1.
Scope of Work (SOW) for Elevators 10 and 11:

In the SOW, Elevators 10 and 11 are listed as roped 2 to 1, but they are currently roped 1 to 1. Are we planning to change the roping to 2 to 1 as specified in the SOW, or should we leave it as is with the current 1 to 1 roping?

Veteran Elevator
06/28/23

VA Response: 1 to 1 Roping is acceptable.

2.
Roping Change for Elevators 1 to 5:

As we plan to change the sling and platform for Elevators 1 to 5, I wanted to inquire if it is feasible to rope these elevators 1 to 1. The existing setup with 2 to 1 roping creates limited space on the car top due to the deflector sheave's position, making it challenging for maintenance personnel to access car top door locks and other maintenance areas in the hoistway. Roping them 1 to 1 would enhance safety and facilitate maintenance work.

Veteran Elevator
06/28/23

VA Response: Retain slings. Replace platforms.

3.
Elevator 6 Speed Rating:

Elevator 6 is currently listed with a speed rating of 400 FPM. However, this elevator has a travel distance of only 27 feet with 3 stops, which makes it practically impossible to achieve that speed in such a short distance. Currently, it is rated at 150 FPM. Could you please clarify the intended speed rating for Elevator 6?

Veteran Elevator
06/28/23

VA Response: 200 fpm is acceptable.

4.
Traction Machines Type:

The contract specifies that all traction machines are to be geared to overhead machines. However, Elevators 1 to 5 are currently equipped with gearless machines. Replacing them with gearless machines, specifically AC variable speed overhead traction machines, would streamline the process.

Q. Can you confirm if installing gearless machines for Elevators 1 to 5 is permissible, or should we proceed with the geared overhead machines as stated in the contract?

Veteran Elevator
06/28/23

VA Response: Gearless Machines are acceptable for all traction cars.

5
Sump Pumps:

Sump pumps. Please identify if you require all elevator shafts to now have sump pumps. If these are not necessary Identify the elevator by their numbers you would like to have the sump pumps installed or replaced.

Veteran Elevator
06/28/23

VA Response: Sump pumps are identified on the plumbing drawings. Refer to plumbing drawings for location and sizes of pumps.

6
ACM Spray Fire Proofing Removal:

In the associated machine rooms with asbestos in the working areas. Please identify how much of the product needs to be removed for the area, if it is only in the machine rooms, identify those machine rooms that are affected and any other areas that require abatement

Veteran Elevator
06/28/23

VA Response: Spray fire proofing was recently tested and is not ACM. See addendum 1 for recently discovered ACM.

7
Undiscovered Asbestos:

If by chance the contractor finds additional areas of asbestos not included in the PWS will the Contracting Authority provide a change order to accommodate the additional work

Veteran Elevator
06/28/23

VA Response: Undiscovered ACM materials will be added to contractor scope as a change order.

8
Hydraulic Pump and Tank unit:

To be certain replacing the hydraulic tank unit for #18 and # 6 elevator submersible pump will be selected for this project.

Veteran Elevator
06/28/23

VA Response: Submersible is acceptable.

9
Picture # 17 / Lerch Bates Elevator SURVEY REPORT Elevator # 18 overhead. Piping inside the hoistway unrelated to the elevator is against code.

Q. What system(s) above the ceiling does this pipe support, where does it extend to through the walls? Do you want it capped off, or rerouted? Please explain more as to this pipe and the service it provides.

Veteran Elevator
06/28/23

VA Response: Per A17.2, 2.8.3.4, drain piping is acceptable. Retain.

10
Pit Ladders

Q. Do you want all pit ladders replaced in all shafts?

Veteran Elevator
06/28/23

VA Response: Provide new ladders for all units

11
CPARS and Past Performance References:

May we use PPQ (Past Performance Questionnaires) submitted and filled out provided previously to the VISN 8 Contracting Authority for other RFQ’s. May we exchange / submit these, or do you require the EXPERIENCE INFORMATION SHEET attachment presented in the document section of the solicitation? They support the same questions and project identification

Veteran Elevator
06/28/23

VA Response: You may submit previously submitted PPQs, provided the PPQ submission complies with the instruction to offerors.

12
Elevator Doghouse:

Q. Are service car elevators 4,5,6,9,10,11,18 need to be provided a doghouse or only elevators 10 & 11 freight cars.

Veteran Elevator
06/28/23

VA Response: Only Elevators 10 & 11 require doghouse.

13
Elevator Max Weight Discrepancies:

Q. Elevators 4 and 5 are itemized in the provided documents as GWL -4000 lbs. cars, the provided list of elevators in the solicitation defines the weight at 5,000 lbs. Please define if the VA is upgrading elevators 4 & 5 to 5,000 lbs.?

Veteran Elevator
06/28/23

VA Response: Provide elevators 4&5 as 5000lb capacity.
