About this file

This document is a Request for Information (RFI) containing 57 detailed industry questions and corresponding government responses for the VA project 546-22-106, which involves renovating a Preventive Maintenance (PM) Shop and replacing an aluminum canopy. The RFI covers critical technical and logistical aspects of the project, including site access, utility coordination, structural foundations, concrete and roofing specifications, special inspections, and contractor responsibilities.

Key details include requirements for steel column foundations with 24" diameter concrete piers, a 60-mil TPO roofing membrane, removal and replacement of existing asphalt with concrete, and specific guidelines for submittals and engineering drawings. The VA will be responsible for structural observations, while the contractor must provide special inspections, stamped structural engineering drawings, and coordinate utility shutdowns. The project involves significant site work, including installation of new drainage systems, equipment lifts, flammable storage cabinets, fencing, and site improvements, with a focus on precise technical specifications and compliance with VA requirements.

1. Will the entire area from the west gate/fence line through new metal shelter to the east end block wall be totally closed off just for construction personnel during the total duration of the project?

The contractor is to coordinate usage of the yard with the VA Engineering and VA Maintenance Shops. The site will be closed off to all other personnel. All VA personnel will be OSHA trained.

2. Will any state or county agencies need to be contacted by contractors for any utility permits or fees?

No

3. With steel building having concrete footings shown 10’ deep below finish elevations, at what level is the ground water below finish elevation.

a. Wouldn’t it be more efficient & eliminate need to pump ground water at each column location to install a larger spread footing or continuous spread footing that is not as deep as the 10’D x 2’W round concrete columns?

b. If building columns are to be installed at a minimum 10’ below finish elevation the site need to have a dewatering plan and discharge plan to lower the water table to allow columns to be installed at that depth?

c. To install (20) columns at this depth the total area of the new canopy will need to be dewatered. This will include a large discharge of water. Where will the end of the discharge line be established as an approved area by the VA.

Structural foundation plans to be revised. See forthcoming Addendum #1.

Steel columns to be attached to an embedded plate on top of 24” diameter concrete pier on top of an approximate 7’ x 7’ x 16” deep reinforced concrete footing. Assumed soil bearing of 2,000 psf max.

General Contractor to verify soil bearing capacity with Licensed Geotechnical Engineer.

4. Will any of the design team be involved during construction?

a. If yes what design team members will be involved during construction?

b. Will the VA or the design team be reviewing project submittals?
