About this file
This is Amendment 0003 to a Request for Quote (RFQ) solicitation for wall-mounted window shades and installation services at the VA Medical Center in Boise, Idaho.
The solicitation number is 36C24W26Q0250, issued by the Department of Veterans Affairs Regional Procurement Office West (RPOW). The amendment extends the offer due date from September 3, 2026 at 9:00 AM CDT to September 3, 2026 at 2:30 PM CDT. The amendment provides clarification on several key requirement details through a questions and answers format. The primary clarifications address: (1) availability of the updated Statement of Work, Cost Schedule, and Exterior Elevation Drawings; (2) confirmation that the VA anticipates receiving 39 individual wall-mounted window shades to cover 79 windowpanes, with multiple shades permitted side-by-side at existing mullions when necessary due to manufacturer width limitations; (3) confirmation that contractors may take final site measurements after award without changing contract price as long as work remains within scope and covers the same window locations; and (4) correction that Section 1.0 should reference covering 79 windowpanes rather than stating a fixed quantity of 63 shades. The requirement includes 33 exterior upper shades, 40 exterior lower shades, and 6 interior shades. All other terms and conditions of the solicitation remain unchanged.

NOTICE FOR REQUEST FOR QUOTE AMENDMENT
SOLICITATION NUMBER: 36C24W26Q0250
AMENDMENT NUMBER: 0003
DATE: September 01, 2026
PROJECT NUMBER: N/A
PROJECT TITLE: Wall-mounted Window Shades and Installation
LOCATION: VA Medical Center, Boise, ID 83702
REASON FOR AMENDMENT: Measurements, Credentialing, Motorized Shades
________ AMENDMENT: 0003
Question: 1 – Amendment 0002 states that an updated Statement of Work and Cost Schedule were attached. We located the Revised SOW, but we did not find a revised Cost Schedule. Please provide the correct Cost Schedule that offerors should use to prepare their pricing.
VA Response: The updated SOW, Cost Schedule and Exterior Elevation Drawings Showing Windows has been attached.
Question: 2 – The Revised SOW lists approximately 79 individual windowpanes.
However, the amendment states that one shade may cover multiple adjacent panes when possible. Should offerors decide how many shades are needed based on the drawings and the manufacturer's size limits, or will the Government provide the required number of shades?
VA Response: VA’s intent is to minimize the overall quantity of individual shades by covering multiple windowpanes with each shade. Based on the layout of windows in the new building, VA anticipates receiving 39 individual shades to cover the 79 stated windowpanes. Anticipated WWS groupings are clearly shown on the revised drawing elevations. If the openings are larger than manufacturer’s maximum supported width, it is acceptable to use multiple shades installed side by side – split at existing mullions – as long as the upper and lower shade layouts match.
Question: 3 – If a window opening is wider than the manufacturer's maximum supported width, may offerors use multiple shades installed side by side at the existing mullions without requesting an exception?
VA Response: Yes, it is acceptable to use multiple shades installed side by side – split at existing mullions – as long as the upper and lower shade layouts match.
Question: 4 – Please confirm that the Revised Statement of Work and Revised Exterior Elevation Drawings issued with Amendment 0002 replace the original SOW, drawings, dimensions, and quantities wherever the documents differ.
VA Response: See VA response to question 1.
Question: 5 – Please confirm whether the contractor may take final measurements at the site after award and use those measurements to manufacture the shades. Also, please confirm that these measurements will not change the contract price as long as the work remains within the same scope and covers the same window locations.
VA Response: Confirmed. Yes, the contractor may take final measurements at the site after award and use those measurements to manufacture the shades
Question: 6 – Also, please confirm that these measurements will not change the contract price as long as the work remains within the same scope and covers the same window locations.
VA Response: Confirmed. Yes, these measurements will not change the contract price as long as the work remains within the same scope and covers the same window locations.
Question: 7 – Section 1.0 states that the requirement is for 63 wall-mounted window shades. However, the detailed quantity breakdown in Section 2.1 totals 79 shades (33 exterior upper, 40 exterior lower, and 6 interior).
VA Response: The verbiage “sixty-three (63) Wall-mounted Window Shades (WWS)” stated in Section 1.0 is incorrect and should be revised to read “Wall-mounted Window Shades (WWS) to cover seventy-nine (79) windowpanes”. To clarify, the VA’s intent is to minimize the overall quantity of individual shades by covering multiple windowpanes with each shade. Based on the layout of windows in the new building, VA anticipates receiving 39 individual shades to cover the 79 stated windowpanes. Anticipated WWS groupings are clearly shown on the revised drawing elevations.
Question: 8 – Could you please confirm whether the correct total quantity for this requirement is 63 or 79?
VA Response: See VA responses to questions 2 and 6 as well as the revised SOW attached.
THE DUE DATE FOR OFFERS WILL BE CHANGED TO September 03, 2026 @
2:30PM CDT.
All other terms and conditions remain unchanged.
