Solicitation No.: 36C24826Q0967 Project Title: LCHCC Chiller and Heat Pump Butterfly Valve Replacement The purpose of this amendment is to:

1. Extend the quotation due date.

2. Revise the Statement of Work (SOW) to:

· Clarify the Government's requirements for like-in-kind or equivalent butterfly valves.

· Correct the valve size for Chiller No. 1 from 9-inch to 8-inch.

· Update shutdown coordination requirements.

· Revise inspection, deliverables, and warranty requirements.

3. Revise FAR 52.212-1, Instructions to Offerors, to clarify proposal submission requirements for equivalent valves.

4. Revise FAR 52.212-2, Evaluation—Commercial Products and Commercial Services, to align the evaluation criteria with the revised Statement of Work.

5. Incorporate Attachment B depicting the 8-inch chiller valve.

6. Provide responses to vendor questions.

The solicitation is amended as follows:

1. Quotation Due Date The quotation due date is hereby revised to:

11 August 2026 at 4:30 PM EDT.

2. Statement of Work (SOW) Delete the existing Statement of Work in its entirety and replace it with the revised Statement of Work (SOW), "LCHCC Chiller and Heat Pump Butterfly Valve Replacement," attached to this amendment. The revised SOW includes, but is not limited to:

· Authorization of like-in-kind or equivalent butterfly valves.

· Definition of like-in-kind or equivalent performance requirements.

· Government determination of equivalency.

· Correction of the Chiller No. 1 valve size to 8-inch.

· Revised shutdown coordination requirements.

· Revised inspection requirements.

· Revised deliverables.

· Revised warranty requirements.

3. FAR 52.212-1 – Instructions to Offerors Delete Item 3 under Preparation and Submission of Quotations and replace it with the following:

3. Manufacturer product data (cut sheets) demonstrating the proposed butterfly valves meet or exceed the Statement of Work (SOW) requirements. For any proposed like-in-kind or equivalent valve, the offeror shall submit manufacturer documentation sufficient to demonstrate compliance with the Statement of Work, including a written comparison identifying how the proposed valve meets or exceeds the applicable performance and functional requirements of the SOW.

4. FAR 52.212-2 – Evaluation Delete Paragraph (a), Technical Acceptability Items 1 and 2, and replace them with the following:

1. The ability to furnish all labor, materials, equipment, supervision, and incidentals necessary to replace one (1) 8-inch butterfly valve and three (3) 6-inch butterfly valves in accordance with the Statement of Work (SOW).

2. Submission of manufacturer product data and any documentation required by the solicitation demonstrating that the proposed replacement valves are like-in-kind or equivalent and meet or exceed the applicable performance and functional requirements of the Statement of Work.

5. Attachment B Attachment B is hereby replaced with the revised Attachment B – 8-inch Valve and Chiller.

6. Questions and Answers The attached Questions and Answers are hereby incorporated into the solicitation and shall be considered part of this amendment.

Offeror Acknowledgement: Offerors shall acknowledge receipt of this amendment by signing and returning the SF 1449 or otherwise acknowledging this amendment with their quotation.

SCOPE OF WORK (SOW)

LCHCC Chiller and Heat Pump Butterfly Valve Replacement

Lee County Health Care Clinic (LCHCC) requires the contractor to provide all labor, materials, equipment, procedures, and safety measures necessary to remove and replace four (4) existing butterfly valves with new like-in-kind or equivalent valves rated at 300 PSI / 20 BAR.

The existing valves are Victaulic MasterSeal Series 300MS butterfly valves, which feature ductile-iron bodies, blow-out-proof stainless-steel stems, nickel-coated ductile-iron discs, and grooved-end connections compatible with the existing Victaulic coupling system. These valves are designed for bidirectional flow, dead-end service, and are suitable for chilled-water and heat-pump system applications supporting the clinic's operating systems.

For the purposes of this requirement, a like-in-kind or equivalent valve is one that meets or exceeds all specified performance and functional characteristics of the existing valve, including, but not limited to, the 300 PSI / 20 BAR pressure rating, materials of construction, end connection type, dimensional compatibility, bidirectional flow capability, dead-end service capability, suitability for chilled-water and heat-pump applications, and compatibility with the existing piping and Victaulic coupling system. Any proposed equivalent valve shall not require modification to the existing piping or system configuration to achieve proper installation and operation. The Government will determine the acceptability of any proposed equivalent valve based on the contractor's submitted manufacturer product data and documentation demonstrating compliance with these requirements.

The work includes replacing one (1) 8‑inch valve on Chiller No. 1 and three (3) 6‑inch valves on the heat pump system.

The work involves coordinated mechanical shutdowns, system isolation, draining and refilling of equipment, and restoration of full HVAC operations. The contractor shall coordinate all shutdown activities with the FMS COR at least 48 hours in advance and shall not proceed until authorized by the Government.

General Requirements The contractor shall adhere to the following general requirements while performing the valve replacement work at Lee County Health Care Clinic (LCHCC):

1. Coordination of Work All work shall be coordinated with the Veterans Affairs (VA) Facilities Management team to ensure proper scheduling and system readiness.

2. Lockout/Tagout (LOTO) Compliance The contractor shall develop and submit a Lockout/Tagout (LOTO) plan for approval in accordance with Bay Pines Safety Requirements prior to beginning mechanical work.

3. Zero-Energy Verification For safety, the contractor must verify zero-energy state on all affected equipment prior to performing any mechanical disassembly.

4. Inspection of Adjacent Components The contractor shall inspect adjoining piping, Victaulic couplings, gaskets, and grooved ends for wear or corrosion. Any identified deficiencies shall be promptly reported to the Facility Management Systems (FMS) Contracting Officer Representative (COR). No corrective work beyond the scope of this contract shall be performed unless authorized in writing by the Contracting Officer.

5. System Restoration Under VA Supervision Chillers, pumps, and heat pump systems shall be brought back online only under VA supervision.

6. Startup Monitoring The contractor shall monitor flow, temperature differential, and valve performance during system startup to verify proper operation.

7. Compliance with Specifications and Set Points All work performed and associated testing shall comply with manufacturer specifications and established FMS set points.

8. Deliverables – Product Data and Test Reports The contractor shall provide all manufacturer product data sheets, manufacturer's warranties, and final test reports upon completion of the project. For any approved like-in-kind or equivalent valve, the contractor shall provide manufacturer documentation demonstrating compliance with all applicable Statement of Work requirements.

9. Disposal of Removed Materials The contractor is responsible for the legal and proper disposal of all removed materials generated during the project.

10. Protection of Government Property Any damage to Government property caused by the contractor shall be repaired at no cost to the Government.

11. Contractor Personnel Requirements Contractor personnel shall wear appropriate work attire or uniforms and maintain proper identification badges at all times while on VA premises.

12. Safety and OSHA Compliance All work shall be performed in a safe manner and in full compliance with applicable OSHA regulations.

13. Smoking Restrictions Smoking is strictly prohibited within or around the VA facility.

14. Performance Period The contractor shall complete all work within the performance period specified in the contract. Work shall begin only after issuance of the Notice of Award and coordination with the VA Facilities Management team.

15. Work Hours and Scheduling All on-site work shall be performed during VA‑approved working hours. Any after‑hours, weekend, or holiday work—including shutdown activities—must be pre‑approved by the VA Facilities Management Systems (FMS) COR.

16. Access, Security, and Badging Requirements Contractor personnel shall follow all VA security procedures. All workers must check in at the designated VA location each day, obtain and wear VA‑issued identification badges, and comply with all escort and restricted‑area requirements established by the facility.

17. Warranty Requirements The contractor shall provide a minimum one-year warranty on workmanship. Manufacturer warranties for all installed valves, components, and materials shall be provided to the VA upon project completion. Any proposed like-in-kind or equivalent valve shall include a manufacturer's warranty that is no less than the standard warranty offered by the valve manufacturer for that product.

18. Site Conditions and Cleanup The contractor shall maintain the worksite in a clean and orderly condition. All debris, packaging, and removed materials shall be cleaned up daily and stored only in VA‑approved areas. No equipment or materials shall obstruct walkways or patient‑care areas.

ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.

The following provisions are incorporated into 52.212-1 as an addendum to this solicitation:

a) General Instructions:

(1) This acquisition is being conducted as a Total SDVOSB Set-Aside.

(2) Electronic submission of quotations is required. Quoters shall submit quotations via email to Lakiesha.Anderson@va.gov. The solicitation number shall be included in the subject line of the email. Electronic files shall be compatible with Microsoft Office (Word or Excel) or Adobe PDF. Compressed (ZIP) files will not be accepted.

(3) Quoters shall be actively registered in the System for Award Management (SAM) (https://sam.gov) with an active Unique Entity Identifier (UEI) and shall qualify as a small business under the NAICS code identified in this solicitation.

(4) Quotations shall be received no later than 11 August 2026 at 4:30 PM EST.

b) Preparation and Submission of Quotations Quotations shall be complete, accurate, and sufficiently detailed to allow the Government to evaluate the quotation in accordance with FAR 52.212-2, Evaluation—Commercial Products and Commercial Services (Deviation).

1. A completed SF 1449 or signed cover page acknowledging all solicitation amendments.

2. A completed price schedule.

3. Manufacturer product data (cut sheets) demonstrating the proposed butterfly valves meet or exceed the Statement of Work (SOW) requirements. For any proposed like-in-kind or equivalent valve, the offeror shall submit manufacturer documentation sufficient to demonstrate compliance with the Statement of Work, including a written comparison identifying how the proposed valve meets or exceeds the applicable performance and functional requirements of the SOW.

4. A brief technical approach describing the proposed method for performing the required valve replacement, system shutdown, startup, testing, and restoration in accordance with the SOW.

5. Completed VAAR 852.219-75, VA Notice of Limitations on Subcontracting—Certificate of Compliance for Services and Construction.

6. Must be certified by the U.S. Small Business Administration (SBA) as a Service-Disabled Veteran-Owned Small Business (SDVOSB).

52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (DEVIATION) (OCT 2025)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation is determined to be technically acceptable and offers the lowest evaluated price.

Technical acceptability will be evaluated on an acceptable/unacceptable basis and will be determined by the offeror's ability to meet the requirements of the Statement of Work (SOW).

To be considered technically acceptable, the offeror shall demonstrate the following:

1. The ability to furnish all labor, materials, equipment, supervision, and incidentals necessary to replace one (1) 8-inch butterfly valve and three (3) 6-inch butterfly valves in accordance with the SOW.

2. Submission of manufacturer product data and any documentation required by the solicitation demonstrating that the proposed replacement valves are like-in-kind or equivalent and meet or exceed the applicable performance and functional requirements of the Statement of Work.

3. Agreement to comply with all safety, scheduling, warranty, testing, and submittal requirements identified in the SOW.

The Government intends to evaluate quotations and issue a purchase order without exchanges; however, the Government reserves the right to communicate with quoters as necessary in accordance with FAR 12.203.

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
