AMENDMENT NO. 2
REQUEST FOR LEASE PROPOSAL NO. 36C24W25R0011
July 23, 2026
Veterans Affairs (VA) Community Based Outpatient Clinic (CBOC)
Idaho Falls, ID
The Government provides the following responses to questions received regarding the Request for Lease Proposals:
Question 1: Section 1.02.C of the RLP requires 100 surface/outdoor parking spaces for the exclusive use of the Government. However, the required number of ADA-accessible parking spaces is not specified. Please confirm the number of ADA-accessible spaces desired by the VA or whether we should follow the applicable ADA requirements.
Answer: The 100 surface/outdoor parking spaces should include 8 handicap spaces and 2 van ADA compliant spaces to comply with VA needs.
Question 2: Please confirm whether the facility must accommodate a WB-62 design vehicle. Based on our experience with VA facilities of this size, a WB-62 has typically not been required, and the design vehicle has instead been revised to a box truck or similar vehicle.
Answer: A single unit truck will be sufficient at a SU-30 design vehicle.
Question 3: Our design team would not typically include a generator for a building of this size. The solicitation documents only state, “If a generator is provided, then…” Please confirm whether a generator is required by the VA. If so, please identify the systems and loads it must support, such as life-safety systems or other essential building functions.
Answer: A generator is not required.
Question 4: Will the VA provide a conceptual plan for this solicitation?
Answer: The VA design guide for PACT clinics provides several conceptuals and information on proper layout. https://vatilms.va.gov/vatilms/criteria-viewer/90112?type=application%2Fpdf&title=PACT%20(Patient%20Aligned%20Care%20Team)%2 0Space%20Module&name=dgPACT-2015-06.pdf
Question 5: Is socio-economic status an evaluation factor?
Answer: Please refer to the Request for Lease Proposal.
