Upgrade Elevators Project # 626A4-18-203 Alvin C. York VAMC Murfreesboro, TN

1. This was found on Page A-101. The elevator appears to be deeper than it is wide, making it a service shaped car. The specifications call for a 3500# passenger shaped car (wider than it is deep). I am just trying to clarify what is required when bidding. The elevators must be hospital type depth to accommodate a stretcher. Patient elevators.

2. Does the VA have a preference or direction on how the floors will be opened up all at once or per floor after CMU partition walls are erected? The sequence should start at the first level and progress to the higher levels using typical means and methods of construction. The contractor shall propose their sequence and strategy to the VA for approval. Refer to sheets LS101-LS107 for ICRA barriers locations and requirements.

3. Will the site visit sign in sheet be released? Yes, included as one of the attachments.

4. Any Signage required for permanent rooms around new shafts? If so, any manufacturer desired? There is no signage required.

5. Is there a brand or manufacturer desired for bathroom specialties? Must meet specifications

6. Is this project sales tax exempt? Yes

7. Is there a phasing plan showing if the Elevators will be constructed and/or refurbished at the same time? No; there is no phasing plan showing the construction of the elevators in buildings 8, 9 and 10.

8. If one at a time, Will the GC be able to work on all floors at the same time or will one floor be done at a time then after that floor is handed over, then all trades move up to 2nd floor and there on? All floors are available. The work is to be completed between 8:00AM and 8:00PM according to Sheet Note “B”.

9. Will GC be able to use existing elevators for material and personnel usage? Please refer to sheet G-001, Site note no. 9, “ELEVATOR ACCESS IS PROHIBITED AS A CONSTRUCTION PATH. NO CONSTRUCTION MATERIALS, TOOLS OR WASTE WILL BE TRANSPORTED VIA ELEVATOR. PLEASE USE THE DESIGNATED CONSTRUCTION ACCESS POINTS.”

10. Is there a basis of design or approved manufacturers for the new elevators? Must comply with drawings and specifications.

11. Can the qualified superintendent double-hat the SSHO portion described in the Specification book? Yes

12. As a result of the effect of COVID-19 throughout the U.S., and the resulting Federal, State and local governments’ responses / requirements of safe distancing and potential advocations of working remotely and/or complete organization closures, please advise how the Government intends to address delays resulting there as it pertains to the current solicitation schedule for this and all future projects. The current pandemic information is evolving daily. A determination is made on every project award whether to proceed with work or to hold the notice to proceed (NTP) until further guidance is given. If construction begins and there is a need to delay the project due to environmental conditions, a modification will be issued to stop work until it is safe to begin back to work.

13. When is this project expected to start? Late 2020? After NTP is issued; tentatively September 2020 but subject to change.

14. Is there a phasing plan showing if the Elevators will be constructed and/or refurbished at the same time? Design intent to construct and renovate the elevators in Building 8, 9 and 10 at the same time.

15. Who is the Manufacturer on the existing elevator on Bldg. 10? Dover

16. Is there a basis of design or approved manufacturers for the new elevators? Must comply with drawings and specifications.

17. Can the qualified superintendent double-hat the SSHO portion described in the Specification book? Yes

Specification Section 14.21.00 – Traction Elevators

· Per section 1.1 / 1.13 (C) Elevator Schedule: the specification calls for an overhead gearless elevator. Pages A-701 and A-702 of the Drawings indicate a machine room-less (MRL) traction elevator, but also show a machine room above. Will the elevators specified for Buildings 8 and 9 be overhead traction or machine room-less traction with the controller above in the new room? The elevators shall be overhead gearless traction elevator systems.

· Drawing 1/2 S-3.01 Hoistway: Drawings show the hoistway ceiling/attic floor being raised to accommodate the MRL equipment. This height will change depending on the material manufacturer if the car is indeed an MRL. The elevators shall be overhead gearless traction elevator systems.

· Per section 1.1 (C) Elevator Schedule: The existing elevators have 2-speed side slide doors. The entrance type and size are listed as center opening two speed. Drawings A101-102 indicate two-speed side opening doors. We are requesting clarification on the door type. Existing elevators have nothing to do with new construction. Doors shall be side opening, two speed.

· Per section 2.42 (H) Hoistway Entrances: The specification calls for single-speed center opening doors which is in conflict with the elevator schedule and architectural plans. We are requesting clarification on the door type. Existing elevators have nothing to do with new construction. Doors shall be side opening, two speed.

· Per section 2.46 (N) Car Enclosure: Passenger: The specification calls for single-speed center opening doors which is in conflict with the elevator schedule and architectural plans. We are requesting clarification on the door type. Existing elevators have nothing to do with new construction. Doors shall be side opening, two speed.

· Per section 2.46 (J) Car Enclosure: Passenger: The specification calls for a stainless-steel hanging ceiling frame with LED lighting. Section 2.46 (K,1) calls for indirect LED lamps mount in lighting coves with no hanging ceiling. The existing elevators have standard frame ceilings with diffusers. Which ceiling type should we include? Existing elevators have nothing to do with new construction. Specifications have been edited to reflect requirements for Cabs 14 27 00.

· Per section 2.6 Controller and Supervisory Panel: If the cars are duplexed, should the group panel be in the new or existing room. The new elevators buildings 8 and 9 shall be simplex.

· Per section 2.7 Microprocessor Control System: During the site walk a question was asked regarding the new elevator systems for Building 8 and 9 working in group operation with the existing simplex elevator equipment. If group operation is desired, the existing simplex elevators may require software upgrades to the existing controllers to enable group operation or the existing ones may need to be replaced. We are requesting clarification. The new elevators buildings 8 and 9 shall be simplex.

Specification Section 14.24.00 – Building 10 Hydraulic Elevator Modernization

· Per section 2.15 Hydraulic Plunger Assembly and 2.16 Hydraulic Cylinder Casing and Well Hole: the existing hydraulic plunger assembly and cylinder casing were installed with the original project, approximately ten (10) years after the manufacturer produced the last of their single bottom bulkhead jacks. We request confirmation the existing jack assembly may be retained and this scope of work eliminated unless there is currently an indication of an underground hydraulic fluid leak. Specs have been edited to retain the existing jack assembly.

Specification Section 14.27.00 – Elevator Cab

· The design for cab interiors is included in the specifications for building 8 and 9. Does this section only apply to the elevator in Building 10? Section 14.27.00 applies to all elevator cabs for buildings 8, 9 and 10.
