1. Spec Section 01 00 00, 1.5, C Guards, states the contractor is required to provide unarmed security guards at the project site 24 hours a day, 7 days a week after construction hours. Is this correct? Not required

2. Spec Section 01 00 00,1.24 Tests, states the contractor shall provide a written testing and commissioning plan. Spec Section 01 91 00 states the VA hires the Commissioning Agent. Is it not the responsibility of the Commissioning Agent to write the commissioning Plan? No commissioning required – provide testing and documentation for individual systems per specs.

3. Spec Section 01 00 00, 1.31 Photographic Documentation, states the contractor is to hire a commercial photographer. We have done this on several projects, but it is costly. Is this a requirement for this project? No – Superintendent creating a photo log on approved construction management software will be sufficient.

4. Spec Section 01 33 23, 1.13 Electronic Submittal Procedure states the contractor is to include the full cost of Procore Project Subscription in the proposal. This project is 425 days which will require a 2-year subscription. Procore can cost $20,000 or more per year. Should we include the $25,000 in our proposal? Procore is used as the basis of design other options are available and should be approved by VA. It is contractor’s prerogative to include it as a bid item or not.

5. Spec Section 01 35 26, 1.7 States the contractor is to designate one SSHO at each project Site. It then goes on to state the CP can have collateral duties but does not state if the SSHO can have collateral duties. Can the Superintendent be the SSHO or does this need to be two separate people? You may designate the Superintendent as the SSHO as long the super meets the training requirements per section 1.8 of the same spec.

6. Spec Section 01 35 23, 1.12 Infection Control states that the ICRA be a Class IV. This is the most stringent and costly. Is the entire area a class IV? No – The entire space will be turned over to the contractor. Consider the entire area a type 3 with the additional requirement of “Seal, holes pipes, conduits and punctures appropriately”. Also – All doors entering the end stairwell being provided to the contractor will require heavy duty fireproof zipper walls (These will be used in case of emergency only)

7. Spec Section 01 35 23,1.13 Tuberculosis Screening requires all workers to have a TB screening 90 days prior to assignment. This has been waved on many projects. Can this be waived on this project?

8. Spec Section 01 45 00 looks like it has not been edited from Specs in Tact. There are still spaces throughout the section, and it talks about a Design Quality Control Plan. It is also requiring the CQC System Manager to be a graduate engineer, graduate architect or graduate construction manager but does not give any years’ experience as an alternative to these degrees. Is the CQC Manager required to have these degrees? No

9. The Staging Plan drawing shows an area for the Buck Hoist Elevator. Can you give us an elevation drawing showing the actual location and floor heights? Where would the contractor tie in the electrical for this elevator? For 480V – Ground floor electrical Equip Room G25 – Contractor must provide compatible breaker and appropriately sized and protect conductors.

See attached drawing. What is the rate for the electrical power the contractor will be charged?

None. Are there any utilizes under the base location of the elevator? The utility plan indicates the presence of storm sewer. It is imperative the contractor provide utility locate services prior to setting lift.

10. Drawing E501A calls for panels 2N1T and 2C1AT to be new panels, but there are no Breaker Panel Schedules for these 2 panels. Please provide panel schedules. Drawing E501A depicts the

Answers to RFIs for Renovate Ward 1A Alvin C. York VAMC Part 1 final locations of all panels. Panel 2N1T is a reused 150A 208V Panel. Physically located in ClosetA270, shown on drawing E405, and Panel Schedule, breaker sizes, etc is shown on DrawingE602. Panel 2C1AT (was an existing 100A, 208V panel called 2LC1U) that is being reused as a Spare for future Critical Power circuits. Physically located in Closet A270 and shown on drawing E405. It is feed from Panel 2C1T and limited to 70A. See revised drawing on SK002 attached.

11. Drawing P001/Procedures/Note 10 – Air Chambers or Shock trolls? Per spec 22 11 00

12. Drawing P001/Materials/Note 4 – Is Pro press allowed? No – all solder joints.

13. If any asbestos is encountered during this project, who is responsible for reinsulating?

Contractor

14. What are the off hour work hours? No work from 8pm to 6am unless coordinated with COR –

Work involving other floors shall be coordinated with COR for day and time availability of space.

high noise level work must be coordinated with COR and will typically be conducted between 3PM and 7PM.

15. Will we have access to the elevator on the ground floor during the off work hours? No

16. Will there be additional areas onsite for a Connex or does the VA have any additional buildings onsite suitable for storage of construction materials due to the magnitude of this project? There will be not additional space available outside the laydown area being provided.

17. Who is supplying the headwalls in spec section 10-25-13? The contractor

18. Who is supplying the buck hoist? Contractor

19. Our Med Gas drawings indicate two headwalls per room but the detail #4 on sheet A411 seems to indicate only one headwall per patient room. Please confirm the total number of headwalls needed. There is one (1) headwall per Patient Room with the exception of the partition wall between Patient Rooms A264 and A263 and Patient Rooms A211 and A212 with two (2) headwalls installed back to back. Each headwall is to have Med Gas on both sides of the patient bed as currently shown on Med Gas drawings and on revised drawing SK001 attached.

20. Drawing A102-1 Floor plan – Area 1 indicates a ½ circle item on the patient room walls. Please identify these and if this is to be a contractor supplied Item. This is shelving in Patient Rooms, please refer to Drawing 6/A411 and 11/A511.

21. Drawing I611 Furniture and Equipment Schedule indicates that the contractor shall supply and install 4 person, over/under lockers in the Staff Breakroom and the Staff Locker Room however, in the Residents Room it calls for the VA to provide the lockers and the contractor to install. Is this correct? The VA will provide and install all lockers.

22. Drawing AC102-1 Ceiling Plan Key Notes #6 calls for ceiling mounted patient lift system to be supplied and installed by the VA. Drawing SF101 shows details for steel supports for the patient lifts. Will the VA be providing the supports also? Will they have to be engineered by the lift manufacturer? Supports for the lift system are provided by the lift vendor.

23. Will the VA be providing the WAP’s? VA will provide WAP’s – Contractor will provide infrastructure and installation – includes service loops and all terminations.

24. Will the VA be providing the switches and UPS’s for the IT racks? Data switches and UPS are VA provided.

25. Sheet I606 -Room Finish Legend under Wall Protection calls for Stainless Steel Corner Guards and End wall protectors. Spec Section 10 26 00 Part 3 3.2 states Stainless Steel Corner Guards Not Used. Please clarify. Stainless Steel Corner Guards and end wall protectors are to be used.

Please refer to the attached revised specification 10 26 00

26. Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate? No – Contractors are not exempt.

27. Will the Government provide comprehensive written badging requirements for the project if badging is required? Yes- badging will be performed locally.

28. Where will the designated parking area be for workers accessing the construction site? Parking will be at Building 29 or the overflow lot. There will be no designated spots – Only 2 vehicles will be allowed in laydown area. See map below

29. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? Yes

30. During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.

The contractor must maintain coverage – by either using a full time 24/7 fire watch. Provide temporary fire/heat alarms tied into the campus master system or maintain the sprinkler systems themselves with only weekday/daytime interruption for 9am to 4 pm with fire watch.

31. Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?

York Campus uses Johnson Controls Fire Protection, formerly Simplex Grinnell for Fire Alarm - Hugh “Darron” Ewing (hugh.ewing@jci.com) and Joshua Jack Morris (joshua.1.morris@jci.com), construction and new installation is Rick Barry (richard.michael.barry@jci.com).

TYCO (Johnson Controls) is the security vendor - POC- Phillip W Williams <phillip.williams@jci.com>

32. What is the Governments’ policy if additional asbestos or hazardous products are encountered during construction? The intent is all hazardous material to be abated. All flooring should be considered to contain mastic and must be abated. Mastic spec will be forthcoming. 0-10% of identified hazardous material quantity above the drawings and specs will be the contractor’s responsibility, above this 10% contingency will be considered differing site conditions.

33. Describe any and all tasks that may be required for this project as it relates to infectious control?

Please see Infection Control Drawings in Plans and Safety specifications in 01 00 00 and 01 35 26 Weekly Infection Control and safety inspections will be performed by the VA to ensure adherence.

34. To clarify the telemetry responsibilities – The Contactor will provide and install Cat5E/6 and conduit as shown in drawings and the cable pull spreadsheet at the end of this document (this will replace the cable pull schedule on sheet ETM 606). Install a pull string in conduit where indicated on spreadsheet.

The VA contracts with Phillips to then provide and install the AP’s, Phillips Remote Cable (pulled through conduit with string GC installed) switches and rack.
