No. Question Reference Contractor
1 Do you know the total linear feet, # of pipes and pipe diameter that need replacement? Diversified
VA
Response
Inside the Manhole; Approximately 12 foot of 8”, 17 foot of 6”, 12 foot of 4” and 12 foot of 3” pipe. Outside the manhole, HPS (8” diameter to North and 6” diameter to West) and PC (4’ diameter to North and 3” diameter to West) are being replaced.
These are being replaced to 6 foot of the outside the manhole or the anchors, whichever is greater. All underground pipes to the South are not being replaced.
Page 9 of the steam distribution drawings.
2 How many buildings do they expect will require temp boilers? Diversified
VA
Response
Two, B101 and B71 which make up the community living center. The boilers are hot water heating boilers that will supply hot water to the heating hot water and domestic hot water systems.
3 Can you accommodate and or whether a boiler plant shutdown will be required for each temp connection? Diversified
VA
Response
No boiler plant shutdown is needed for any work being performed in this contract. Each temporary boiler connection will tie into the heating hot water loop in the building. The steam will be shut down in the buildings to allow for this tie in.
This can be isolated in the building where LOTO will be performed.
Can we perform a shutdown and internal and external inspection of all pipes to determine where the break is prior to starting work?
Diversified
VA
Response
No inspection of the inside of the manhole. That is why we want 100% of the pipe in the manhole replaced. There are no known leaks of the underground pipe.
5 Please identify existing waterproofing system along with specifications (thickness). Midwestern
VA
Response
It is unknown. Excavation about 24 inches down on the north side of the manhole showed no signs of any water proofing on exterior of manhole.
Are we to apply the liquid waterproofing solution to the exterior of only (3) manhole walls?
a. The 4th wall will be difficult to access.
b. The pipes are located at different elevations of the (3) walls. Do we excavate only enough to replace the pipe, therefore, we only waterproof the portion of the walls that we excavate down to. Or is it necessary to excavate all the way beyond the (wall to floor joint), to waterproof the entire depth of the walls?
c. Do we apply waterproofing to the interior walls of the manhole?
Midwestern
VA
Response
A. The retainage walls were in place before the manhole was constructed. So, the East facing wall of the manhole should be able to be accessed for water proofing.
B. There is ground water entering the manhole. Its source is unknown. The expectation is that water proofing will be installed the entire height of the walls.
C. If there is a product that can be applied to the interior of the walls that will keep out ground water the VA will listen to that option.
7 Where do we drain water from the dewatering system? Midwestern
Response
Draining will be done to the storm water system. There are at least 2 storm water inlets in the grassy area to the south of the manhole. Dewatering will be done through silt bags.
8. How do we qualify/quantify what type of repairs are to be made to the existing manhole? Midwestern
VA
Response
There are no known repairs that need to be made to the structure of the existing manhole. If majors cracks or other issues are found, then those will be addressed by another project.
9.
How many concrete dead-man blocks are there to replace?
a. Is there (1) concrete dead-man on each of the (3) sides?
b. What size are they?
Midwestern
VA
Response
The exterior pipes to the south of the manhole are not being replaced, only the link seals around them. The only exterior pipes being replaced are those to the North and West. There is a dead-man on the North and West pipes. Their size is unknown.
Not defined on the Rovanco drawing set.
10. Is there a spot on site with power for contractor to put a temporary office Conex? Midwestern
VA
Response
Yes, there is a place for an office conex. See Q83 answer, yellow boxed area. No power is available there. Contractor will need to supply own power.
11. Request a 2-week extension on the bid-due date to allow piping manufacturer time to complete their estimates. Midwestern
VA
Response Amendment 0001, extended due date to 09/18/26 at 1:00PM EST
12. Please confirm that all pipe and fittings shall be of American manufacture Midwestern
VA
Response
Yes, all pipe, fittings and valves shall be American made. Note, all bolts used on steam and condensate pipe and fittings must meet newest VA standard.
13. Parking Access area. Please provide. Midwestern
VA
Response See Q83 answer, yellow boxed area.
14. Please confirm the type of sod to be utilized for the replacement areas. Midwestern
VA
Response Bahia
15. Please confirm the GC is not responsible for irrigation repair or additions. Midwestern
VA
Response
Confirmed that GC is not responsible for damage to sprinkler heads and shallow depth small lines. There are no known control valve boxes or larger irrigation pipes in area of the manhole. 6” irrigation main is near the covered walkway to the East.
16. Please provide the required sizes for the temporary boilers to service the areas appropriately. Midwestern
VA
Response
When a shutdown happened several years ago that isolated steam to these same buildings the boilers used then were a Lattner, S165 LW (16.5 HP) for B71 and a TB-209 (27.5 HP) for B101.
17. Are there any restrictions for shutting down the roadway for material deliveries? Midwestern
VA
Response
Yes. Roadway shutdowns require a form to be filled out and a 2-week notification to the facility. DOT signage is required as well.
Even for offloading materials that will take less than 10 minutes, four things need to happen. Not during heavy traffic hours (0630 to 0900, 1500 to 1700), flaggers to direct traffic (one both ends of truck), off-loading on non-major roads, coordination with VA construction safety engineer for request to be filled out.
18. Please confirm the VA will handle all maintenance of temporary equipment for the CLC. Midwestern
VA
Response
The VA will be responsible for adding fuel and DEF (if required) to the generators only. All other Preventive maintenance and emergency maintenance for the generators and boilers are the responsibility of the GC.
19.
What the concrete design is for the dead-man, picnic table slab, and the wall section restoration. This is a Bid build not design build so who is responsible for this?
Midwestern
VA
Response
The dead-man design would be done by Rovanco. They will be replaced in kind. Picnic table slab will be replaced in kind.
Picnic table slab is 12-foot square, 4” thick 3000 psi concrete with welded wire mesh reinforcement throughout and a light broom finish. For wall section repair see answer to Q76.
20. Please provide the elevation of the water table. Is there a Geotech report for this project? Midwestern
VA
Response
The manhole is 10 foot deep. The water table is above this depth. No Geotech report has been produced.
21.
Drawing LP302 shows 3000 psi concrete for a wall. I don’t know if it’s the wall we are restoring. The few dimensions shown do not match what I saw on the walk through. Can the VA confirm any of these dimensions?
Midwestern
Response
Drawing provided for retaining wall was not correct. See attached drawing “wall overhead and detail”
22.
None of the drawings provided in the solicitation are complete.
Does the VA know how deep the wall is. The manhole appears to be 10’ deep (I had to scale it). If the wall is that deep, we will need to include a dewatering system for the wall as well as the manhole. Can the VA provide better drawings, or provide dimensions, for the wall and manhole?
Midwestern
VA
Response
Manhole is 10’ deep x 12’x12’. The provide drawings are the only ones available for the manhole. Wall is not that deep. See answer for Q76 with wall details.
23.
Please confirm whether a separate cross-section/detail sheet for the masonry retaining wall referenced in SOW Item 31 exists beyond the single LP3.02 'Hardscape Details' sheet provided, and whether a specific VA masonry specification section applies to this scope.

If excessively loud or dusty work must be done that work shall be coordinated to ensure it does not happen between 0800 and 0430 M-F.
Factor II defines similar scope as “a project to repair buried jacketed high pressure steam piping and or condensate system(s).” Will the Government consider projects involving high-pressure steam and/or condensate piping systems that demonstrate comparable mechanical complexity, trade coordination, outage planning, testing, and work within an active healthcare environment, but that do not specifically involve buried jacketed piping?
AMERITECH
VA
Response
Yes, projects involving those types of systems will be considered.
Factor II defines similar size as “a high pressure steam/condensate piping repair contract valued greater than $3M” and states that all submitted project experiences must meet this requirement. Does the greater-than-$3M threshold refer to the total value of the submitted construction contract/project, or
AMERITECH
must the high-pressure steam/condensate piping portion of the project itself exceed $3M?
VA
Each submitted project must be higher than $3M.
Will the Government consider a project valued below $3M when the project otherwise demonstrates highly relevant or directly comparable high-pressure steam/condensate piping scope and complexity, and if so, will the project be evaluated based on its degree of relevance notwithstanding its lower contract value?
AMERITECH
VA
Response
No, Magnitude of this project is between $5,000,000.00 and $10,000,000.00
Factor II addresses project size, scope, complexity, and performance within a healthcare environment. Will the Government consider projects that are highly relevant but do not satisfy every stated characteristic, such as a highly similar high-pressure steam/condensate piping project performed in an active healthcare environment but valued below $3M, with the degree of similarity considered as part of the Government's relevancy evaluation?
AMERITECH
VA
Response
No, Magnitude of this project is between $5,000,000.00 and $10,000,000.00
Factor II defines similar scope as repair of buried jacketed high-pressure steam piping “and or condensate system(s).” Can the Government confirm that an example project is not required to include both high-pressure steam piping and condensate piping and that a qualifying project involving either high-pressure steam piping or condensate piping may be considered
AMERITECH
VA
Response
That is confirmed. Example projects involving either high-pressure steam piping or condensate piping may be considered
May an individual completed task order, phase, or discrete scope performed under a larger IDIQ, BPA, MATOC, or similar contract be submitted as an example project under Factor II and/or Factor IV, and if so, will the Government evaluate the value and scope of the individual task order/phase or the value and scope of the overall parent contract when determining relevancy
AMERITECH
VA
Response The Government will evaluate the individual task order value.
Factor IV states that past performance examples may be the same projects submitted under Factor II or different projects and that at least two projects must involve the same or similar work described in the solicitation. Must projects submitted under Factor IV independently satisfy Factor II's Specialized Experience requirements, including the greater-than-$3-million size criterion and buried jacketed high-pressure steam/condensate piping scope, or will Factor IV projects be evaluated for relative similarity in size, scope, and complexity without being required to satisfy each Factor II threshold?
AMERITECH
VA
Response
Factor II is Specialized Experience and the evaluation criteria for experience: The information provided will be used to evaluate the relevancy and depth of each Offeror’s specialized experience.
The more recent and relevant experience, the more credit will be given.
The Government will place greater importance on projects performed as a prime contractor than as a subcontractor.
The Government will place greater importance on projects that were performed at a VA HEALTHCARE ENVIRONMENT, depending upon overall role and relevant considerations.
Factor IV is Past Performance evaluation will consider the recency and relevancy of the past performance submissions and Offerors will be assigned an overall confidence rating based on the Government’s expectation the Offeror will successfully accomplish the current requirements
The solicitation requires offerors to provide completed Past Performance surveys and/or CPARs under Factor IV; however, the provided PPQ instructions direct the reference to submit the completed questionnaire directly to the Contracting Officer. If a PPQ is submitted directly to the Contracting Officer by the reference in accordance with the PPQ instructions, will that PPQ satisfy the Factor IV submission requirement even though the completed questionnaire is not included in the offeror's proposal?
AMERITECH
VA
Response
THEY CAN BE SUBMITTED TO CONTRACTING OFFICER
OR SUBMITTED AT THE SAME TIME AS THE PROPOSAL
EITHER WAY WILL BE REVIEWED.
Two different Past Performance Questionnaire forms were provided with the solicitation package and contain different information and evaluation criteria. Which PPQ form should offerors use for this solicitation, or is the Government requiring references to complete both forms for each submitted past performance project?
AMERITECH
VA
Response
A WORD FORM AND A PDF FORM WERE PROVIDED, NO
PREFERENCE IN WHICH FORM IS COMPLETED JUST
NEED TO COMPLETE ONE FORM.
When a reference submits a completed PPQ directly to the Contracting Officer, is the offeror required to include any portion of that PPQ in its Factor IV proposal submission, such as the contractor-completed project information pages, or should the offeror simply identify the corresponding project and reference in its Factor IV narrative?
AMERITECH
VA
Response
The government is requesting one PPQ; it can be provided by offeror or reference. It is up to the contractor how to reference the PPQs in factor 4.
Factor IV requires completed Past Performance surveys.
Depending on the Government’s responses to the questions above, may offerors submit previously completed PPQs for relevant projects as part of their proposals, and may available CPARS evaluations be submitted in lieu of newly completed PPQs?
AMERITECH
VA
Response
IF PPQs ARE LESS THAN 12 MONTHS OLD AND HAVE
SIMILAR SCOPE OF WORK AND MAGNITUD THAT OUR
PROJECT YES, THEY CAN BE SUBMITTED.
Can the VA provide an exterior site plan detailing the orientation of the existing retainage wall that was in place?
a. Can the VA provide an existing irrigation drawing to prevent potential disruption?
b. The Google Earth image details a curve
Valor Construction configuration. Is this to be installed as per original design?
a. There are no known control boxes or irrigation mains around steam pit or wall. There will be shallow depth small diameter pipe and sprinkler heads. VA will be responsible for installation of shallow depth pipes and heads. Coordination with plumbing shop during build back will allow VA to install what we want before area is sodded.
b. Yes, wall is to be rebuilt per original design as it is original to the historic building. See attached drawing “wall overhead and detail” for updated wall rebuild details.
Steam Manhole
2. The SOW details approximately 6’ beyond manhole to be excavated. The area towards Bldg 1 currently has a retainage wall within the 6’ area, including an Anchor Concrete pad that will hinder excavation.
a. Due to the HPS currently dispersing in the manhole is the VA concerned of any damage to the interior structure of the manhole and will require an assessment upon Steam shutdown?
b. Will the VA request a complete replacement of the concrete structure if interior damage is sustained?
c. Is the VA to request the existing manhole covers to be replaced with new?
d. Is the Contractor to remove a portion of the retainage wall & shrubbery to access this point?
Valor Construction e.
There are no underground steam lines that enter or leave the manhole on the East side where this retainage wall is. Pipes enter and exit the manhole on the North, West and South sides.
The East side of the manhole will only be exposed to apply waterproofing.
a. No damage of the inside of the manhole is known. If some is found once steam is off that will be addressed at that time.
b. Not possible to answer at this time. Depending on too many unknown factors.
c. No, manhole lid does not need to be replaced. If lid is removed by project to replace interior piping, it must have proper sealing system installed when reinstalled.
d. No, there is thought to be enough room to fully excavate the East side of manhole to waterproof it without damaging retainage wall. Wall was in place before manhole was installed. Any shrubs removed in the area of the manhole for access and underground work will need to be replaced in-kind.
The SOW & Site visit concluded Rovanco will determine the amount of total pipe that needs to be ordered. Will exploratory excavation be required prior to Rovanco’s determination on the length of piping to replace so that contactors can factor this into our bid proposal
Valor Construction
VA
Response
Bid should be made for 6 feet of underground Rovanco pipe to be replaced for steam and condensate pipes into and out of manhole from the North and West only. One steam pipe goes into manhole from north, two team pipes leave manhole (1 to south, 1 to west). Pumped condensate comes into manhole from west (1) and south (1). High pressure condensate comes into manhole from the south (1). The high-pressure condensate return pipe that leaves the manhole to the north is being abandoned and does not need to be replaced. Its link seal does need to be replaced. All link seal pipes need to be replaced for pipes entering / leaving the manhole.
80 Can the VA provide a one-line diagram detailing the location of the Manhole sump pump panel location for reference? Valor Construction
VA
Response
The sump pump panel physical location is currently on the SE corner of the manhole. Are you asking for the power one-line diagram for the sump pump power panel. The breaker that feeds panel is known, so power can be isolated. Otherwise, power panel diagram is not available.
81 Is all Steam Shutdowns to be coordinated on a weekend schedule or during the week with VA staff present? Valor Construction
VA
Response
Shutting steam off would best be done on a weekday. The outages to connect the boilers to the two buildings of the CLC is best done on a weekday so there is support available for starting up these temporary boilers. All shutdowns need to be communicated to the facility and will need to be planned ahead of time with two weeks’ notice. Va staff will close the valves and add their LOTO lock to the valves to ensure no start-ups happen without notification. There will be one outage of steam supplied to the manhole. This will be done on a weekday as well.
Will the VA request a storm drainage cleaning as the current condensate overrun is run to the nearest Storm drain Valor Construction
VA
Response
No, storm drainage cleaning is not required by this project, unless dewatering systems silt bags fail. All storm inlets that could be impacted by excavation area need to be protected from run off.
The VA highlighted the potential for (2) Construction Staging Areas throughout the construction phase:
a. Can the VA provide a site plan detailing the location for a Connex or material storage?
b. Will the VA allow Excavation equipment to remain in the work area directly adjacent to the Manhole during the construction phasing?
Valor Construction
VA
Response
See image on next page. Pink box is where steam pit is. Yellow box is area where laydown area can be for Conex, material storage, personal vehicle parking and other storage. Va would not want entire yellow boxed area used for lay down, just what vendor needs. Yes, excavation equipment, some material, and a truck or two can be in grassy area around the manhole. Green boxed area indicates maximum area allowed for laydown in this area. There are two storm water inlets inside this green boxed area. These need to be protected during the entirety of this project from silt entering storm system. There are also trees inside these proposed laydown areas. These will be protected to their drip lines by fencing to prevent the roots being damaged.
All areas need to be fenced. 6’ tall chain link and parallel locks (one being VA provided padlock). Privacy cover is only required on green fenced area.
