About this file

This is an Amendment (A00002) to a Request for Lease Proposal (RLP) issued by the Department of Veterans Affairs Regional Procurement Office - West. The amendment is effective February 11, 2026, and addresses six questions received from offerors regarding the lease solicitation 36C24W26R0010.

The amendment clarifies key submission requirements: Google Maps or comparable mapping service printouts are acceptable for documenting proximity compliance to referenced facilities; executed options to purchase or ground leases accompanied by owner confirmation of validity satisfy site control requirements at time of offer; the Government determines substantial completion for build-to-suit deliveries based on space usability for intended operations, with punch lists provided post-award; the offer due date of February 20, 2026, will not be extended beyond the typical 20-30 day RLP posting period; the required square footage/ABOA range stated in RLP section L100 is fixed and non-negotiable, with offers outside this range deemed technically unacceptable; and while first-floor space is preferred, upper-floor space may be acceptable if it fully complies with RLP layout, accessibility, and operational requirements, including ABA/ADA standards, without creating operational inefficiencies or hardship. All other terms and conditions of the RLP remain unchanged.

1. Location documentation – For proximity-based requirements (e.g., distance to emergency medical facilities), is a Google Maps or similar distance printout with scale acceptable documentation, or is a different format preferred? Yes. A Google Maps or comparable mapping service printout clearly identifying the property location, the referenced facility, the measured route, and the distance with scale is acceptable for initial offer submission. The documentation must demonstrate compliance with the RLP’s stated proximity requirement.

2. Site control at time of offer - For an initial submission, will an executed option to purchase or executed ground lease, accompanied by an owner statement confirming it is in full force and effect, satisfy the RLP requirement for a “written agreement to acquire an interest”? Yes. An executed option to purchase or executed ground lease, accompanied by written confirmation from the fee owner that the agreement is valid and in full force and effect, is acceptable evidence of site control at the time of offer.GSAR 552.270-1

. 3. Acceptance and rent commencement - For build-to-suit deliveries, can you confirm how the Government defines “substantial completion” for acceptance and rent commencement, and whether phased or partial occupancy is acceptable once life safety and operational requirements are met?

The Government determines when he space is usable for intended operations. Also a punch list will be provided after award.

4.Can we have a 2-week extension for this initial offer due date, making the new due date March 6 at 4 PM ET. No. The solicitation was posted in December 2025, and offers are due February 20. This exceeds the typical RLP posting period of approximately 20–30 days. The Government has determined that sufficient time has been provided for offer preparation. Therefore, no extension will be granted.

5. Please advise if there is a specific RSF range the Government would be willing to evaluate. This information is stated in the RLP, the government has stated its requirement. No adjustments will be made to the RSF amount. The required square footage range is stated in the RLP and reflects the Government’s minimum and maximum space requirements. No adjustments will be made to the stated RSF/ABOA requirements.

Offers must fall within the specified range to be considered technically acceptable, in accordance with RLP L100 (Amount and Type of Space).

6.Does the space have to be on the first floor of a building? All offers must comply with the RLP’s layout, accessibility, and operational requirements.

Space may not be split between floors unless expressly permitted. The space must meet ABA/ADA standards and avoid operational inefficiencies or hardship for patients and staff.

While first-floor space is preferred, the Government may consider upper-floor space if it fully meets RLP requirements and provides adequate accessibility, circulation, security, and convenience.

Except as provided herein, all terms and conditions of the RLP, remains unchanged and in full force and effect
