REQUEST FOR INFORMATION (RFI)

TO: Contracting Specialist

RFI NO.: DATE: 12/11/18 REFERENCE:

REPLY NEEDED BY:

INFORMATION NEEDED:

1. Per the performance spec for the roofing manufacture it is calling out for Biomass Adhesive which Tremco is the only known Roofing Manufacture approved through the USDA. But per the RFI Attached with Addendum 1 it was stated that Tremco is not a sole source. Can you please give clarification on this as I’m unaware of other Roofing Manufacturers that meet the performance spec?

2. Also talking with Roofing Contractors who have been on the roof it was stated the existing roof is a PIB roofing Membrane which is only sold by Tremco and Republic Powdered Metals which is a Division of Tremco. But the attached RFI in Addendum 1 states the existing roof is not a Tremco roof. Is it certain that the existing roof is not a Tremco roof?

3. REFER TO Spec section 01 00 00 – 06 , D. SCAFFOLDING, LIFTS, AND MATERIAL DELIVERY

ACCESS.

Calls out “contractor shall retain an engineer licensed in the state of Ohio to assess the existing roof structure and design all supports, bracing, reinforcing, and other related requirements for the protection of the roof surface and structural integrity of the building. The VA will make drawings available for the engineer’s use.”

Is this spec required for this project?

REPLY:

1. Adhesive shall be no odor or low odor as indicated in project specifications. Any manufacturer meeting the performance specifications should be acceptable. It is not the intent to limit adhesive to one manufacturer.

References to USDA BIOPreferred shall be deleted from the project specifications.

2. The manufacturer of the existing roof membrane is unknown. Drawings indicate the existing roof to be a polyisobutylene (PIB) single ply membrane. See also attached photographs of core cuts taken during design (ATTACHMENT – Existing Conditions Photographs).

3. The question refers to the 2nd half of the sentence in specification 01 00 00.1.6.D. The first half of the sentence states: “Should the contractor choose to utilize the existing roof as an access path for material delivery and debris removal,…” When loads exceed the limits established in General Note 15 on Drawing A0.0, then in that case, it is the general contractor’s responsibility to utilize the services of a professional engineer and to submit for review, stamped drawings and calculations which indicate that the contractor’s proposed alternatives do not exceed the capacities of the existing roof structure. If loading does not exceed limits established in General Note 15, then no additional structural analysis will be required. This specification shall remain as part of the project.
