RFQ | 36C24826Q0237 – Questions & Answers
1. Is the cable plenum rated?
Answer: There are no plenum ceilings in the facility.
2. Is the nurse call a full conduit system?
Answer: the hallway portion is in cable tray and the pull cords are in conduit.
3. Will this be a Davis-Bacon project?
Answer: This contract is being solicited and awarded as a Service Contract Act (SCA) covered service contract. Please see solicitation clauses.
4. Will the work be limited to nights and weekends?
Answer: After hours as needed to minimize patient care disruptions, otherwise during normal hours.
5. Will any sections require a lift?
Answer: This is not anticipated.
6. What are the hours of operation, and what times will we be able to work?
Answer: 0700-1700. Contractor Available Work Hours
7. If any rooms were missed during design, will they be added to the plans?
Answer: Yes
8. Will the new nurses' stations be included on the plans for the intercom phones?
Answer: We can identify the current nurse stations that will need phones/hub/switchboard (ie.
Whatever contractors are proposing). We do expect as-builts with this information captured.
9. Will the system support cell phone notifications for nurses (generic, with no internet or phone calling)?
Answer: Per the Instructions to Offerors, address all requirements within the Statement of Work. The Government intends to use comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of RFO FAR 12 to determine the quotation most advantageous to the Government, considering Technical Capabilities, Past Performance, Veterans Involvement, and Price. The Government may consider a quotation other than the lowest price that provides additional benefit(s) and may select a quotation that exceeds minimum requirements, but is not obligated to do so.
10. Will there be monitors in the nurses' stations in addition to phones?
Answer: Yes
11. If working after hours, will staff be available to assist with room access?
Answer: Yes
12. Will CAD files be provided so we can update the plans with new information after project completion?
Answer: We will deliver all that we have upon award.
13. Will extra devices be provided to the customer for future use?
Answer: No.
14. Will there be a secure, lockable space to store equipment for this project?
Answer: Yes, this can be negotiated with FMS.
15. Who will be responsible for ceiling tiles damaged during construction?
Answer: Contractor.
16. Will the old system remain operational until the new system cutover, and will this be a side-by-side installation?
Answer: Ideally, if we can operate without interrupting this critical life safety asset, that would be best. Feasibility factor, it will be up to the contractor to propose.
17. For the nurse system do you know how many systems need to be installed?
Answer: See Attachment B (CLIN Nurse Call System) to see the estimated hardware per floor.
Price for CLIN 0001 will reflect the cost of the entire system.
18. Are there any locations that currently do not have nurse call devices that would require nurse call devices? For example, the restrooms (1A-161 and 1A-162).
Answer: We will need to relocate some central stations which are no longer located in room occupied by nursing.
19. Can the government please provide pictures of the following rooms to confirm wall space for headend cabinets?
a. 1A-139
b. 1B-117
c. 2A-137
d. 2B-144
e. 3A-151
f. 4A-152
20. Can the government confirm that there is an existing path to connect the headends located in 1B-117 and 2B-144 across the open atrium waiting areas?
Answer: Pathways are through the corridors.
21. Can the government provide pictures of the Operating Room Elapsed Timers and Elapsed Timer controller?
22. Can the government provide manufacturer brand name for the Operating Room Elapsed Timer and Elapsed time Controller?
Answer: The current nurse call stations were installed by Jeron.
23. Can the government confirm that there are existing cable trays for the cabling in the hallways?
Answer: Confirmed
24. Can the government confirm if there are any areas that require TV control from the pillow speaker and if so which areas?
Answer: This is not needed
25. Can the government confirm if Anti-Ligature Nurse Call Devices are required for the Mental Health Exam Rooms on the 4th Floor?
Answer: Yes, as Florida's adoption of the 2022 Facility Guidelines Institute (FGI) guidelines (effective July 1, 2023) and Joint Commission standards anti-ligature fixtures are required in high-risk areas where patients with suicidal ideation are treated, including exam rooms in outpatient mental health settings.
26. Can the government confirm that Code Blue Calls must be annunciated at the Security office, room 1B-192?
Answer: Yes
27. Does the government require all Code Blue Calls to be annunciated at any other secondary location?
Answer: Primary annunciation is to police. Secondary is to the master station at the nurse’s station on the ward that has the code blue.
28. Can the government provide ICRA requirements per area?
Answer: Yes, the project manager can submit an ICRA request for Infection Prevention team to review.
29. Can the government confirm working hours?
Answer: 0700-1700. Contractor Available Work Hours
30. Will there be a requirement for after-hours work?
Answer: After hours as needed to minimize patient care disruptions, otherwise during normal hours.
31. Could you please provide a floor plan layout?
Answer: Yes.
32. The quantities are listed as one station and training quantity of 6 in Section B3, but the hardware deliverables in B2 imply this is for multiple (three per room) stations and terminals. Do we have a total quantity of staff terminals and patient rooms? I see each patient room includes one bedside and two bathroom stations, but I'm unclear of the full scope of rooms and stations for this project to cover.
Answer: Each location has different configurations either with code blue buttons, push buttons, or pull cords so specifying each room’s quantity varies. Some staff terminals are also in locations that are no longer needed so some need to be moved to different locations for this project.
33. Is the training quantity of 6 per station or for the total sum of training recipients? There's also a reference to include admin training for up to 4 HTM engineers and two weeks of onsite training for an unconfirmed quantity of clinical staff. What is the anticipated maximum quantity for training recipients?
Answer: 4 HTM engineers require admin training. Clinical training quantity is 10.
34. It also mentions using existing cable paths where feasible, do we have any electrical drawings or plans that would indicate what wires are currently in place and where? Or are we to assume new cabling will be required for all stations and reuse where possible?
Answer: Can supply
35. Please confirm how many years of additional coverage are required beyond manufacturing base warranty? Or is this to be quoted on a 1 year warranty?
Answer: Quoted on a 1-year warranty.
36. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
Answer: This is not a long-term contract, therefore there is no incumbent performing the service. The current nurse call stations were installed by Jeron.
37. If not brand new, could you please provide the current / previous contract number?

38. Are their any as-built or fire escape plans available so we can draft up an accurate estimate?
Answer: Yes.
39. Also, we are reviewing the price schedule for RFQ 36C24826Q0237 and would like to request clarification on CLIN 0002 Professional Services, which lists a quantity of 6 EA.
Answer: Professional Services include installation, configuration, In-Room and Hallway Cabling, Programming, Training, and any necessary system certifications.
40. Can you please confirm whether the “6 EA” quantity is an administrative pricing convention and that offerors should price CLIN 0002 as a lump-sum professional services scope, with the total services cost distributed across the six units for pricing purposes?
