About this file

This document is a pre-site meeting presentation for a Department of Veterans Affairs Job Order Contracting (JOC) solicitation number 36C24926Q0235, held on July 28, 2026.

The solicitation is for an indefinite delivery/indefinite quantity (IDIQ) contract to enable contractors to complete multiple construction projects with a single competitively-awarded bid. The contract estimated maximum value is $10 million per trade, with annual spending caps of $2 million for Mechanical, $2 million for Electrical, and $2 million for General Contractor services. The contract term is one five-year ordering period (60 months total). Construction tasks are priced using Gordian's Construction Task Catalog® (CTC), a unit price book that includes labor, material, and equipment for location-specific work. Contractors submit coefficients (multipliers) applied to CTC tasks rather than individual line-item prices. Key deadlines are: questions due July 30, 2026 at 11 a.m. CST; answers to questions due August 3, 2026 at 5 p.m. CST; and bid submissions due August 6, 2026 at 11 a.m. CST. Award will be based on comparative analysis of coefficients submitted for Normal Working Hours, Other Than Normal Working Hours, and Non-Prepriced categories. Bids must be submitted via email to diane.ziegler@va.gov in PDF or Microsoft Word format (maximum 5 documents, 8 megabyte file size limit). The 1.95% JOC System License Fee applies to each job order and should be incorporated into overhead calculations. Successful JOC projects typically include repairs, replacements in-kind, renovations, maintenance, emergency work, alterations, and time-sensitive projects.

•The total estimated usage for all performance periods will then be added together to calculate the Total Evaluated Price for the entire contract term.

•Price proposals will be evaluated for reasonableness and completeness only.

• Contractors shall submit coefficients for each trade on which they are proposing. If Contractor is not proposing on a trade, the corresponding trade section shall be left blank.

One bid response

Transparent process

Project volume driven by performance
