AMENDMENT NO. 6

Department of Veterans Affairs (DVA)

Norman, OK – Community Based Outpatient Clinic (CBOC) VA Request for Lease Proposals

No. 36C24W24R0018

This is a two-part amendment.

Part I: Establish Deadline for Questions regarding this RLP.

The deadline for questions regarding this RLP has been established as Monday, June 10, 2024, at 1:00 p.m. Central Time.

Therefore, all questions regarding this RLP must be submitted by Monday, June 10, 2024, at 1:00 p. m. Central Time. Any questions submitted after Monday, June 10, 2024, at 1:00 p.m. Central Time will not be addressed.

Part II: Provide answers of clarification concerning RLP No. 36C24W24R0018.

Answers of clarification to the following questions concerning RLP No. 36C24W24R0018 are as follows:

Question 1: Please verify that TR room is 100 SF and not 170 SF as per the VA design guideline.

Answer 1: Unclear as to which room this question is referencing. Generally, exam rooms are 120 square feet, women’s health rooms are 140 square feet, and consultation rooms can be 100 square feet. The SEPS plan is only to be used as a tool to help with needed square feet very early on in the planning phase. Final square foot determinations will be made during design planning.

Question 2: Please provide the vending area size requirement and if it is part of the

ABOA otherwise, please confirm if the vending area is not required.

Answer 2: A vending area is not required.

Question 3: Has the VA completed an NFPA 99 Risk Assessment associated with the use of anesthesia gases on dental patients? Please provide results and indicate the anticipated Risk Category.

Answer 3: This facility will be using local anesthetic and no anesthesia gas.

Question 4: Please confirm the intent for the Mini splits required to serve the Dental Lab, Med Storage, and Clean Storage (ASR page 9-10). The main air handler would typically serve these spaces. Is the intent for redundant cooling?

Answer 4: Based on prior experiences the med rooms and labs equipment tend to generate excess heat. The VA has been successful with preventing temperature issues with the use of mini-split units for those locations. As for clean storage, items must meet a specific temperature and humidity to remain safe for patient use.

Question 5: Please confirm this project is planning on achieving EnergyStar Certification and not either LEED or Green Globes certification.

Answer 5: Confirmed.

Question 6: Regarding perimeter fencing, will we be required to follow the Physical

Security Manual design requirements including location, heigh, material, pedestrian gates, and vehicular gates?

Answer 6: No fencing will be required surrounding the building. However, traffic deterrence measures in front of the facility, such as bollards or big rocks to prevent automobiles crashing into the facility may be required. These security issues will be resolved during design planning.

Question 7: Regarding blast control, will we be required to follow the FSL Level II standards or the Physical Security Manual?

Answer 7: FSL Level II

All other requirements remain unchanged.
