About this file
This is an Amendment to a Solicitation (Amendment 0002) for wall-mounted window shades and installation services at the VA Medical Center in Boise, Idaho. The solicitation number is 36C24W26Q0250, with a response deadline of September 3, 2026 at 9:00 AM Central Time. The contracting office is the Department of Veterans Affairs Regional Procurement Office West (RPOW) located in McClellan Park, California, with the primary point of contact being Contract Specialist Angela Kyte (Angela.Kyte@va.gov). The place of performance is the Boise VA Medical Center, Building 127, Mail Stop 138, 500 W. Fort Street, Boise, ID 83702. This is an SBA set-aside with Product Service Code 7230 and NAICS Code 337920.
The amendment provides clarifications and responses to 16 questions submitted by offerors regarding measurements, credentialing, motorized shade alternatives, and specific shade configurations. Key clarifications include: the VA will relocate conflicting cameras and shorten an existing curtain track prior to installation; field measurements may be performed by the awardee after award if necessary; no motorized shades will be accepted; oversized shades exceeding manufacturer recommendations may be split at mullions into separate units; contractors do not require full PIV credentialing, only temporary badges from the engineering office; and privacy window coverings for six interior windows have been added to the revised specifications. The amendment confirms that 39 window openings requiring shades were identified during a site visit on August 25, 2026, and VA preference is to cover multiple windowpanes with wider single shade units (typically 2-3 panes per shade) where conditions allow. The due date for offers remains September 3, 2026, with all other terms and conditions unchanged. Revised Statement of Work and exterior elevation drawings showing window locations are attached.

NOTICE FOR REQUEST FOR QUOTE AMENDMENT
SOLICITATION NUMBER: 36C24W26Q0250
AMENDMENT NUMBER: 0002
DATE: August 28, 2026
PROJECT NUMBER: N/A
PROJECT TITLE: Wall-mounted Window Shades and Installation
LOCATION: VA Medical Center, Boise, ID 83702
REASON FOR AMENDMENT: Measurements, Credentialing, Motorized Shades
AMENDMENT: 0002
Question: 1 – 149” Lower Shade: At the field-measured 149" width, a single clutch/chain-operated shade is not recommended due to the load on the operating hardware. Should this opening be split into two shades at the mullion, or should heavier-duty hardware be used for a single shade?
VA Response: VA would prefer a single shade with heavy duty hardware as long as the width is within the manufacturer’s supported range.
Question: 2 – 149: Upper Shade: A cordless/wand-operated shade is not considered a viable configuration. Should this opening be split into two shades at the mullion, or should an alternate configuration such as motorization be provided?
VA Response: See response to A1. If the width is outside of manufacturer’s supported range, VA would accept separate shades split at mullions.
Question: 3 – Oversized Window Shades: The same concern may apply to other oversized upper/lower shades. Please confirm whether shades exceeding the manufacturer's recommended single-unit width may be split at the mullions where necessary.
VA Response: See response to A1. If the width is outside of manufacturer’s supported range, VA would accept separate shades split at mullions.
Question: 4 – Camera Clearance: A camera located at the right corner of one opening conflicts with the required cassette clearance. Will the camera be relocated/adjusted prior to shade installation, or should this condition be included in the scope?
VA Response: VA will relocate this camera prior to shade installation.
Question: 5 – Lactation Room: An existing metal track conflicts with the shade cassette. Please confirm whether the track may be shortened to provide the required clearance and who will be responsible for that modification.
VA Response: VA will shorten the length of this curtain track prior to shade installation.
Question: 6 – Field Measurements: Based on the site walkthrough and field measurements, 39 window openings requiring shades were identified. Please confirm how these 39 openings should reconcile with the 63-shade quantity identified in the project documents, including any openings requiring separate upper and lower shades.
VA Response: The original quantities were incorrect and represented individual windowpanes and not shade quantities. The solicitation verbiage has been revised to reflect windowpanes. VA preference is to cover multiple windowpanes with wider single shade units (typically 2 or 3 panes per shade) as conditions allow.
Question: 7 – Window Identification: There appear to be inconsistencies between the window numbering/tagging in the schedule, elevation drawings AE201/AE202, and field conditions. Please confirm which reference should control for identifying the required shade locations.
VA Response: See revised drawings for clarification. Additional floor plans are included to show locations of dividing walls and mullions.
Question: 8 – Room/Area Names: There also appear to be differences in certain room/area names between the documents and the site walkthrough. Please confirm whether the openings identified during the walkthrough should be used as the controlling locations for field measurement and installation.
VA Response: See revised drawings for clarification. Additional floor plans are included to show locations of dividing walls and mullions.
Question: 9 – Credentialing: For personnel performing the on-site field measurement and subsequent short-duration installation work, will full PIV credentialing/background processing be required prior to access, or will temporary or escorted contractor access be available for this work?
VA Response: No PIV / credentialing will be required. Contractors will need to check in at the engineering office each morning to receive a temporary contractor badge.
Question: 10 – Baton-operated Shades: Would the Government be open to accepting motorized upper window shades as an alternative to the specified baton-operated shades?
The vendor’s comment: “We are recommending the motorized option because the baton-style mechanism has historically had a relatively high failure rate, particularly with repeated use. The motorized option would provide a more reliable and durable solution while still meeting the functional requirements for operating the upper shades from the ground.”
VA Response: No motorized shades will be accepted.
Question: 11 – On-Site Measurements: The SOW states that the vendor must perform on-site measurements for the windows requiring treatments. Are these field measurements required prior to quotation submission, or are they to be performed by the awardee after award and before fabrication/production?
VA Response: A site visit was conducted on 8/25/2026. Measurements may be performed by the awardee after award and before fabrication/production if they awardee deems it necessary.
Question: 12 – Lower Shade Quantities: The SOW lists Qty. 2 of the 87" x 60" shades under the Lower shade quantities; however, CLIN 0008 in the Price/Cost
Schedule identifies the 87" x 60" units as Upper shades. Please confirm whether these two units are intended to be Upper shades or Lower shades, including the applicable operating mechanism.
VA Response: The 60” height measurements only apply to the lower shades.
Question: 13 – Available Electrical Power: It was identified that electrical power is not available at the ceiling locations for the oversized upper shades; therefore, motorization does not appear to be a viable alternative.
VA Response: No motorized shades will be accepted.
Question: 14 – Separated Units: For the oversized upper shades that cannot be manufactured safely as a single cordless/wand-operated unit, would it be acceptable to split the shade into two separate cordless/wand-operated units at the mullion?
VA Response: Yes, this would be acceptable.
Question: 15 – Shade Alignment: If approved, may the upper shade divisions be aligned with the lower shade divisions as closely as possible to provide a uniform appearance?
VA Response: Yes.
Question: 16 – Privacy Window Coverings: The VA COR stated that privacy window coverings were needed for 6 interior windows, but we can’t find them listed in the solicitation. Can you please clarify if these are desired?
VA Response: Yes, see revised drawings and quantities.
THE DUE DATE FOR OFFERS REMAINS UNCHANGED September 03, 2026.
All other terms and conditions remain unchanged.
