36C24922B0014 Project Number - 621-21-115 Replace Building 204 Roof Phase 2

Question 1: Please advise if deck is structurally sloped?

Answer: Structure has a flat concrete deck.

Question 2: Please verify that staging is preferred along 2nd St for vacuum operation? Access locations, for ballast removal, demolition and loading roof material.

Answer: Correct. The preferred location will be from the 2nd St side of Building 204. However, as needed, for lower roof area A6, an alternate location near the ambulance bay may be necessary and may be coordinated with COR after award. Obstruction of roadways shall not critically impact access to services, therefore closures for demolition, deliveries and other construction activities shall be fully coordinated with COR in advance.

Question 3: Can lightning rods in Phase 1 area be re-used and included into the Phase 2 lightning recertification?

Answer: No. All existing roof lightening protection system components shall shall be removed and replaced new. Refer to specification section 26 41 00 Facility Lightening Protection for requirements. (not requiring hot asphalt application) Answer: Key statement in the specification section (07 22 22_3.4.A.1) “Install continuous vapor retarder on roof deck where indicated.” Drawing do not indicated requirement for continuous vapor retarder.

Question 6: Is there existing roof core information available?

Answer: No core information is available. However, see attached photographs taken during phase 1 completed in December 2021. See attached photos hereinafter. Existing roof is similar to new construction requirements. Approximately 5-6 inches of existing insulation, felt, ballast stone and concrete walking pavers.

Question 7: Can the contract time (currently 150 days) be extended from NTP, if applicable due to material availability at time of award?

Answer: Time impacts due to material lead times shall be addressed on a case-by-case basis utilizing a combination of phased NTPs for procurement and construction, suspension of portions of work, and delayed mobilization. Period of performance extension have been utilized when time impacts are no fault of the Government.

Question 8: “Offers providing less than 120 calendar days for Government acceptance after the date offers are due will not be considered or will be rejected.” Due to daily market/price volatility, can an escalation clause be added?

Answer: Existing system no longer meets certification criteria. System has been altered since December 2021.

Question 10: Can Contact information be provided for the Lightning Protection certifier?

Answer: We do not have a specific certifier. It is the responsibility of the contractor to engage the services of a qualified firm. Contractor shall refer to specification section 26 41 00 Facility Lightening Protection. Wherein it “specifies the furnishing and installation of a complete UL master labeled lightening protection system.” NFPA and UL applicable publications are referenced and other guidelines pertaining to lightening protection systems and component are also included.

Contractor parking shall be coordinated with COR, by advanced written request, in designated VA employee parking lots only by way of temporary parking passes. The contractor will be required to restore of existing conditions disturbed within and around the approved laydown/staging when construction is complete.

Question 13: Can a location and size location of crane area for hoisting be identified?

Answer: Refer to question 2 above. Same restriction and requirements are relevant to crane area for hoisting.

Question 14: Detail on x-4 states “provide snow guards along entire sloped roof area”. This same note is also on detail 2/X-5. This sloped portion appears to be outside of the hatched areas noted “existing roof to be replaced” on sheet x-1.

Can it be confirmed that snow guards are not part of this project?

Answer: No snow guards are required. No work is required on the sloped portions of adjacent roof types. Sheets X-4 through X-7 and details therein are provided for reference illustrating typical existing conditions. Utilize these details where applicable for installation of the new roof system. New roof system shall extend up the face of adjacent structures and appropriately flashed as shown.

Question 15: Details 2, 3 and 10 on sheet X-5 show truss framing, brick parapet walls gutters, etc.

Can it be confirmed that the purpose of these details is to help illustrate the construction components of the building and the only work for this project is the roof flashing that turns up to the metal counterflashing/termination bar?

Answer: Your interpretation of these typical details is correct. New insulated EPDM roofing system shall include all flashing and counterflashing/termination bars as may be necessary for a complete water tight installation. In addition, the stair well room indicated as area A3 has an existing gutter system on the west side of that roof and it will require replacement or reinstallation.

Question 16: Specification section 02 41 00 has descriptions of utilities demolition, but none is shown on the drawings or expected from the scope of work. Please confirm; is there any utility demolition on this project? If there is, please clarify.

Answer: There is not a requirement for utility demolitions per Specification section 02 41 00 Demolition except for as related to paragraph 1.4 Utility Services and existing lightening protection. Contractor is responsible for the disconnection and reconnection of Roof Top equipment where necessary to install proper penetration boots and or flashing. This may require the services of a qualified electrical/mechanical contractor.
