NBR. QUESTIONS & ANSWERS

1. Can past PPQ's from other solicitations be used?

VA

Response

The PPQ is optional but highly recommended. PPQs within 12 months of the solicitation issuance date and CPARS completed by Government personnel will be acceptable.

2. If a CPARS is available for a project, can it be used in lieu of a PPQ?

VA

Response

Yes. We will allow the use of CPARS in your quote submission, along with the "ATTACHMENT 6 - Specialized Experience Form" as an alternative to sending out PPQs to references.

3. Should the projects Factor 2: Specialized Experience/Technical Competence be the same projects listed under Volume 3: Past Performance? For Volume 2, VA

Response

Yes, the same projects listed under Volume 3 can also be used for Volume 2.

4. Under Volume 1: General Information - Should Attachment 6: Specialized Experience Form and Attachment 8: PPQ be submitted in this volume as well as Volume 2?

VA

Response

No. Attachment 6 should be submitted in Volume 2, and Attachment 8 should be submitted in Volume 3.

5. DWG AS-100 note #5 directs the contractor to infill roadway trenches with gravel during inactive periods. Instead of gravel fill, may road plates be used?

VA

Metal road plates may be used.

6. ED – 102 note K directs the contractor to employ no more than 270 degrees of conduit bends are allowed in any conduit runs; no more than 180 degrees of conduit bends are allowed in any interior conduit. This direction contradicts NFPA 70 Article 300.24 Bends. The specification in section 260533 para.3.11B states that 4 - 90-degree bends are allowed. Why does Note K contradict NFPA 70 and Section 260533 of the contract specifications? If Note K is employed, it will require additional pull points for all wires.

VA

Response

"Four (4) 90-degree bends are allow for conduits in exterior areas."

7. EP-101 Note 3 directs the contractor to: Replace with a new UL-listed all-in-one fire pump ATS (LIKE TO LIKE). Located adjacent to the existing fire pump ATS. Yes. Correction, it should state ATTACHMENT 10 – EMR.

14. In the same solicitation document, on page 57 under the Past Performance section, it states:

“Offerors shall provide complete Past Performance Surveys, see Attachment 11.” The instructions indicate that the completed surveys should be sent to elizabeth.romero@va.gov. Could you please confirm whether each completed and signed survey should also be provided to us for inclusion in our proposal, or if submission directly to the listed email address is sufficient?

VA

Response

To clarify, it is sufficient for the completed and signed surveys to be submitted directly to the listed email address. There is no need to include them in your proposal submission, as long as they are sent to the specified email address: elizabeth.romero@va.gov.

15. We wanted to inquire about the 5-megabyte proposal submission size limit, as it may be challenging to stay within that file size. Could you please advise whether a larger file size is acceptable?

VA

Response

The maximum allowable file size for proposal submissions is 5 megabytes. If your submission is larger than 5MB, you may send multiple emails as deemed necessary. If separate files are submitted, offeror shall indicate in the subject line using the following format: Solicitation Number, Project Title, Email Number e.g. 1 of 3, 2 of 3 and so on.

16. Since the proposal will consist of four separate volumes, could you please confirm whether each volume should be submitted in a separate email?

Response

It is acceptable to submit all the volumes in one email, if this is possible for the contractor. This should streamline the submission process and ensure all documents are received together.

17. REF: SOLICITATION 36C24825R0042, AMENDMENT 0001: This project was out for bid last year. Sixty (60) questions were asked and answered via Amendment 0001 dated 04-11-2025.
