CONTINUATION PAGE
1. Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?
No – Contractors are not exempt.
2. Will the Government provide comprehensive written badging requirements for the project if badging is required?
Yes- badging will be performed locally.
3. Where will the designated parking area be for workers accessing the construction site?
Parking will be at Building 29 or the overflow lot. There will be no designated spots – Only 2 vehicles will be allowed in laydown area. See map below
4. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project?
Yes
5. During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.
The contractor must maintain coverage – by either using a full time 24/7 fire watch. Provide temporary fire/heat alarms tied into the campus master system or maintain the sprinkler systems themselves with only weekday/daytime interruption for 9am to 4 pm with fire watch.
6. Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?
York Campus uses Johnson Controls Fire Protection, formerly Simplex Grinnell for Fire Alarm - Hugh “Darron” Ewing (hugh.ewing@jci.com) and Joshua Jack Morris (joshua.1.morris@jci.com), construction and new installation is Rick Barry (richard.michael.barry@jci.com).
TYCO (Johnson Controls) is the security vendor - POC- Phillip W Williams <phillip.williams@jci.com>
7. What is the Governments’ policy if additional asbestos or hazardous products are encountered during construction?
The intent is all hazardous material to be abated. The drawings have omitted a flooring mastic plan. All flooring should be considered to contain mastic and must be abated. Mastic spec will be forthcoming.
0-10% of identified hazardous material quantity above the drawings and specs will be the contractor’s responsibility, above this 10% contingency will be considered differing site conditions.
8. Describe any and all tasks that may be required for this project as it relates to infectious control?
Please see Infection Control Drawings in Plans and Safety specifications in 01 00 00 and 01 35 26 – Weekly Infection Control and safety inspections will be performed by the VA to ensure adherence.
9. What is the level of infectious disease control rating for this site?
Class III
10. Can additional site visits be scheduled should sub-contractors want to schedule one?
Must meet outside the ER. See Map Below
11. We recognize Factor 4 (Past Performance) requires offerors to provide at least one project – and request PPQs for three sections of this proposal. Blue Cord has CPARS available for many of our efforts, and we consistently request forms from our clients. Please confirm if CPARS may be used, so that we do not overburden our clients with additional requests?
Yes, as long as the CPARS reports are for projects that relate to each of the Experience Factors.
12. Upon review there appears to be conflicting information on the Past Performance Questionnaire provided. The sample cover letter provides Shawn Hendricks as the intended recipient. However, the questionnaire itself indicates Dennis Crowley is to receive PPQs. Will the VA provide a corrected form that reflects the appropriate recipient?
Yes, please see attachment.
13. On Drawing page ETM102 – There is a contact listed for the rep (Todd Charles) for the Philips Telemetry portion of the work we will need to contact for pricing. It appears that the phone number and email they list are not correct. Can you give us a contact for Phillips Telemetry?
