About this file

This is a Question and Answer document clarifying requirements for Solicitation No. 36C24826Q0597, issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 for Annual Fuel Tank Maintenance and Testing Services. The document addresses vendor inquiries regarding scope, testing frequencies, and pricing information. Key clarifications include: all containment sump testing, spill bucket testing, secondary containment integrity testing, and cathodic protection testing must be performed annually (not on a triannual basis as some regulatory standards allow). The solicitation includes a detailed tank inventory for two locations—Gainesville VAMC with seven tanks ranging from 2,500 to 50,000 gallons (mix of UST and AST) and Lake City VAMC with eight tanks ranging from 1,000 to 25,000 gallons (majority AST). The Government emphasizes that offerors must submit comprehensive proposals addressing the entire scope of work, including fuel tank cleaning, polishing, laboratory testing, biocide treatment, and all testing services; partial proposals covering only select services will not be accepted. Contractors may utilize subcontractors or teaming arrangements to meet requirements. The contract is being awarded on a Firm-Fixed-Price basis for commercial services under FAR Part 12 procedures.
