About this file
This is an Amendment to Solicitation (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office 8 (Orlando VA Healthcare System) for solicitation 36C24826Q0359, effective March 5, 2026. The amendment provides responses to industry questions and a revised price schedule for courier services. The contracting officer is Kurt Kramer, and the document references the incumbent contractor, Daly Works LLC (contract 36C24825D0007), which provided services from October 1, 2024 through September 30, 2025 at a cost of approximately $350,584.
The courier services involve 14 established and on-demand routes throughout the Central Florida region, with daily Monday through Friday operations originating from Orlando VAMC at Lake Nona. Services include transporting laboratory specimens in Pelican Storm Case containers, pharmaceuticals from the pharmacy, supplies from logistics, office supplies, records, and small equipment to seven VA facilities and CBOCs (Lake Baldwin, Tavares, Clermont, Daytona, Deltona, Palm Bay, Viera, Kissimmee) and James Haley Veterans Hospital in Tampa, with additional Saturday routes and as-needed urgent deliveries within a 100-mile radius. Routes 1-9 operate on fixed schedules with pickup and drop-off time windows ranging from 90-minute to 2.5-hour intervals throughout the day, while Routes 13 and 14 provide same-day and 120-minute response time delivery for non-VA locations and urgent dispatches, respectively. Contractors must include toll expenses in their fixed-price trip rates, determine their own vehicle and driver requirements, and utilize vehicles with adequate cargo space (sedans, station wagons, or small to mid-size SUVs are typically sufficient). The amendment clarifies that Routes 13 and 14 do not require unit pricing at quote submission; instead, individual quotes will be requested during performance based on specific trip needs. The revised price schedule corrects Line-Item Numbers 0003, 1003, 2003, 3003, and 4003 to properly identify Clermont CBOC as the destination and updates estimated quantities for as-needed routes based on historical data showing approximately 20 STAT trips annually.

Q1. Pick up and drop off times windows.
A1. The table below provides general arrival/departure time window(s) for morning/afternoon pickups & drop-offs – by location. Ultimately, is it the Contractor’s responsibility to ensure efficient and timely services to meet or exceed performance standards.
Note: All routes originate from Orlando VAMC at Lake Nona each morning. Each location has a dedicated ‘container’ that contractor personnel will use each day. Prior to the initial departure from Orlando VAMC at Lake Nona, contractor personnel must pick up the (empty) container as well as any outgoing item(s) from Laboratory, Logistics, Pharmacy, & Mail Room marked for that specific VA location (route/destination).

*Note: The Government may require drop-off and/or pick-up at non-VA locations such as those listed in Paragraph #2. These pick-ups and/or deliveries will be in addition to daily required deliveries and will be processed using line-item pricing included in the Price Schedule.
Q2. Can Saturday routes for Lake Baldwin, Viera, & Daytona be combined into one route / one driver used to make all three pickups for routes 10, 11, & 12 on Saturdays?
A2. Seems like an unlikely approach given the pickup / drop off times given in response A1.
Q3. What are the approximate first and last pick-up times for each route?
A3. See response for A1.
Q4. Does the contractor have to enroll in the Tungsten Network electronic invoicing system prior to submitting a bid?
A4. No, registration in Tungsten is not required prior to submitting a quote in response to the RFQ.
Q5. What are the hours of operation.
A5. See Performance Work Statement (PWS) para A.7.
Q6. How many vehicles are projected to be needed?
A6. It is the Contractor’s discretion to determine the number of vehicles and drivers to ensure timely services for all (scheduled & unscheduled) routes.
Q7. What type of cargo will be transported?
A7. Lab specimens, supplies from logistics, & pharmaceuticals from pharmacy. The lab provides a Pelican Storm Case type-container, model # IM2950, that measures 31.3” x 20.4” x 12.2” for transporting specimens. Dimensions of logistics and pharmacy items vary; typically, items are less than 50 lbs.
Q8. Are the stops on a schedule, meaning is it like a daily rout or show up when requested?
A8. There are established (daily) routes as well as ‘as needed’ routes. See PWS for more details and A1.
Q9. Is there a projected mileage for weekly, monthly, yearly?
A9. No mileage information available. Pricing is established based on the fixed-priced trip rate.
Q10. Who is the incumbent & please provide a contract number?
A10. Daly Works LLC and reference contract number 36C24825D0007.
Q11. Is there a specific vehicle size requirement or a recommended vehicle size?
A11. No specific vehicle size is required; however, the vehicle must have adequate cargo space to ensure items being transported are not tampered with, kept dry, and protected. Typically, a sedan/station wagon (with adequate cargo area) or small to mid-size SUV should be adequate.
Q12. Will the VA provide reimbursement for tolls?
A12. The Contractor must calculate and include any foreseen roadway toll expenses into their fixed-priced trip rate. The VA will NOT separately reimburse for roadway toll charges.
Q13. Does the vendor provide packing services for transportation?
A13. No packaging services are required from the vendor.
Q14. On the pricing page you have two runs to Tavares and have none for Clermont, ie: 002 & 003 and 1002 & 1003 ect. Can you please revise?
A14. Agree. A revised price schedule providing a Line-Item Number (LIN) for Clermont is included in this amendment. Quoters must use the revised price schedule in their quote submission.
Q15. Are there certain times for these pickups and drop offs? I understand pickup at Lake Nona is at 8:00am then we drop-off at the CBOC's. Is there a time that the drop-off need to be done by? What time do we need to be back to Lake Nona for the morning run? Same questions for afternoon run.
A15. See response for A1.
Q16. On Route 13 & 14 how do you prefer to have this priced out? If we base the STAT on 100 miles but only go 10 miles the price would be a lot less going 10 miles than 100 miles.
A16. During performance, the Gov’t will seek individual quote(s) from the contractor based on the individual trip need(s), e.g. urgency and distance. LINs 0013/0014, 1013/1014, 2013/2014, 3013/3014, 4013/4014 DO NOT require unit pricing to be submitted at this time with the vendor’s quote in response to the solicitation. QTYs in the revised price schedule are estimates based on historical data & provided for informational purposes.
Q17. In the last year of the existing contract how many STAT runs in the 100-mile radius were done on routes 13 &14?
A17. Approximately (20) trips, see the revised Price Schedule & note A16 response.
Q18. How many drivers are currently doing this contract?
A18. Unknown – the this is a non-personal service contract. The Gov’t does not manage or supervise the contractor’s approach.
Q19. What was the last year price of this contract?
A19. The most recent annual (12-month) award is 36C24825D0007 and provided services from 10-01-2024 through 09-30-2025. During this time, the Gov’t paid $350,584.00 (est) for services. (Note - the scope of the current solicitation includes more pickups; therefore, the comparison of prior awards to the current solicitation may have limited relevancy.)
Q20. In the description of the services you mention: "medical supplies, pharmacy items, laboratory specimens, warehouse/mail items and supplies from/to the following locations"... could you give us an idea of what that other "supplies" category includes? (apart from the "medical supplies" mentioned initially in that description) Any particular type of products or items that could be included in that category?
A20. Expect to transport office supplies in limited quantities, records, small equipment, e.g. a microscope.
Q21. Given that we need to coordinate our drivers and vehicles for particular departing times to be adhered to, can you give us an idea of the average time it takes to load a vehicle? Or any data surrounding that process which you have available?
A21. I would estimate duration of 20-25 minutes to pick up from lab, pharmacy, & logistics/mailroom, load vehicle, and be ready for departure.
Q22. Would you have any data regarding the average number of packages we would be picking up from any given location?
A22. I don’t have an est.avg # of packages to share – it varies. Typically, a sedan/station wagon (with adequate cargo area) or small to mid-size SUV should be adequate.
Q23. Will the VA provide reimbursement for tolls? With the exuberant cost of tolls in the Central Florida area, tolls for each route can run between $4.00 and $9.90.
A23. See response for A12.
Q24. CLIN002 and 003 are same locations on price schedule. Please advise correct location for CLIN003.
A24. See response for A14.
Q25. CLIN013 and CLIN014 are very similar on price schedule. Please clarify.
A25. Both LINs provide unscheduled transports. LIN xx13 is for unscheduled transports that need to be completed same-day; while, LIN xx14 requires delivery within 120 mins upon dispatched. Note response for A16.
Q26. CLIN001 Lake Nona to Lake Baldwin with return calls for 6 tripes per day. Please confirm the requirement for 6 trips per day.
A26. As noted in response A1, route #1 currently provides (5) trips daily. If the hours of care are expanded during this contract, the Gov’t anticipates adding (1) additional (daily) trip for a grand total of (6) trips per/day for route #1..
Q27. What is the vehicle size currently servicing this location?
A27. It varies. See A11.
Q28. How many cubic feet of storage are required for transportation, and what is the maximum size and quantity of items to be transported daily?
A28. See A7, A22.
Q29. Please clarify if the government will require the vendor to provide equipment (coolers, totes, locks, and temperature logs).
A29. Not requiring the vendor to provide equipment (coolers, totes, locks, and temperature logs).
Q30. What is the weekly, monthly, or annual estimated trip volume for as-needed trips in total, and/or as-needed trips per contract location, if any?
A30. See revised Price Scheudle for estimated quantities.
Q31. What is the historical monthly volume of: Emergency trips, Special trips, Infrequent trips?
A31. See A30.
Q32. What were last 12 months of route mileage totals?
A32. Unknown. The Gov’t doesn’t track/calculate mileage. Pricing is fixed-price based on the trip.
Q33. Are there specific times of the year that the frequency increases?
A33. No.
Q34. Are these routes fixed or will they vary?
A34. The routes provided are the needs of the Gov’t at this time. In the event facilities are added/removed, routes may be added/removed along with any need for equitable adjustment via bilateral modification.
Q35. What is the response time in minutes for emergency and special trips?
A35. See A25 & see PWS.
Q36. Are the routes considered one-way or round trip?
A36. Routes are round-trip. Example: Leave Orlando VAMC, pick up at Lake Baldwin CBOC, drop off at Orlando VAMC = 1 trip (round trip).
Q37. What is the anticipated frequency and estimated monthly volume of the Non VA Location routes?
A37. See revised price schedule for estimated quantities.
Revision of the PRICE SCHEDULE.
R1. The description (location) for Line-Item Number 0003, 1003, 2003, 3003, & 4003 should read Clermont CBOC. A REVISED Price Schedule reflecting this change is provided, see attached document. Quoters must complete and submit pricing information using the revised price schedule. Quotes failing to submit pricing information using the revised price schedule may not be considered for award.
R2. The estimated quantities for LINs x013 & 014 have been revised in an effort to provide more accurate estimated quantities. In addition, the LINs will not require unit pricing at the time of quote submission. During performance, the Gov’t will request a quote/estimate from the vendor as the need for these types of trips when a need arises since the urgency &/or distance will likely vary and be a factor with pricing. See A16 & A25 as well.
See attached document: Price Schedule rev1 03-05-2026.
