About this file

This is a Request for Information (RFI) log and responses document for a federal contract opportunity managed by the Department of Veterans Affairs Veterans Health Administration (VISN 9) at the Nashville VAMC. The project (626-24-203) involves upgrading cooling towers and chillers at the facility, with a performance period of 548 calendar days. The RFI log contains 139 documented questions submitted by bidders between July 22, 2026, and July 25, 2026, with responses provided by the VA and design team through July 28, 2026 and August 9, 2026.

Key project requirements include: furnishing and installing two new Marley NC8409TAN2 cooling towers (CT-1 and CT-2) as a basis of design with no substitutions permitted; modifying existing Siemens Building Automation System graphics and databases to support new equipment; installing new condenser water pumps and associated piping; upsizing piping to existing chillers (which will remain in service); performing carbon fiber reinforced polymer (CFRP) structural reinforcement on an existing concrete slab; and completing full testing, adjusting, balancing (TAB) and commissioning of the entire condenser water system. The project requires sound levels not exceeding 84 dBA at 5 feet and 75 dBA at 50 feet; cooling tower basin elevation must match existing CT-3; and new towers must incorporate reverse-operation variable frequency drive (VFD) capability for both fan cells. Critical constraints include: completion of Fan Room #2 work by February 28 (hard calendar date with temporary 1,200-ton air-cooled chiller as backup if needed); all work impacting hospital operations must occur during nights and weekends; contractor bears responsibility for temporary measures costs, material staging (limited to one small CONEX and dumpster), equipment procurement, chemical treatment system installation, and all associated labor and equipment. The base bid includes removal of existing cooling tower CT-1 (if Alternate 1 is exercised as deductive), with Alternate 2 addressing condenser piping demolition in Fan Room 3 that may affect existing free-cooling heat exchanger functionality. Bid Alternates 1-3 are deductive in nature. The contractor must coordinate all work with the Contracting Officer's Representative (COR), obtain approval for utility shutdowns at least one week in advance (14 days for electrical shutdowns), and comply with special inspection requirements for CFRP installation including surface preparation testing and pull-off testing. Equipment warranties commence upon final acceptance, with the one-year warranty period including any seasonal testing required before project completion.

008The cooling tower design criteria specifies sound levels "shall not exceed dB(A) and dB(A)" at 5 ft and 55 ft respectively, with the values left blank. Please provide the required sound criteria so tower selection and any required attenuation can be properly designed and priced.84 dBA at 5ft and 75 dBA at 50ft per cooling tower manufacturer.7/22/268/6/26Wil Samson7/23/267/28/26Rebecca Sowma7/28/266
009Note 03.06 states the existing moment capacity of the slab in the hatched area is 7.3 K‑ft against a demand capacity of 13.4 K‑ft, and directs reinforcement with carbon fiber reinforced polymer (CFRP) prior to equipment pad/pump installation. No CFRP product specification section is referenced elsewhere in

the spec book. Please confirm (a) the applicable specification section governing CFRP material, design, and installation, and (b) whether a delegated design/PE stamped submittal is required for this reinforcement given the nearly 2x capacity

shortfall.Confirm BID SET REVISION 2 dated 5/27/26 is being reviewed. Existing moment capacity is listed as 3 kft and required is 5kft. Basis of design is also listed in comment 03.06 on S102. See Spec 03 30 53, particularly sections 1.4.D and 2.1.O. Information regarding the delegated design and required PE stamp is included in those sections.7/22/268/6/26Kate Spille7/23/267/26/26Rebecca Sowma7/28/266
010The sequence notes state that if new cooling tower/pump work in Fan Room #2 "cannot be completed by Feb 28," a temporary air-cooled chiller with generator shall be on standby to provide 1200 tons of cooling. (1) Please confirm whether the temporary chiller/generator rental, fuel, and standby costs are to be included in the Base Bid price or are reimbursable separately. (2) SincE the fixed calendar date ("Jan 1 – Feb 28") is not tied to the Notice to Proceed date, please clarify whether this window is a hard calendar-year constraint or should be read as relative to NTP/contract start.1) Any Temporary Measures costs are the responsibility of the contractor;
2) February 28th is a hard date. Once work is complete in Fan Room #2, temporary measures can be removed.7/22/268/6/26VA Response7/23/267/27/26
011Sequence Note D requires shutdown of existing AHU-50 to be scheduled only during weekend hours (5:00 PM Friday to 10:00 PM Sunday), coordinated with the COR. Given the 548-calendar-day period of performance, please confirm whether all condenser water piping tie-in and demolition work impacting Fan Room #2/chiller plant operation is similarly restricted to off-hours/weekends, and if so, whether a schedule of premium/off-hour labor is anticipated to be compensated as part of the contract price or handled as a separate line item.Per SOW, Section B, Paragraph 4, the contractor will be required to work nights and weekends to complete the work, in order to maintain the functionality of affected areas and to minimize disruptions to the Medical Centers operations. Before evening and weekend work begins, the project schedule shall be submitted by the contractor and approved by the VA COR one week before the work taking place.7/22/268/6/26VA Response7/23/267/27/26
012General note 7 on the cooling tower schedule sheet states "Overall cooling tower height shall be level with existing tower CT-3. Coordinate with structural", but no target elevation or dimension is given on the structural or mechanical drawings. Please provide the required top-of-tower elevation (or confirm the elevation of existing CT-3) so the new tower support steel and platform framing can be coordinated.STRUCTURAL PROVIDED MATCHING PLATFORM T/STEEL ELEVATIONS, BUT I SEE WHY THEY ARE CONFUSED... I THINK YOU NEED TO CLARIFY WHAT EXACTLY NEEDS TO MATCH ELEVATIONS (AN OUTLET INVERT, A BASIN INVERT, ETC). I DON'T THINK THE HEIGHT IS CRITICAL--FOR EXAPMPLE, IF THE EQUIPMENT IS MANUFACTURED WITH 1" SHORTER TRIM ON TOP, IS THIS A FAIL?
Per Note 1 on 2/S102, "IT IS CRITICAL FOR COOLING TOWER PERFORMANCE THAT THE BASE ELEVATION OF THIS TOWER MATCHES THE SOUTH TOWERS."7/22/268/6/26Wil Samson / Kate Spille7/23/267/26/26Rebecca Sowma7/28/266
013The cooling tower schedule lists Marley model NC8409TAN2 as the sole Basis of Design for CT-1 and CT-2 with no "or equal" qualifying language shown in the schedule itself, while Spec Section 23 65 00 requires CTI-certified towers meeting stated performance criteria. Please confirm whether substitution of an equivalent CTI-certified manufacturer/model meeting the performance and design criteria of Section 23 65 00 will be considered, or whether Marley is a sole-source requirement.The design is based on the Marley cooling tower and the system would likely not perform adequately if a different manufacturer were provided. Marley is a brand Name requirement, Contracting is going throught the JA review process and will posted when avaiable7/22/268/6/26VA Response Wil Samson added context7/23/267/27/26
014The BAS points list schedule (points CW-19 through CW-45) repeats the designation "COOLING TOWER (CT-2)" for what appear to be points intended for separate towers (e.g., basin water level, fan status, isolation valve status columns that should correspond to CT-1, CT-2, and existing CT-3 individually). Please issue a corrected/clarified points list schedule identifying which physical tower (CT-1, CT-2, or existing CT-3) each point number (CW-01 through CW- 45) is actually associated with.CW-19 through CW-45 refer to seperate functions for each piece of equipment. See latest mechanical set for more information.7/22/268/6/26Darren Gardener7/23/267/28/26Rebecca Sowma7/28/266
015The Base Bid statement of work states the project provides new cooling tower modules "to obtain an N+1 redundancy for the cooling system", while Bid Alternate 1 is described as "removing existing cooling tower #1 and associated pad/metal framing". The mechanical schedule labels the two new cooling towers as CT-1 and CT-2, the same designators used elsewhere for the existing towers being demolished (see Sequence of Construction, Step L: "shutdown existing cooling tower #1"). Please confirm/clarify the tower numbering convention (new vs. existing) is consistent across all disciplines, and confirm whether exercising
Deductive Alternate 1 (removal of existing CT-1) affects the scope, price, or N+1 redundancy basis of the Base Bid new tower installation.any reference to the existing cooling towers includes the word "existing". If "existing" is not included, the new towers are being referenced. This is consistent across all disciplines.7/22/268/6/26Wil Samson7/23/267/27/26Rebecca Sowma7/28/266
016Bid Alternate 2 is described as "demolition of existing condenser pipe from fan room 3 to entrance of chiller plant". The Free Cooling Heat Exchanger sequence of operations on M702 relies on an existing plate frame heat exchanger (PFHX) and associated condenser water piping routed through Fan Room #3. Please
confirm whether exercising Alternate 2 affects or eliminates the existing freecooling heat exchanger functionality described in the Sequence of Operations, and if so, whether the associated controls/sequence narrative on M702 needs to be revised accordingly.The condenser water piping routed through Fan Room #3 will be dicsonnected from the PFHX regardless if alternate 2 is exercised.7/22/268/6/26Darren Gardener7/23/267/28/26Rebecca Sowma7/28/266
