirement for medication seems to be the “Alcove, Medication” on page 4. Is there a separate requirement for a locked medication room? If so, what is the square footage required for this room? We are working on verifying this to see if this alcove is planned to be the locked Medication Room or if there is supposed to be a separate locked medication room. An updated answer will be posted via a separate amendment. To clarify for now: At minimum, there has to be a locked medication room and per the PACT Space Module Design Guide it requires a sink, fridge, counter, etc. (please see the Design Guide for all specifics). the alcove appears to be for pyxis or Omnicell; but Goshen isn’t going to have a automated medication system. With that, Amy is going to verify if we need a separate locked med room or if the alcove is sufficient.

The verified/confirmed answer to this question is provided under this amendment (A00008) and the previous answer provided under Amendment A00006 is rescinded: It has been verified that this solicitation does not require an Alcove (RM Code RCA06) and does require a 100 sq. ft. Locked Medication Room. The locked medication room shall meet the specifications of the PACT Space Module Design Guide. Just to reiterate, there is no requirement for an automated prescription dispensary such as a Pyxis or Omnicell. The Revised PACT Model provided under amendment A00004 on February 13, 2020 amended to remove the Alcove area (RM Code RCA06) under Functional Area: 2- Patient Aligned Care Team (PACT) Clinic 1 from the PWS paragraph 4.9.1 PACT Model Table and to add a Locked Medication Room (RM Code PHOD4) to Functional Area: 16- Pharmacy Service. For consistency purposes, the PACT Model table provided under Amendment A00004 is rescinded in its entirety and replaced with the attached PACT Model Table dated February 28, 2020.

2. In general, what is the design and functional intent behind providing back-up power? Are we providing power to continue the day-to-day operation of the clinic or power to back up critical power circuits? It has been confirmed that a generator is not a requirement for this clinic. However, the contractor will be required to provide a backup system (i.e. battery backup) for medication refrigerator(s) in the event of a power outage, as well as a contingency plan to store the medications if the power outage continues beyond the capability of the backup system (i.e. a storage cooler to maintain the necessary of the medications. Please see the attached newly published VHA Notice titled “VHA Notice 2020-02, Storage of Vaccines and Medications in Pharmaceutical Grade Purpose-built Refrigerators and Freezers” for more information.

3. What is the total number of hours the CBOC will need to sustain back-up power? N/A see answer to #2 above.

4. Will the government be responsible for determining what circuits are critical power? N/A see answer to #2 above.

5. Will the government require an emergency power plan and will this need to be resubmitted annually? N/A see answer to #2 above.

6. Is there a fuel provision contract set by the government? N/A see answer to #2 above.

7. Will the government want an auto transfer switch or manual? This will need to be run through an ATS. There is significant safety risk with a manual cut over. N/A see answer to #2 above.

8. Will we need to provide an enclosure and bollards to protect the generator? N/A see answer to #2 above.

9. Can the generator be skid mounted or will it need to be pad mounted? N/A see answer to #2 above.

10. Will the generator need to provide power to the roof top cooling? Or will spot coolers be considered adequate for temporary cooling? N/A see answer to #2 above.

11. In the answers to questions 28 and 29 of Amendment A0003 the VA states that the PACT model is a new requirement for the CBOC (answer to question 28) and that all proposed locations must meet the on-stage/off-stage design with PACT Zone (answer to question 29). How will the VA verify that the incumbent will be in compliant with this requirement if the incumbent proposes the current facility in their proposal? See answer to question 3 of Amendment A00006.

12. In your answer to Question 3A you state that any potential site in Kosciusko Co must be within US Congressional District 2. Did you know that the city of Warsaw is almost entirely in US Congressional District 3? Thus based on this answer, it would eliminate Warsaw from being a qualified location for a CBOC site. Is this the VA’s intent? Kosciusko County exists in both the 2nd and 3rd Congressional districts. Half of Warsaw exists in the 2nd Congressional District and the other half exists in the 3rd Congressional district. The following twelve townships are in the 2nd Congressional District: Clay, Etna, Franklin, Harrison, Jefferson, Lake, Plain, Prairie, Scott, Seward, Turkey Creek, and Van Buren. Offerors’ potential CBOC location must be located in the Congressional District 2 area.

13. A request to extend the solicitation due date has been received. Solicitation is extended to March 31, 2020. Question & Answer period for this amendment is open from February 28, 2020 through March 6, 2020.
