About this file

This is a Vendor Questions and Answers document for the LCHCC Chiller Valve Replacement project at Lee County Healthcare Center in Cape Coral, Florida. The document addresses five vendor inquiries regarding site visit logistics, work scheduling, system downtime, post-installation responsibilities, and insulation requirements.

A mandatory site visit is scheduled for July 31, 2026, from 9:00 AM to 12:00 PM to allow vendors to obtain valve manufacturer and part numbers and verify Victaulic coupling model numbers. Vendors must register by July 30, 2026, at 4:30 PM by emailing the Contracting Officer at Lakiesha.anderson@va.gov with attendee names. All attendees must present valid government-issued photo identification and check in with VA Police; security escorts will be provided in sensitive areas. Questions raised during the site visit will not receive verbal answers; all inquiries must be submitted in writing by the Q&A cutoff date with responses provided through formal amendments posted to SAM.gov. Valve replacement work must be performed after normal business hours or on weekends due to the required chilled water system shutdown. All work must be completed within a single scheduled outage period (such as one weekend) coordinated with the Contracting Officer's Representative; the contractor cannot extend the system offline across multiple consecutive days. The contractor is not responsible for testing and restoring water treatment chemistry following system refill and startup, which will be handled by the VA's existing water treatment vendor. If the contractor removes the existing 6-inch valve insulation, the contractor is responsible for replacing it.

Vendor Questions and Government Responses

LCHCC Chiller Valve Replacement

Q1. Can a brief site visit be arranged to obtain valve manufacturer and part numbers, as well as verify the Victaulic coupling model numbers? This information is necessary to ensure the correct replacement valves, gaskets, and spare couplings are procured prior to the system shutdown.

A1. Site Visit Information: A site visit will be conducted on July 31, 2026, 9:00 AM - 12:00PM at Lee County Healthcare Center, 2489 Diplomat Parkway East, Cape Coral, FL 33909 (Main Entrance).

Registration: Offerors must register by July 30, 2026 @ 4:30 PM by emailing the Contracting Officer at Lakiesha.anderson@va.gov with the names of attendees.

Security Requirements: All attendees must check in with VA Police upon arrival and present valid government-issued photo identification. Attendees will be escorted in sensitive areas such as data closets.

Questions: Questions raised during the site visit will not be answered verbally. All questions must be submitted in writing by the Q&A cutoff date. Answers will be provided via formal amendments posted to SAM.gov.

Q2. Are system outages required to be performed during overnight hours or weekends, or may the work be completed during normal business hours (Monday through Friday, 7:00

AM – 3:30 PM)?

A2. Due to the required chilled water system shutdown, the valve replacement work shall be performed after normal business hours and or anticipated to occur over a weekend. The contractor shall coordinate the outage schedule with the Contracting Officer's Representative (COR) prior to performing the work.

Q3. Can the chilled water system remain offline for multiple consecutive days? Given that the system water volume is currently unknown, we may need to drain the system on Day 1 and perform valve replacement activities on Day 2. Please confirm whether this approach would be acceptable.

A3. The valve replacement requires a major chilled water system shutdown. The contractor shall coordinate the outage schedule with the COR. All work must be completed within a single scheduled outage period (e.g., one weekend).

Q4. Following system refill and startup, will the installing contractor be responsible for testing and restoring the water treatment chemistry, or will this service be performed by the VA's existing water treatment vendor?

A4. Not the responsibility of the Contractor.

Q5. The solicitation documents appear to indicate that the existing 6-inch valve insulation has been removed. Will the installing contractor be required to replace the insulation? If so, please provide the insulation type, thickness, and required jacketing or vapor barrier specifications.

A5. If removed by the contractor, it’s replaced by the contractor.
