AMENDMENT NO. 1 TO REQUEST FOR LEASE PROPOSAL NO. 36C24W25R0011

This document is an amendment to a Request for Lease Proposal issued by the Veterans Affairs (VA) for a Community Based Outpatient Clinic (CBOC) located in Idaho Falls, Idaho. The amendment, dated July 21, 2026, provides government responses to three questions submitted by prospective offerors regarding lease structure, broker commission calculation, and small business set-aside determination.

The VA clarifies that subleasing arrangements are not acceptable—the government requires a direct lease with the property owner rather than an intermediate lease arrangement. Regarding broker commission calculations, the VA directs offerors to Exhibit N for lease acquisition fee information and notes that detailed broker commission agreement terms are available upon written request. The VA has determined that a Service-Disabled Veteran-Owned Small Business (SDVOSB)/Veteran-Owned Small Business (VOSB) Rule-of-Two set-aside is not applicable to this acquisition, resulting in the RLP being categorized as Full and Open Competition. All offerors must acknowledge receipt of this amendment by initialing every page and signing the acknowledgement form, which must be submitted with their initial offer.

AMENDMENT NO. 1

REQUEST FOR LEASE PROPOSAL NO. 36C24W25R0011

July 21, 2026

Veterans Affairs (VA)

Community Based Outpatient Clinic (CBOC) Idaho Falls, ID

The Government provides the following responses to questions received regarding the Request for Lease

Proposals:

Question 1: Will the VA accept a sub-lease? Ie, we have identified an existing building that is for

Lease. The LL has agreed to lease it to us on a NNN and we would in turn, lease it to the VA on a full-service lease. Is that structure acceptable?

Answer: No, the VA will not accept a sublease.

Question 2: Do you have a formula (as detailed as possible) as to how the Broker commission is calculated? Also, if the VA later (after award) to the scope of the project, does your broker fee also increase or is it calculated on the initial Award amount?

Answer: Please refer to Exhibit N for information on the lease acquisition fee. The broker commission agreement can be provided upon written request.

Question 3: Would you please advise whether the VA has completed its SDVOSB/VOSB Rule-of-Two determination for this lease acquisition?

Answer: The VA determined that the requirements for a SDVOSB/VOSB Rule-of-Two set aside were not met. This RLP is categorized as Full and Open Competition.
