About this file

This is a specifications document for a federal construction contract to upgrade the cooling tower and chiller systems at the Nashville VA Medical Center in Tennessee. The project, numbered 626-24-203, involves installation of new cooling tower modules to provide sufficient cooling capacity for a new chiller plant with N+1 redundancy for the condenser water system. New condenser water lines will be routed through the building, new condenser water pumps will be installed, and structural platforms, pipe supports, and reinforcing of existing structures will be completed. The scope includes electrical system upgrades featuring a new Automatic Transfer Switch (ATS). The contract offers three deduct alternates: Alternate 1 omits demolition of existing pumps and piping in Fan Room 3; Alternate 2 additionally omits demolition of the existing cooling tower and associated structures on the roof; and Alternate 3 further omits demolition of piping in the subbasement and central core of the hospital.

The specifications encompass comprehensive requirements across 32 drawing sheets covering structural, mechanical, plumbing, electrical, and communications systems, with detailed sections addressing general requirements, project scheduling using Critical Path Method (CPM), submittal procedures, shop drawings, product data, samples, safety requirements, quality control, and warranty management. Key contractual requirements include maintaining 24/7 hospital operations during construction, developing a detailed work plan with phasing to minimize service interruptions, providing photographic documentation with digital indexing, maintaining as-built drawings, conducting system testing and commissioning, and delivering comprehensive operations and maintenance manuals with factory-trained instruction to VA personnel. The contractor must comply with strict security procedures, document control for sensitive information, and fulfill a one-year construction warranty period plus extended warranties for roofing, HVAC balancing, pumps, motors, transformers, and commissioned systems, with mandatory warranty inspections at 4 and 9 months post-acceptance.
