About this file
This is a Questions and Answers document for Solicitation No. 36C24826Q0597, Annual Fuel Tank Maintenance and Testing Services, issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8. The document clarifies key requirements and addresses vendor inquiries regarding scope, testing frequency, and eligibility criteria for this service contract.
The contract covers maintenance and testing services for underground storage tanks (USTs) and above-ground storage tanks (ASTs) at two facilities: Gainesville VAMC (seven tanks totaling 208,500 gallons) and Lake City VAMC (eight tanks totaling 63,000 gallons). All inspections and testing, including containment sump testing, spill bucket testing, secondary containment integrity testing, cathodic protection testing, and Automatic Tank Gauge (ATG) system testing, must be performed on an annual basis, regardless of minimum regulatory frequencies. Test results must be provided within 10 business days of sampling. Offerors must submit comprehensive proposals addressing the entire scope of work; partial proposals for select services will not be accepted. Subcontractors and teaming arrangements are permitted. The Government does not mandate specific brands of biocide or stabilizer products, specific testing methods, or pass/fail report templates, provided that all work complies with applicable Federal and State regulatory requirements and industry standards. Repairs identified during inspections are excluded from the base contract scope and will be handled separately through contract modification or additional procurement. This acquisition is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) verified by the SBA and registered in SAM.gov.

QUESTIONS AND ANSWERS
Solicitation No. 36C24826Q0597 Annual Fuel Tank Maintenance and Testing Services (UST/AST)
Q1: Can you provide a tank inventory for each site (tank capacity, UST/AST, etc.)?
A1:
Yes. A detailed tank inventory, including tank capacities and identification of UST versus AST, has been added to the solicitation under this amendment.
Q2: How often is containment, spill bucket, and secondary containment testing performed? Typically, this is triannual. If triannual, which contract year(s) will it take place?
A2:
While certain regulatory standards may allow for testing on a triannual basis, the Government requires that all containment sump testing, spill bucket testing, and secondary containment integrity testing be performed annually under this contract.
Q3: Is cathodic protection (CP) testing annual or triannual? If triannual, which contract year will it take place?
A3:
Cathodic protection testing shall be performed annually under this contract.
Q4: Is it acceptable to submit a proposal covering only fuel tank cleaning, polishing, laboratory testing, and biocide treatment services?
A4:
No. Offerors must submit proposals that address the entire scope of work as defined in the solicitation. Partial proposals for select portions of the requirement will not be accepted.
Offerors may utilize subcontractors or teaming arrangements to meet all requirements.
Q5: Can the Government provide the total number of tanks and the capacity of each tank to support pricing?
A5:
Yes. This information is provided in the tank inventory included in this amendment.
Q6: Can the Government provide a breakdown of tanks by facility, including quantity, size, and UST vs. AST designation?
A6:
Yes. A complete breakdown of tanks by facility, including quantity, capacity, and identification of UST versus AST, is provided in this amendment.
Q7: Is there a specific brand of biocide or stabilizer that the Government prefers?
A7:
No. The Government does not require a specific brand. Offerors shall propose commercially available, industry-accepted products suitable for diesel fuel systems. Products shall be used in accordance with manufacturer recommendations.
Q8: Will there be an extension to the 10-day reporting requirement if samples are sent to an out-of-state laboratory?
A8:
No. Test results are required within 10 business days of sampling. Offerors are responsible for selecting laboratory services capable of meeting this requirement.
Q9: Does the Government require specific testing methods for spill buckets, containment sumps, and secondary containment systems?
A9:
No. Offerors shall perform testing using methods compliant with applicable Federal and State regulatory requirements. The Government does not prescribe specific methods, provided the required results are achieved and documented.
Q10: Will the Government provide pass/fail report templates for regulatory testing?
A10:
No. The Contractor shall provide pass/fail documentation as part of their reporting. Standard industry reporting formats are acceptable.
Q11: Does the Government require specific testing methods for Automatic Tank Gauge (ATG) systems?
A11:
No. Offerors shall perform ATG inspection and testing in accordance with applicable regulatory standards and manufacturer recommendations. The Government does not mandate specific methods.
Q12: If deficiencies are identified (e.g., caps, gaskets, or components), who is responsible for repairs?
A12:
Repairs are not included in the base scope of this contract. The Contractor shall notify the COR of any deficiencies. Any required repairs will be handled separately, either through contract modification or a separate procurement action, as determined by the Government.
Q13: Will the Government provide information on the incumbent contractor, prior contract number, or previous pricing?
A13:
No. This information is not required for proposal preparation and will not be provided. Offerors shall base their proposals on the requirements outlined in the solicitation.
Q14: Is this solicitation actually set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), or is that boilerplate language?
A14:
This acquisition is set aside exclusively for SDVOSB concerns. Only firms verified as SDVOSBs by the Small Business Administration (SBA) and registered in SAM.gov are eligible to submit offers.
