RFQ: 36C24824Q0540
Question and Answers:
1. Is the estimated quantity 3090.00 are the estimated hours for the year?
Answer: Yes, 3,090 is the estimated hours per year. The line item will reflect (YR) at the time of award and not (EA).
2. We would like to know if this is a brand-new contract or if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number.
Answer: This is not a new requirement. The current contract was awarded to Sheri Deludos &
Associates, Inc | 36C24823P0284 | $230,300.00 | No additional information will be provided.
3. Within the scope of the contract, it states that only one interpreter will be assigned to assignments scheduled for 1.5 hours or less in duration and two interpreters will be assigned to assignments scheduled for longer than three hours. Will we be able to assign two interpreters for assignments that are longer than 1.5 hours but less than 3 hours?
Answer: No, one interpreter for three hours or less.
4. In section 3.4.9. it states that there shall be no separate billing by the contractor if multiple assignments are scheduled back-to-back (but still 1 to 2 hours each) using the same sign language interpreter. Does this mean the COR plans on sending in requests based on assignments and not by a time block that may have multiple assignments within it?
Answer: We are requesting one bill per day.
5. Will the SOW add other professional organizations’ credentials, or will it limit it to one?
Answer: Yes, see updated PWS.
6. Will the SOW consider adding professional organization The Texas Health and Human Services who offers the BEI certifications?
Answer: No
7. Will the SOW consider adding professional organization Boys Town who offers the EIPA credentials?
Answer: No
8. Will the SOW consider adding professional organization Boys Town who offers the EIPA credentials?
Answer: No
9. Will the SOW correct the verbiage to include all of RID’s national certifications? It currently only has the test that started in 2005 at the exclusion of all other tests that were offered.

10. Will the SOW rephrase 3.3.12 to indicate that the VA is nor responsible for the interpreter's attire, but that the interpreter is responsible?

11. Will the SOW remove the expectation of reassigning interpreters as it is conflict with RID’s Code of
Professional Conduct as it deprives the interpreter from the ability accept assignments using discretion with regard to skill, communication mode, setting, and consumer needs. (Professionalism)?
Answer: Yes, see updated PWS.
12. Will the SOW reconsider reassignments expectations when at least one of the original participants is still involved. E.g., there was an interpreter scheduled for the employee for training, but the employee was requested to attend a meeting instead?
Answer: Yes, see updated PWS.
13. Will the SOW remove the reassignment in case of assignment ends early or is canceled on-site, or add the stipulation that in such an event, should the interpreter choose to fill a need that is a separate request from the original, the interpreter will be compensated separately for the new request?
Answer: No
14. Will the SOW modify the protocol for handling extensions as it is an undue burden and may be viewed as discriminatory?

15. Will the SOW change the expectations for the subcontractor to communicate with the COR or HR to communicate with the on-site employee/department representative with whom they are working with?
Answer: No
16. Will the SOW remove the requirements of the subcontractors outlined for handling cancelations, no-shows, and delays and delegate it to a VA employee?
Answer: No
17. Please provide more detail regarding the offerer's ability to submit multiple offers per Section 1 (e).
Specifically, do these multiple offers need to be submitted separately as its own submission? Also, are these multiple offers essentially different scenarios with alternative services and prices for each?
Answer: If you would like to submit multiple offers regarding the American Sign Language Interpreter
Service Solicitation it will need to be submitted separately. No alternate ASL services are requested.
