This is a Questions and Answers (RFI) document for solicitation 36C24825R0033 regarding the renovation of the Community Living Center (CLC) 1st and 2nd floors at the Miami VA facility.
The document addresses 47 contractor questions covering various aspects of the renovation project, including: clarification that CPARS will suffice in lieu of Past Performance Questionnaires; submission requirements specifying that Factors 1 & 2 should be submitted together while Factor 3 (Price) should be submitted separately; confirmation that all patient room doors will be replaced; specifications for wall protection, corner guards, and handrails; details about the VA's responsibility to remove and replace furniture between construction phases with approximately 2-week turnaround times; information about laydown areas and parking (first come, first served basis); confirmation that a mold survey was not performed during design; identification of Johnson Controls as the VA fire alarm contractor; and clarification that the renovation bid due date remains 02/28/2025 despite requests for extension. Multiple questions sought clarification about technical specifications, with many responses referring contractors to specific architectural drawings and specifications included in other solicitation documents.

19. Does the VA have an asbestos report & floor plan with asbestos flooring locations per phase?
a. The SF per phase will be needed so that pricing need to include a minimum cost per phase for small amounts.
b. If not do we use the SF amount detailed in the architect document Miami VAMC Renovate CLC 1 and 2 Floor 100% CD Estimate_2023-17-05_R1
c. Will the contractor need to perform a asbestos survey before starting the Project as a direct cost to the project?
VA Response: See Pre-Renovation Asbestos Survey and Lead Paint Report in Addendum #1. Also see specification sections 02 82 13.19.
20. Does the VA have a mold report & floor plan with mold locations per phase?
VA Response: Mold survey was not performed during the design phase.

22. Who is the VA fire alarm contractor?
VA Response: Johnson Controls.
23. Covering data connections & terminations, will VA disconnect data to be removed from panel & reconnect/terminate data at panel? Any such work will need to be coordinated with the VA.
➢ Below is the concern on mixing & matching separate wall protections between IPC & CSI. Both manufacturers have concerns of installing one company trim & another sheet goods for wainscot. With the way the finish schedule has been developed with mixing & matching parts CSI has stated they will not supply proposal for bidding.
➢ So the main question can we supply an or equal & final color & shapes can be decided after award?
VA Answer: Yes, or equal is acceptable.
24. In the finish schedule WP-6 door frame protection. IPC no longer manufactures vacuum formed door frame guards for molding to hospital/mop stops. Only custom door frame guards are manufactured using a bending process and therefore cannot accommodate the hospital/mop stops.
a. Are we allowed to include a per equal?
VA Response: Yes, price or equal products.
25. Elevation 4/A402 shows a section of wall approximately 9-10 inches wide that is hatched but not labeled. There is a similar condition on the opposite side of the reception/lounge shown in elevation 3/A401.
a. Does this qualification applies to both 1st and 2nd level.
VA Response: The color is to match the adjacent wall finish. The hatch does NOT represent a different finish.

26. Section cut for Typ. Patient wall protection on sheet A405 specifies key note 10.08 – RWP-1 wall protection over drywood. Verify
a. What is the existing substrate.
b. Specification includes contact adhesive for RWP-1 at patient rooms.
c. If substrate is only gypsum, this bid will require revision to standard adhesive. Advise which is true?
VA Response: It should say drywall. The substrate is gypsum wall.
27. Section cut for Typ. Patient wall protection on sheet A405 specifies key note 10.08 – RWP-1 wall protection over drywood.
a. What is the existing substrate?
b. Specification includes contact adhesive for RWP-1 at patient rooms.
c. If substrate is only gypsum, this bid will require revision to standard adhesive. Which is true?
VA Response: It should say drywall. The substrate is gypsum wall.
28. What is the board thicknesses for WP-4 in elevations 1 and 2 on A402.
a. Board seams are not shown to determine design intent.
b. Manufactures are asking if the proposals should include 1/2” thick vertical WP-4 framing out the TV area with remaining WP-4 verticals to be 3/8” thick. This is to ensure no cut edges are visible. Verification by VA is needed.
VA Response: Yes, WP-4 vertical trim framing the TV to be ½” thick. Any place that cut edges may be exposed, use ½” WP-4 vertical trim.
29. CG-2 locations appear inconsistent across typ. locations at patient rooms. Therefore, manufactures are asking if to include IPC’s best judgement of where CG-2 are located within patient rooms. VA will need to verify patient room locations prior to bid.
VA Response: The inconsistency referred to is not clear. Areas in patient rooms that have ceramic tiles on the wall, do NOT require corner guards. Rooms with such conditions to be verified by VA.
30. IPC does not manufacture wrapped square edge panels in PVC-free material or in Wood Look colors.
a. Should this bid include standard uPVC material for WP-1 or find equal.
VA Response: The design intent is “wood look”. Equal product may be acceptable if it is PVC-free panel with wood look.
31. Two CG-2 will not fit at end walls – see location at Vending 111A. What should be used at this location.
VA Response: Use a 2” wing corner guard in lieu of 3”.
32. This bid assumes vertical grain for WP-1 panels. Some panel widths may not be achievable due to 43” being the max width.
a. Should this be separated at these locations into 2 equal panels. All panels sizes in submittal will need to be verified to complete proposal.
VA Response: WP-1 is specified to be 3/8” thick which comes in 47” width. 2 equal panels are required where the width exceeds the width of the panel. The joint should be centered.
RFI’s
33. WP-1 is specified to be butt jointed with reveals. This assumes panels will be butted close together have a ¼” –
½” gap between them.
a. Since panels are fully wrapped no trim is required. +++++
b. VA will need to verify all panel sizing.
VA Response: It is meant to have NO reveal and NO trim. Butt joint the panels.
34. CG-1 per spec section 102600 is 8’ length.
a. The finish legend states full height, however the reflected ceiling plan does not show heights.
b. Should this bid include 8’ long CG-1. VA needs to Verify.
VA Response: Abide by the spec. Provide 8’ high corner guard where CG-1 is specified.
35. Please provide the “Pre-Renovation Asbestos Survey and Lead Paint Report – CLC 1st and 2nd Floors, Report Number: H8227090” as referenced in specification section 02 82 13.19 (Item #3, Page2) to identify the locations and scope of work for the ACM.

VA Response: The RWP-3 is specified for the wall outside of the elevators. Refer to AF102-P. Note 9.14 refers to elevator cabs which is NOT in the scope.
38. Please provide partition wall type for all new gypsum board partitions being replaced at the existing exterior perimeter wall since it indicates the gypsum board is to be removed per note 2.40 (typ.) on Sheet AD-101 and replaced with new gypsum board per note 9.43 on Sheet A101-N. Please indicate metal studs, board type, thickness, drywall finish, wall insulation and wall height.
VA Response: See revised note 9.43 on Sheet A101-N and A102-N.
39. Please advise on the construction of the existing floor decks above the 1st and 2nd ceilings.
VA Response: Existing floor decks are reinforced concrete beam and slab construction.
